On the morning of April 6, concluding the regular Government meeting in March and the Government's online conference with localities, Prime Minister Pham Minh Chinh said that the US's application of new tariff policies is also an opportunity for us to restructure the economy, restructure the market, production and export; therefore, we must be brave, intelligent, calm, proactive, creative, flexible, timely and effective in handling the situation, ensuring the goal of stability, rapid and sustainable development, and improving the spiritual and material life of the people.

Many international organizations highly appreciate Vietnam's economic prospects.

At the conference, delegates assessed that in March and since the beginning of the year, the Government and the Prime Minister have focused on directing ministries, branches and localities to synchronously, drastically and flexibly deploy tasks and solutions according to resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, General Secretary To Lam, the National Assembly, the Government and the Prime Minister.

Among them, along with the direction to organize a joyful, healthy, safe, economical, and meaningful Lunar New Year celebration, so that no one can miss Tet, the whole country actively prepares to serve and organize major national holidays; urgently implements the streamlining and rearrangement of the apparatus; ensures smooth operations; reorganizes administrative units at all levels; builds a 2-level local government organization model; resolutely and synchronously implements solutions to promote growth of 8% or more associated with macroeconomic stability, inflation control, and ensuring major balances of the economy; focuses on implementing Resolution 57 and Resolution 59 of the Politburo on science and technology development, innovation, digital transformation, and international integration in the new situation.

The Government, ministries and sectors continue to focus on building and perfecting institutions, reforming administrative procedures, improving the investment and business environment; and developing projects to develop the private economy and international financial centers.

In particular, the Party and State leaders gave clear and timely direction before the United States announced its new tariff policy. Thanks to that, the socio-economic situation was better month after month, and overall the first quarter was better than the same period in most areas.

Leaders of ministries, branches and localities said that in the context of the rapidly changing and complicated international situation, especially the US announcement of strong adjustments to tariff policies, if there are no effective response measures, the impact and influence will be very large, especially on exports, production and business, FDI attraction, labor situation, employment, income and economic growth.

Therefore, delegates proposed to continue having strong and effective solutions to overcome difficulties and challenges, ensuring economic development targets and goals in 2025 and the coming time.

Concluding the conference, reviewing 10 groups of important results achieved in various fields, in which many international organizations and experts continue to highly appreciate the results and prospects of Vietnam's economy such as the World Bank (WB) forecasting Vietnam's economic growth at 6.8% in 2025, the United Nations (UN) forecasting 6.6%, the highest in Southeast Asia...; The Prime Minister also pointed out a number of difficulties, challenges, and limitations such as pressure on macroeconomic management, inflation control, especially interest rates and exchange rates are still high in the context of strong fluctuations in the world situation, increased risks due to the sudden imposition of reciprocal tariffs by the United States; GDP growth in the first quarter was higher than the initial scenario, but lower than the adjusted scenario, public investment disbursement was lower than the same period.

Pointing out lessons learned, the Prime Minister emphasized that the more difficult and challenging the situation is, the more we must strive to rise up strongly, demonstrating the mettle, core values, intelligence and culture of the Vietnamese people; resolutely not retreating in the face of difficulties; steadfastly pursuing the set goals with higher determination, greater efforts, and more drastic, flexible and effective actions.

Along with that, we must grasp the situation, respond proactively, promptly, flexibly and effectively with policies; look far and wide, think deeply and do big things; value time, intelligence and timely decisiveness; proactively handle work according to authority, not shirk or avoid responsibility; assign tasks with focus and key points, ensuring: "clear people, clear work, clear responsibility, clear authority, clear time, clear results"; "do each job properly; finish each job."

“Export is an important driver of growth, but not the only driver; the United States is a large export market, but not the only market; it must be placed in the overall trade relations between Vietnam and the world, especially when Vietnam has signed 17 free trade agreements with other countries and does not affect economic relations with other countries, does not violate the most-favored-nation treatment regulations; must be calm, alert, and courageous to respond promptly, flexibly, and effectively,” the Prime Minister pointed out.

In particular, it is necessary to strengthen solidarity and unity; promote the strength of great national solidarity associated with the strength of the times; promote the strength of solidarity in each agency, unit, the entire political system and the entire people in performing tasks in all fields with the viewpoint: "The Party directs, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat."

Emphasizing that it is necessary to maintain the general goal of maintaining stability; promoting rapid, sustainable, comprehensive and inclusive development; constantly improving the spiritual and material life of the people, the Prime Minister directed to closely follow the Resolution of the 13th National Party Congress, the conclusions and resolutions of the Central Committee, the Politburo, the Secretariat, key leaders, General Secretary To Lam, resolutions of the National Assembly, the Government, and the direction of the Prime Minister; not changing the growth target of 8% or more, associated with maintaining macroeconomic stability, ensuring social security and people's lives; grasping the developments of the domestic and international situation; improving the capacity for analysis and forecasting; responding to policies proactively, promptly, flexibly and effectively; focusing on removing difficulties and obstacles, promoting production and business development, creating livelihoods, and facilitating people and businesses; rectifying discipline and order; Promote decentralization and delegation of power in conjunction with resource allocation and inspection and supervision; focus on ensuring social security and people's lives; protect a bright, green, clean and beautiful environment; maintain political and social stability; firmly protect independence and sovereignty; strengthen foreign affairs and international integration.

Ministries, sectors and localities must immediately remove difficulties and obstacles, create favorable conditions for foreign enterprises in general and US enterprises in particular; proactively work with associations and large enterprises, have appropriate and effective support policies; proactively provide information, respond promptly, fully and transparently to issues of concern to the US, especially regarding intellectual property and combating fraud of goods origin.

Direct media agencies such as Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies to increase timely, appropriate and complete reporting; clearly demonstrate the orientation of the Party, State and Government to always accompany and support the people; protect the legitimate rights and interests of businesses and investors; protect national interests; create momentum, create momentum, create endogenous strength and peace of mind for investors.

The Prime Minister requested to continue to improve institutions, streamline and reorganize the apparatus, promote administrative reform and digital transformation. Noting to continue to prioritize promoting growth, renewing traditional growth drivers, and promoting new growth drivers, the Prime Minister directed to strengthen inspection and urge the disbursement of public investment capital; develop a proactive plan to promote harmonious and sustainable trade with the US, China, and major partners; effectively exploit 17 signed FTAs; promote new FTAs; diversify markets, supply chains, and products; focus on expanding and enhancing the exploitation of new export markets such as: Middle East, Central Asia, Eastern Europe, Halal, Latin America, and Africa.

Along with that, it is necessary to promote consumption, with the urgent development of a stimulus package for consumption, especially for important items such as cement, steel, and construction materials; propose specific solutions to stimulate consumption, promote the campaign "Vietnamese people prioritize using Vietnamese goods"; propose to expand the visa exemption for a number of suitable subjects and countries; propose specific programs and solutions to promote attracting domestic and international tourists.

The Prime Minister also requested to promote new growth drivers. In particular, urging and effectively implementing Resolution No. 57 of the Politburo, Resolution No. 193 of the National Assembly, Resolution No. 03 of the Government on breakthroughs in science, technology, innovation and national digital transformation; completing the draft Resolution of the National Assembly on building a regional and international financial center; building a legal framework on digital assets, digital currencies, national investment funds; urgently submitting the Project to establish the Da Nang Free Trade Zone and in Van Don, Quang Ninh.

In order to maintain macroeconomic stability, control inflation, and ensure major balances of the economy, the Prime Minister directed the State Bank to operate monetary policy proactively, flexibly, promptly, and effectively, in harmonious and synchronous coordination with a reasonable, focused, and key expansionary fiscal policy. In particular, it is important to ensure reasonable credit growth, focusing on priority areas, growth drivers, agricultural exports, and supporting the implementation of key national projects; continue to reduce costs, reduce lending interest rates; and operate exchange rates proactively, flexibly, promptly, and effectively.

The Ministry of Finance urgently develops plans and growth scenarios for the second quarter and the remaining quarters of 2025; reviews, completes and submits to the Prime Minister a draft Decree detailing a number of articles of the National Assembly's Resolution on global minimum tax; a draft Resolution of the National Assembly on VAT reduction and a Project and draft Resolution of the Politburo on private economic development. At the same time, strengthen revenue management, especially from e-commerce and food services; thoroughly save regular expenditures for development investment; coordinate to complete the plan to issue government bonds to supplement resources for large and key projects.

The Prime Minister assigned the Ministry of Construction to accelerate the progress of projects, ensuring the completion of 3,000 km of highways in 2025; basically completing the Long Thanh Airport Project Phase 1 in 2025; presiding over and coordinating with the Government Office, the Ministry of Finance, and localities to organize the simultaneous inauguration of projects in all three regions of the North - Central - South.

The Prime Minister directed the preparation of inauguration and groundbreaking of about 50 major projects on the occasion of the 50th anniversary of the liberation of the South and national reunification, organized online simultaneously in all three regions.

Requiring ministries, branches and localities to continue to effectively handle outstanding and long-standing issues, the Prime Minister pointed out that it is necessary to continue to resolutely implement solutions to remove difficulties and obstacles in long-standing projects and combat waste; pay attention to resolutely and effectively implementing Decree No. 76/2025/ND-CP on specific mechanisms and policies to remove difficulties and obstacles for projects in inspection, examination and judgment conclusions; at the same time, continue to review and handle remaining long-standing projects.

The Prime Minister pointed out that it is necessary to focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response; strengthen administrative discipline and order; step up the fight against corruption, negativity, and waste; consolidate national defense and security; maintain social order and safety; strengthen foreign affairs and international integration; strengthen information and communication work to create social consensus.

The Prime Minister believes that with the comprehensive and timely leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary To Lam; the close and effective coordination of the National Assembly; the participation of the entire political system; the consensus and active participation of the people and the business community; the support and assistance of international friends; the Government, ministries, branches and localities will focus, resolutely and resolutely strive to achieve at the highest level the goals and targets of the socio-economic development plan for 2025.
