On September 7, news from Buon Ma Thuot City Police (Dak Lak), the unit has initiated a case, prosecuted 10 defendants at agricultural extension agencies in Dak Lak province to investigate the act of embezzlement of property.
The prosecuted subjects belong to the Dak Lak Agricultural Extension Center - Plant, Animal and Aquatic Breeds, including: Ngo Nhan (62 years old, former Director), Le Hoa (58 years old, Head of Livestock Department), Ngo Viet Tan (63 years old, former Deputy Head of Livestock Department), Mac Van Dai (58 years old, chief accountant).

The defendants at the agricultural extension stations prosecuted include: Le Duc Ninh (40 years old, officer of the Agricultural Extension Station of Buon Ma Thuot City), Bui Quang Tuyen (46 years old, Head of the Agricultural Extension Station of Lak District), Nguyen Thi Thu (34 years old, officer of the Agricultural Extension Station of Lak District), Nguyen Duc Trung (55 years old, Head of the Agricultural Extension Station of Krong Bong District), Bui Chi Vinh (54 years old, officer in charge of livestock at the Agricultural Extension Station of Krong Bong District), Bui Duc Viet (43 years old, officer of the Agricultural Extension Station of Ea H'Leo District).
In which, the investigation agency ordered the temporary detention of Ngo Nhan, Le Hoa and Mac Van Dai for 4 months.
According to the initial investigation results, in 2018, the Department of Animal Husbandry - Ministry of Agriculture and Rural Development signed a contract with the Central Livestock Breeding Development Joint Stock Company (Khanh Hoa) to produce and supply public livestock breeding products. The total contract value is over 1.19 billion VND.

On August 31, 2018, Central Livestock Breeding Development Joint Stock Company signed a contract with Dak Lak Agricultural Extension Center (now Dak Lak Agricultural Extension Center - Plant, Animal and Aquatic Breeds) on breeding pregnant cows under the 2018 original breed program. The contract is worth more than 234 million VND, the number of pregnant cows is 2,500.
However, 4 individuals at the Dak Lak Agricultural Extension Center did not make an implementation plan but colluded with officers of agricultural extension stations to create fake records and lists of 2,509 pregnant cows under the 2018 public cow breeding program. From there, the group of defendants legalized records and documents to appropriate a total contract value of more than 234 million VND to divide among themselves.
As Thanh Nien reported, after working with the Dak Lak Provincial Center for Agricultural Extension - Plant and Animal Breeding and Aquaculture, the inspection team of the Ministry of Agriculture and Rural Development concluded (No. 46/KL-TTr dated January 26, 2022) on a number of violations in the breeding of breeding cows in 2018.
The inspection team of the Ministry of Agriculture and Rural Development pointed out violations such as: creating incorrect documents for acceptance and contract settlement; there are no local residents on the list, signatures are not from local residents, or local residents do not have breeding cows.
Based on the conclusion of the inspection team of the Ministry of Agriculture and Rural Development, in April 2022, the Department of Agriculture and Rural Development of Dak Lak issued an official dispatch requesting to handle the responsibility of the collective and individuals who violated the case.
In addition, the People's Procuracy of Buon Ma Thuot City has sent a document to the Investigation Police Agency of Buon Ma Thuot City Police requesting to receive, check and verify the source of criminal information.
