Comprehensive assessment of results from the beginning of the term

On the morning of May 15, in his opening speech at the 13th Party Central Committee's mid-term conference, General Secretary Nguyen Phu Trong said that implementing the Party Central Committee's entire working program, the 7th Central Committee Conference (mid-term conference) will give opinions on many important contents.

Specifically, the report reviews the leadership and direction of the Politburo and Secretariat in the mid-term and a number of key tasks until the end of the 13th Party Congress term; takes the Party Central Committee's vote of confidence for the members of the 13th Politburo and Secretariat; and a number of other important issues.

Suggesting a number of issues at this important conference, the General Secretary said that in preparation for this conference, over the past time, the Politburo has closely directed the Party Central Committee Office to preside over and coordinate with relevant agencies and units to urgently and seriously prepare a draft report reviewing the leadership and direction of the Politburo and the Secretariat in the mid-term and propose a number of key tasks until the end of the 13th Party Congress term.

The draft has been sent to the Politburo and Secretariat members for their direct comments on the document for initial completion. On May 8, the Politburo and Secretariat met, continued to discuss thoroughly and gave many appropriate instructions to complete the report to be submitted to the Central Committee at the conference.

The General Secretary requested the Central Committee to uphold the spirit of responsibility, promote democracy, be frank and objective in discussing and giving opinions on the contents and issues raised in the report; clearly express one's own opinions, agree or disagree with the comments and assessments of the Politburo and the Secretariat, and have specific proposals and recommendations on the contents and issues that need to be supplemented, clarified or adjusted and revised.

This is the 7th Conference of the 13th Central Committee, also the mid-term conference.

Reiterating his previous statement, "with all modesty, we can still say that our country has never had such a foundation, potential, position and international prestige as today", the General Secretary affirmed that the results and achievements achieved in the past time are the crystallization of the creativity of a process of continuous and persistent efforts over many terms of the entire Party, people and army.

However, according to the General Secretary, during his closing speech at the 13th National Party Congress, he reminded and noted: "The results and success of the Congress are very important, but that is only the beginning. Whether we can do it or not, whether we can turn the resolution into a vivid reality or not; whether we can create material wealth, bring wealth and happiness to the people or not, that is the actual success of the Congress".

"I hope you will pay close attention to that," the General Secretary noted.

Clearly express opinions to each member of the Politburo and Secretariat

Regarding the Party Central Committee's vote of confidence for members of the Politburo and Secretariat of the 13th tenure, the General Secretary emphasized that this is one of the very important innovations in personnel work, which has been carried out since the 11th tenure.

The General Secretary also said that, based on the summary of the vote of confidence according to the regulations of the 11th and 12th Politburo, on February 2, 2023, the 13th Politburo issued Regulation No. 96, and on April 6, 2023, issued Plan No. 16 on the vote of confidence of the Central Executive Committee for members of the 13th Politburo and Secretariat.

At the conference, the Party Central Committee will take a vote of confidence for members of the Politburo and Secretariat.

According to the General Secretary, implementing the above regulations and plans, the Politburo and Secretariat members have seriously and thoughtfully prepared and submitted to the Central Committee their personal review reports. These include self-assessment of political qualities, ethics, lifestyle, sense of organization and discipline; results of performing assigned duties and tasks; pointing out limitations and solutions to overcome them; reporting and explaining issues requested by competent authorities or the person writing the ballot.

Emphasizing the significance, importance and sensitivity of the vote of confidence, the General Secretary requested the Central Committee to carefully study the Personal Review Reports of each member of the Politburo and Secretariat and, from the actual working relationship, clearly express its opinion on the level of confidence for each member of the Politburo and Secretariat.

The General Secretary noted that the vote of confidence must especially ensure the leadership of the Politburo and the Party Central Committee, strictly implement the principles of centralism, democracy, self-criticism and criticism. At the same time, it is necessary to promote the responsibility and constructive spirit of the Party Central Committee members in considering and expressing their confidence; and respect the right to report and explain of the members of the Politburo and the Secretariat of the 13th tenure.

According to the General Secretary, the vote of confidence must be based on a correct assessment of the qualities, abilities, specific results in performing assigned duties and the prestige of the person being voted on. Democracy, objectivity, impartiality, openness and transparency must be ensured in the vote of confidence and the use of the results of the vote of confidence.

"Resolutely do not allow violations or take advantage of the vote of confidence to cause division and loss of internal solidarity," the General Secretary emphasized.

Vote of confidence for 21 members of the Politburo and Secretariat

The vote of confidence is carried out according to regulations, taking place in the middle year of the term. The results of the vote of confidence of the Party Central Committee are only announced at the conference.

The 13th Politburo has 16 members (2 have resigned) and the 13th Secretariat has 5 members who will receive a vote of confidence this time.
