On February 4, in Ho Chi Minh City, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu , Secretary General of the Vietnam-China Bilateral Cooperation Steering Committee, held talks with Assistant Minister of Foreign Affairs of China Nong Dung, Secretary General of the China-Vietnam Bilateral Cooperation Steering Committee.
The two sides discussed measures to concretize and implement high-level common perceptions, especially the Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership and building a community of shared future of strategic significance between Vietnam and China.
The two sides agreed to increase exchanges and contacts, organize high-level visits well; effectively implement the cooperation mechanism between the two Parties, and successfully organize the 16th meeting of the Vietnam-China Bilateral Cooperation Steering Committee.
The two countries need to strengthen defense, security, and diplomatic cooperation; expand economic and trade cooperation, and connect transportation to bring practical benefits to people and businesses. In addition, they need to strengthen people-to-people exchanges and cultural, educational, and tourism cooperation; continue to manage the land border well, and properly handle pending or arising border incidents in accordance with documents and agreements between the two sides.
Permanent Deputy Minister Nguyen Minh Vu suggested that the two sides strengthen traffic connections, focusing on roads and railways connecting the northern provinces of Vietnam with the southern and southwestern regions of China.
The Deputy Minister suggested that China expand the import of Vietnamese goods and agricultural and aquatic products, create conditions for the early establishment of Vietnam Trade Promotion Offices in Haikou, Chengdu and Nanjing, soon negotiate and sign a Framework Agreement on rice trade, and support Vietnamese enterprises to achieve the "National Brand" status in building distribution channels and developing brands in the Chinese market.
Deputy Minister Nguyen Minh Vu also suggested that the two sides expand investment cooperation, and at the same time, urge and direct relevant agencies and enterprises to actively remove difficulties and long-standing problems in a number of industrial projects such as the Phase 2 Expansion of Thai Nguyen Iron and Steel Plant, Ninh Binh Fertilizer Plant, Ha Bac Fertilizer Plant, etc.
Chinese Assistant Foreign Minister Nong Dung affirmed that China is willing to expand imports of high-quality agricultural products from Vietnam and actively promote the official import licensing process for fresh coconuts, citrus fruits, and avocados from Vietnam.
Mr. Nong Dung suggested that the two sides accelerate the construction of smart border gate models to improve customs clearance efficiency and reduce cargo congestion at border gates. He also said that the two countries need to expand cooperation in green development, digital economy, and new energy development such as wind power and solar power; and actively coordinate and cooperate at multilateral forums.
The two sides exchanged frank and sincere opinions on maritime issues, emphasizing the importance of maintaining peace and stability at sea in the current complex international and regional context.
The two sides agreed to effectively implement the high-level common perception and agreement on basic principles guiding the settlement of Vietnam-China maritime issues, effectively promote the negotiation mechanism, strive to better control and resolve maritime disputes according to the principle of gradual progression, easy first, difficult later, together with ASEAN countries to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), and strive to soon achieve an effective, substantive Code of Conduct in the East Sea (COC), in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea.
Permanent Deputy Minister Nguyen Minh Vu suggested that both sides respect each other's sovereignty, sovereign rights, and jurisdiction established in accordance with international law and the 1982 United Nations Convention on the Law of the Sea, not let complicated incidents affect bilateral relations, properly handle issues of fishing vessels and fishermen, and actively contribute to peace and stability in the region.
