Speaking at the opening of the session, Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council Hoang Trung Dung emphasized: At this session, the Provincial People's Council focused on discussing and approving the following contents: Adjusting the capital plan for re-borrowing ODA loans and foreign preferential loans in 2023; adjusting a number of contents of Resolution No. 94/NQ-HDND dated November 11, 2021 of the Provincial People's Council on allocating investment capital plans for concentrated rural clean water supply works from the capital source of the National Target Program on New Rural Construction; deciding on investment policies and supplementing the medium-term public investment plan of local budget capital; adjusting the public investment plan of local budget capital in 2023.

Based on the proposed report of the Provincial People's Committee and the review report of the Provincial People's Council committees, the above contents are urgent and necessary, including the contents that if waiting for the year-end meeting will delay progress, therefore, the Provincial People's Council must consider and decide according to regulations to meet the requirements of socio-economic development tasks.
The Chairman of the Provincial People's Council requested delegates to study and contribute opinions to the draft reports and resolutions; the Provincial People's Committee and heads of departments and branches, according to their assigned functions and tasks, reported and clarified issues of concern to delegates for consideration and resolution by the Provincial People's Council.

Closing the session, Provincial Party Secretary - Chairman of the Provincial People's Council Hoang Trung Dung requested the Provincial People's Committee, all levels, sectors, localities and units to focus on implementing the resolutions of the Provincial People's Council seriously, effectively and in accordance with regulations.
Review targets and tasks in 2023 to deploy solutions to focus on leadership, direction, and successful implementation of socio-economic development tasks, ensuring national defense and security. The focus is on accelerating the disbursement of public investment capital for key projects; focusing on removing difficulties and obstacles to support investors to promptly implement committed projects; and strengthening solutions for budget collection.
Focus on implementing the National Target Program on New Rural Development. Direct Loc Ha and Ky Anh districts to review and complete the criteria to be recognized as qualified districts in 2023; focus on directing unqualified communes of Huong Khe district.
Effectively implement social security programs; complete the plan to support housing construction for policy beneficiaries, especially housing from sources mobilized by the Ministry of Public Security. Proactively develop plans to respond to natural disasters and floods in the face of complex and unpredictable weather conditions.
The Standing Committee of the Provincial People's Council has planned to organize a regular year-end meeting with many contents. It is requested that the Provincial People's Committee, relevant units and localities focus on preparation to ensure quality and progress.
