5th session, National Assembly decides on personnel, passes 11 laws and resolutions

At the 5th Session, the National Assembly is expected to consider and pass 8 draft laws, 3 resolutions, give opinions on 9 draft laws; decide on personnel work and many other important contents.

The 5th session of the 15th National Assembly will open on May 22 and close on June 23, and will be held in two phases. The total working time of the National Assembly during this session is expected to be 22 days.

At the 23rd Session, the National Assembly Standing Committee gave opinions on the preparation contents for the 5th Session of the 15th National Assembly.

Elect and approve personnel according to authority

Previously, on May 15, the Party Central Committee voted and agreed to let Mr. Nguyen Phu Cuong, member of the Party Central Committee, Chairman of the National Assembly's Finance and Budget Committee, cease to hold the position of member of the 13th Party Central Committee.

The Party Central Committee also gave opinions on personnel of a number of Central agencies so that the Politburo could decide to introduce them to the 15th National Assembly for election and approval according to regulations at the 5th Session. On May 16, Mr. Nguyen Phu Cuong submitted a request to resign from his duties as a National Assembly delegate and from the positions elected by the 15th National Assembly.

According to the scheduled working program, the 5th Session of the 15th National Assembly will spend time on the first working day to carry out personnel work.

Accordingly, the National Assembly will consider, discuss and vote on the proposal of the National Assembly Standing Committee on the dismissal and termination of the duties of National Assembly deputies with personnel elected by the National Assembly. At the same time, the National Assembly is also expected to elect members of the National Assembly Standing Committee and Chairman of the Finance and Budget Committee of the 15th National Assembly.

At this session, the National Assembly also considered and approved the Prime Minister's proposal to dismiss and appoint the Minister of Natural Resources and Environment according to the procedure. Currently, this position is held concurrently by Deputy Prime Minister Tran Hong Ha.

The Conference of National Assembly Deputies working full-time gave opinions on draft laws submitted to the 5th Session of the 15th National Assembly.

At this session, the National Assembly will consider and pass 8 draft laws, including: Law on Consumer Rights Protection (amended); Law on Bidding (amended); Law on Prices (amended); Law on Electronic Transactions (amended); Law on Cooperatives (amended); Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

The National Assembly will also consider three draft resolutions on the 2024 Law and Ordinance Development Program, adjusting the 2023 Law and Ordinance Development Program; Resolution amending and supplementing Resolution No. 85/2014/QH13 dated November 28, 2014 on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Review and comment on 9 draft laws

Along with that, the National Assembly will consider and give opinions on 9 draft laws, including: Land Law (amended) (second opinion); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Citizen Identification Law (amended); Law on Credit Institutions (amended); Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Assessing socio-economic issues and deciding on important issues

The National Assembly will review and comment on reports on additional assessments of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023. Approve the 2021 state budget settlement.

Consider the Report on thrift practice and waste prevention in 2022. The National Assembly shall exercise supreme supervision over the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on primary health care and preventive medicine. Consider and approve the Resolutions on the Supervision Program and the establishment of the National Assembly's Thematic Supervision Delegation in 2024.

This session of the National Assembly also considered and decided on the adjustment of the investment policy for the Ka Pet Reservoir Project in Ham Thuan Nam District, Binh Thuan Province. It also considered and decided on the investment policy for the Road Project from National Highway 27C to Provincial Road DT.707 in Khanh Hoa Province - connecting with Lam Dong and Ninh Thuan.

Consider and decide on the continued allocation of medium-term public investment capital and capital of the Socio-Economic Recovery and Development Program. Consider and decide on the adjustment and addition of charter capital for the Vietnam Bank for Agriculture and Rural Development.

The Central Committee of the Vietnam Fatherland Front reported on the synthesis of opinions and recommendations of voters and people sent to the 5th session of the 15th National Assembly. Reviewed the report on the results of monitoring the settlement of voters' recommendations sent to the 4th session of the 15th National Assembly. Conducted questions and answers.

At the session, the National Assembly also considered and approved the Resolution of the 5th Session of the 15th National Assembly (including the content on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; adjusting and supplementing the charter capital for Agribank; reducing value added tax). The National Assembly also considered and decided on a number of other important issues, if any.
