After 2 years of implementing the announcement of the Provincial Departments, Branches, and District People's Committees' Competitiveness Index (DDCI), it has been creating "heat" for each department, branch, and locality in the province to recognize and improve the quality of economic management in each unit. Currently, the peak period to prepare for the announcement of the 3rd year of DDCI is being urgently implemented, with new expectations for this index.

According to the Vietnam Federation of Commerce and Industry - Thanh Hoa - Ninh Binh Branch (VCCI Thanh Hoa - Ninh Binh), in the third year of implementing the survey and assessment of DDCI, the survey content still includes 8 indicators: Transparency and access to information; Dynamism and role of the leader; Time costs; Informal costs; Fair competition; Business support; Legal institutions and Land access. However, this year, VCCI will implement the survey to about 7,000 enterprises, cooperatives, business households operating, producing and doing business, implementing investment projects in the province. With the number of enterprises and cooperatives participating in the survey nearly double that of previous years, it will be a plus point for the objectivity of this assessment result.
Along with that, after 2 years of implementing DDCI assessment, enterprises, cooperatives, and individual households have recognized and understood the meaning and importance of this index for the benefits of each enterprise. Director of VCCI Thanh Hoa - Ninh Binh Do Dinh Hieu shared: “DDCI in 2023 will still be implemented in 2 forms: online and direct. In which, inheriting the implementation experience of the previous 2 years, VCCI staff have been combining the survey with propaganda, spreading the meaning and responsibility of enterprises when participating in the assessment. From the actual approach to the survey, it shows that business entities have also clearly understood their rights when participating in the assessment, thereby participating more responsibly and objectively towards the prestigious results of the index set".
Along with the responsible participation of the business community, the spirit of reform has also spread widely in departments, branches and localities. Recently, units have built programs to raise and improve this index. In particular, leaders at the grassroots level have made drastic moves in leading and directing civil servants and public employees to perform well the assigned tasks.

Typically, recently, although the DDCI Index in 2023 has not been announced yet, the Department of Agriculture and Rural Development has implemented it early and set the task of improving the DDCI competitiveness index as one of the key tasks of the industry in 2024. In conjunction with VCCI to analyze and evaluate the remaining limitations and room for reform, Director of the Department of Agriculture and Rural Development Cao Van Cuong requested departments and units under the department to review, adjust, and reduce overlapping and unnecessary inspections and examinations; promote administrative reform, increase the application of information technology, simplify administrative procedures, improve the quality of management and capacity of cadres, civil servants and public employees to meet the requirements of tasks in the new situation. In particular, the initiative and enhancement of the pioneering role of leaders, support and accompany businesses and investors; Flexibility and creativity in solving problems are focused on by the Department of Agriculture and Rural Development.
Currently, VCCI officials are urgently preparing the stages of collecting survey ballots. According to the leader of the Provincial Business Association, the DDCI results are one of the effective tools to provide a general picture of the investment and business environment. That makes businesses expect more in future policy improvements. With a vibrant emulation movement, this will be a breakthrough turning point in administrative reform, improving the investment and business environment, affirming the determination of Thanh Hoa province to continuously improve the quality of economic management in a comprehensive manner, fully meeting the legitimate needs of businesses and investors.
The DDCI Index for 2023 is expected to be announced at the end of April 2024. According to VCCI, the significance of DDCI does not lie entirely in the rankings, but in the improvement of the scores of each department, branch, and locality. In fact, in the second year of Thanh Hoa province implementing the DDCI assessment (announced in May 2023), it was shown that the majority of departments and branches and about half of the units under the district and town People's Committees increased their scores compared to the previous year; some units had quite strong increases in scores. This shows that the quality of management of provincial departments, branches, and branches and district and town authorities have all improved well according to the "scoring" of the business community.
