Therefore, experts and scientists believe that it is necessary to issue resolutions with higher penalties to strengthen monitoring and control of violations in this field.

Recently, the Vietnam Fatherland Front Committee of Hanoi City held a conference to provide social feedback on the draft Resolution of the City People's Council on fines for some administrative violations in the field of food safety.

At that meeting, Deputy Director of the Hanoi Department of Health, Mr. Vu Cao Cuong, said that the Department of Health has proposed that the fine for administrative violations in the field of food safety in Hanoi will be double the fine prescribed in current decrees.

Specifically, this fine will be twice the fine for the corresponding administrative violation in the decrees on administrative sanctions in the field of food safety.

This is the maximum penalty prescribed in the 2024 Capital Law to increase deterrence for organizations and individuals participating in activities related to food safety.

The goal is to create a healthy business environment, raise awareness of businesses and people in implementing food safety and hygiene regulations.

At the conference, experts and scientists all agreed that food safety is an extremely complex issue and requires stronger sanctions to thoroughly resolve it.

The Resolution will be an important legal basis for implementing the Law on the Capital, while creating conditions for competent authorities to more effectively inspect and monitor violations in this field.

Opinions are unanimous that raising fines is considered part of Hanoi's strategy to more drastically implement food safety measures.

In recent years, dirty food, food of unknown origin, and food contaminated with toxic chemicals are becoming a major threat to people's health.

Incidents of substandard food such as vegetables soaked in chemicals, food containing pesticide residues exceeding the permitted level, or dirty food in small businesses have raised concerns in the community.

The increased fines are not only to deal with violations but also to put pressure on food production and trading establishments, forcing them to comply with regulations on food quality and origin. This not only helps protect people's health but also improves the quality of life and builds consumer confidence.

However, delegates also emphasized the need to add specific enforcement measures. It is necessary to have detailed guidance appendices to facilitate implementation and ensure feasibility, especially in the field of street food business. Authorities also need to step up propaganda work and decentralize more strongly to local authorities.

In addition, some opinions suggest that it is necessary to study and divide specific fines for each violation to avoid applying the same fine to all cases. Some violations are not serious but can be punished with too high a fine, which will cause negativity and affect the enforcement process.

One of the important issues proposed by delegates is the need to encourage community participation in monitoring and detecting food safety violations.

Forms such as rewards for individuals who detect violations, or hotlines to report violations to authorities will create a more effective and transparent monitoring environment.

According to many opinions, the issuance of a Resolution on penalties for food safety violations is extremely necessary, helping to increase management efficiency and raise the sense of responsibility of organizations and individuals in this field.

To put the resolution into practice, authorities need to deploy appropriate enforcement measures, while promoting the community's supervisory role, creating a safe living and working environment for the people of the capital.

With increased penalties and strong management measures, the Hanoi City government expects that the situation of dirty and unsafe food will gradually decrease, while raising public awareness about choosing and using safe food.

People in the capital will be better protected from risks caused by poor quality food, contributing to building a healthier and more sustainable living environment.

Hanoi is in the process of perfecting regulations and implementing solutions to improve efficiency in ensuring food safety.

If these measures are implemented seriously and synchronously, they will contribute to improving people's quality of life and protecting public health in the most effective way.
