City leaders propose to meet businesses
Applause spread throughout the hall of the Hanoi Dialogue 2025: New Era - New Opportunities in the late afternoon of February 28, right after the surprising proposal of Vice Chairman of the City People's Committee Nguyen Manh Quyen.

“I propose that the Hanoi Young Entrepreneurs Association and business clubs organize meetings with the City’s leaders, maybe 2 hours in the afternoon, quarterly, on each topic. Issues and projects with obstacles and difficulties of businesses will be discussed openly. Any issues that can be resolved, the leaders of departments and branches will resolve immediately. Any issues that businesses need advice on, procedures, and contacts, will be consulted. The spirit is to truly resolve the projects,” Vice Chairman Nguyen Manh Quyen proactively suggested after listening to the opinions and recommendations of businesses.
Nearly 400 member enterprises of the Hanoi Young Entrepreneurs Association attended the Seminar. Their major concern, according to Mr. Tran Dang Nam, Chairman of the Hanoi Business Association, is the new opportunities when Hanoi implements the Capital Law and 2 plans (Hanoi Capital Planning for the period 2021-2030, vision to 2050 and Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065).
More specifically, businesses asked many questions about the progress of removing obstacles for suspended projects, opportunities to access premises for startups and small-scale businesses...
“Currently, the legal corridor in the field of real estate and land has been able to solve many problems for suspended projects, such as zoning planning in the general planning, bidding to select investors, land tax... How will the city solve the problems for the projects?”, Mr. Nguyen Phuc Long, Chairman of Thang Long Investment Group, waited.
Listening to opinions, Mr. Quyen encouraged businesses to "seize the opportunity" to propose solutions to problems.
“The Government and City leaders are directing to focus on finding solutions to remove obstacles for projects. If businesses have any problems, they should report to competent authorities for quick handling,” Mr. Quyen shared.
Currently, according to Vice Chairman Nguyen Manh Quyen, out of 700 projects with problems and difficulties that have been gathered, the City has resolved 412 projects, the rest are continuing to promote progress. Among these, there are many projects that have been stuck for many years.
Businesses do not have to apply for projects.
Responding to the desire of businesses to “not miss any development opportunities” and “want to find and apply for projects for members” that Mr. Tran Dang Nam raised at the Seminar, Vice President Nguyen Manh Quyen frankly expressed his opinion that “businesses do not have to ask for projects”.
“From March 1, the Department of Finance will be the focal point for reviewing and synthesizing investment calling projects for public announcement. We hope that businesses and investors will pay attention. Businesses do not have to ask for projects, but we will call for them after completing the planning,” Mr. Quyen affirmed when referring to the planning for the development of industrial parks and clusters, logistics projects...
At the Seminar, information on the implementation of the Capital Law as well as the implementation of the two plans was introduced in detail by representatives of departments and branches, from the content to the authority of the City in the deployment and implementation.
In particular, Mr. Quyen affirmed that the time to implement projects will certainly be reduced.
“After the reorganization, the City will have 15 departments and 1 equivalent unit, the Administrative Center under the City People's Committee. Thus, the number of points for comments has been reduced, and procedures and time will be shortened compared to before. We hope investors will pay attention,” Mr. Quyen informed businesses.

These are 3 units cooperating to implement the TIG Tower Office and Hotel Apartment project, 108 Nguyen Trai, Thuong Dinh, Thanh Xuan, Hanoi, in which Thang Long Group is the project investor.
DIC Holdings Construction Joint Stock Company and UDIC Urban Infrastructure Development Investment Joint Stock Company are the General Contractor and Main Contractor implementing the construction. The project has a total investment of nearly 2,000 billion VND, a total area of 29,000 m², including 200 5-star business hotel apartments and high-class commercial offices.
