In recent years, Party committees, authorities at all levels, and functional sectors have focused on implementing the Party's guidelines and resolutions, the State's policies and laws on preventing and combating social evils, especially preventing and combating social evils among youth and children. However, due to the negative impacts of the negative aspects of the market economy, the process of international integration, the explosion of information technology and social networks, many social order and safety evils continue to develop in a complicated manner; the situation of youth and children falling into social evils such as drug use, gambling, lottery, football betting, etc. tends to increase; students and students use stimulants, laughing gas, smoke electronic cigarettes, play unhealthy online games, and commit school violence more and more, causing great impacts on the physical, mental and intellectual health of youth and children, negatively affecting the educational and social environment.

To continue building and promoting the moral standards of Ha Tinh people in the new period; strengthening the leadership and direction of the Party in the prevention and control of social evils among youth and children; helping children have a safe and healthy living and learning environment, the Standing Committee of the Provincial Party Committee requests the Party delegations, Party executive committees, the Fatherland Front and socio-political organizations at the provincial level, departments, branches, districts, cities, town Party Committees, Party Committees directly under the Provincial Party Committee, schools and educational institutions in the province to focus on leading, directing and organizing the implementation of the contents.
Regularly propagate, thoroughly grasp and strictly implement the Party's guidelines and resolutions, the State's policies and laws on crime prevention and control, social evils; especially the Law on Drug Prevention and Control; Law on Tobacco Harm Prevention and Control; Law on Alcohol and Beer Harm Prevention and Control; Law on Cyber Security, Law on Road Traffic... to raise awareness of Party committees, authorities, agencies, units, schools, and the whole society about the meaning, importance and responsibility in protecting young people from the risks of social evils. Innovate the content and methods of propaganda and education in accordance with the characteristics of each unit, school, family, and residential area; focus on raising awareness among the younger generation about the history and fine cultural traditions of the nation and homeland, and the ethical standards of young people in the new era.
Mobilize cadres, party members, union members, association members and people of all walks of life to actively participate in the fight against social evils. Strengthen discipline and order in agencies, units and localities in conjunction with building families, residential areas, agencies, units and schools that meet cultural standards. Require 100% of students to sign a commitment not to violate social evils; not to use, trade, store or transport e-cigarettes; not to play unhealthy online games; not to participate in school violence; to comply with the Law on Drug Prevention and Control; Law on Prevention and Control of Tobacco Harms; Law on Prevention and Control of Alcohol Harms; Law on Cyber Security, legal regulations on traffic safety, etc.
Localities, schools, educational institutions, authorities and families coordinate closely in monitoring, supervising, and grasping the situation, thoughts, feelings and aspirations of students; detecting, preventing, providing psychological counseling, and taking educational measures for students, adolescents and children who are passionate about playing online games, smoking e-cigarettes, using stimulants, participating in school violence, social evils, etc.
It is necessary to continue to propagate the harmful effects of drugs in schools.
Building safe, healthy and friendly schools; developing models of “Smoke-free schools”, “Green, clean, beautiful and safe schools”. Ensuring physical facilities for students, youth and children to participate in extracurricular activities, competitions, cultural and sports activities, developing clubs suitable for their talents, interests and ages to help them improve their health, cultivate their qualities and develop their abilities. Actively mobilizing organizations, individuals and businesses to invest and support the work of preventing and combating social evils.
Promote the core role of specialized agencies in preventing and combating social evils. Strengthen inspection and strictly handle public electronic game service points with inappropriate content and operating beyond the prescribed time. Strengthen control and fight against the trade of electronic cigarettes, stimulants, banned goods, etc. in the market; closely monitor, supervise and promptly and properly handle crimes of trading in banned goods, enticing students, teenagers to use stimulants, drugs, electronic cigarettes, etc.
Implementing organization
Party delegations, party executive committees, district, city, town party committees, affiliated party committees, schools, and educational institutions in the area, according to their functions and tasks, must thoroughly disseminate, propagate, and develop plans to implement the Directive seriously, promptly, and in accordance with the practical situation of the locality and unit. Periodically evaluate, learn from experience, and adjust appropriate methods to improve the effectiveness of the Directive's implementation. Timely commend and reward collectives and individuals with outstanding achievements, and typical models in propaganda and education for students, youth, and children to stay away from social evils. Heads of local party committees, authorities, and educational institutions must be responsible and promptly and seriously handle violations in their areas and schools.
The Public Security sector and the Education and Training sector closely coordinate in ensuring security and order, preventing and combating crimes and law violations in schools; effectively implement Joint Circular No. 06/2015/TTLT/BCA-BGDDT dated August 28, 2015 of the Ministry of Public Security and the Ministry of Education and Training on coordinating the implementation of tasks to protect national security, ensure social order and safety, and combat crimes and other law violations in the Education sector; Directive No. 6036/CT-BGDDT dated December 17, 2014 of the Ministry of Education and Training on strengthening the implementation of prevention and combat of the harmful effects of tobacco and alcohol abuse in the education sector. Coordinate well in managing and educating students, youth and children who violate the law; monitor, help and encourage them to study and practice; and strictly handle individual cases and repeat offenders.
The Provincial Youth Union coordinates with departments, branches, mass organizations, schools and localities to effectively implement activities to educate ideology, ethics, lifestyle and skills for youth and children; to propagate and raise awareness among union members, youth and children about preventing and combating social evils. To promote emulation movements and campaigns; to accompany young people in starting a business and establishing a career; to perform well the work of representing, caring for and protecting the legitimate and legal rights and interests of young people, to promote the role of being in charge of the Ho Chi Minh Young Pioneers Team and to care for and educate teenagers and children.
The Provincial Party Committee's Propaganda Department, the Provincial Party Committee's Mass Mobilization Department, the Provincial Fatherland Front Committee, provincial socio-political organizations, information and communication agencies shall strengthen propaganda, mobilization, and education on ethics, lifestyle, and skills for union members, association members, children, teenagers, and students; closely coordinate with functional agencies to build, deploy, and replicate practical and effective movements and models in the fight against and prevention of social evils among children and teenagers; step up propaganda and mobilization work for cadres, party members, union members, and association members to actively implement and supervise the implementation of the Directive.
The Provincial Party Committee's Propaganda Department presides over and coordinates with the Party Committee of the Provincial People's Committee and relevant agencies to monitor, urge and inspect the implementation of the Directive, and periodically report to the Provincial Party Committee's Standing Committee.
The Directive was thoroughly disseminated to cadres and party members and widely disseminated among the people.
