Emulation Block 3 includes the following units: Inspectorate, Police, People's Procuracy, Department of Justice, People's Court, Border Guard Command, Civil Judgment Enforcement Department, Ben Gia Prison and Provincial Military Command (with Tra Vinh Provincial Military Command as Block Leader).
According to the report at the conference, the patriotic emulation movement in 2024 of the Emulation Bloc has been seriously led, directed and organized by agencies and units; units in the Bloc have well organized the emulation movement in conjunction with the sudden emulation periods and peaks of each unit on holidays, New Year, important political events of the country and locality; promptly summarized and commended, rewarded according to regulations. Closely coordinated with local newspapers and radio stations to organize propaganda, promptly reflect typical advanced examples, studying and following Ho Chi Minh's ideology, morality and style; thereby, contributing to promoting the emulation movement to constantly develop and achieve important results.
Outstanding is the regular leadership and direction to promote the role and responsibility of the collective and individuals in performing assigned duties and tasks.

The Provincial Military Command has done a good job of advising the Provincial Party Committee and the Provincial People's Committee to issue directives and plans to carry out military and defense tasks in 2024. Leaders and units have regularly grasped the situation and promptly advised on resolving incidents in the area to avoid being surprised.
Advise the Provincial Steering Committee on leading, directing and implementing the defense area drills in Chau Thanh and Tieu Can districts; flood prevention and control and search and rescue drills in Duyen Hai town with good quality and safety. Successfully organize the Emulation Congress for Victory of the Provincial Armed Forces for the period 2019 - 2024. Organize education and training for the regular forces, reserve forces, and militia and self-defense forces according to the set plan. Carry out well the work of selecting, calling citizens to join the army and training new soldiers.
The provincial Border Guard has synchronously implemented measures to manage and protect the maritime border; regularly directed and closely monitored the activities of vessels in the province's waters; maintained political security and social order and safety in the maritime border area. Coordinated with patrol and control forces to closely monitor the situation, strictly manage subjects, and effectively handle incidents in accordance with the law. Well implemented the work of natural disaster prevention and control, search and rescue; deployed measures to respond to weather developments, used the communication system to call and notify vehicles operating at sea to safely return to shore when storms and tropical depressions occur.
The provincial police proactively grasp, analyze, evaluate and forecast the situation closely, promptly advise the Party Committee and the government to direct the resolution of complicated political security cases in the area. Develop and implement plans and solutions to ensure absolute safety for political events and delegations of Party and State leaders visiting and working in the province. Do a good job in the fight against all types of crimes related to social order, economy, corruption, environment, drugs, etc., contributing to stabilizing the social order situation in the locality, being highly appreciated by superiors and trusted by the people.
The Provincial Civil Judgment Enforcement Department strengthens the inspection, settlement of complaints and denunciations, guidance and strict professional direction in civil judgment enforcement; always focuses on the leadership of Party committees, People's Councils and People's Committees at all levels; effectively implements inter-sectoral coordination to create favorable conditions for civil judgment enforcement to operate smoothly; enforcement of judgments on matters and money always meets and exceeds targets compared to 2023.

The People's Court and the People's Procuracy of the province focused on resolving and adjudicating cases to ensure impartiality, accuracy, timeliness, and compliance with legal regulations; adjudicating criminal, civil, marriage and family, commercial, labor, and administrative cases always met and exceeded the set targets; the quality of criminal trials was improved, and the punishments applied by the Court to defendants were strict, correct, correct, and in accordance with the law, without injustice or omission of criminals.
In coordination with the investigation agency, the court selected a number of complicated cases of public interest, brought them to trial to educate everyone about the general awareness of law compliance... From the results achieved in 2024, many collectives and individuals with outstanding achievements were recognized and rewarded by sectors and levels, thereby creating motivation for cadres, soldiers, civil servants and workers to strive to fulfill their assigned tasks well...

However, in addition to the achieved results, there are also some limitations: the implementation of the emulation movement is not rich and diverse in form, the quality of content is sometimes limited. The coordination with local Party committees and authorities in implementing some contents and targets of the emulation movement is sometimes not tight. The inspection, urging and experience sharing in organizing the implementation of the emulation movement is sometimes not timely. The training and replication of advanced models in organizing the implementation of the emulation movement is sometimes not solid.
Concluding the conference, Lieutenant Colonel Nguyen Van Trach, Deputy Commander of the Provincial Military Command, acknowledged and highly appreciated that in 2024, the patriotic emulation movement was widely launched by units, implemented synchronously, and promoted effectively. The content and targets of the emulation were close to the characteristics of the situation and political tasks of each unit. Thereby, creating a clear change in the awareness and actions of cadres, soldiers, civil servants, and public employees; the sense of self-adjustment, self-training, compliance with the law, discipline, and regulations of the agency and unit was demonstrated through activities, study, work, and the results of completing the tasks of each collective and individual were increasingly improved.

Some directions and tasks in implementing the patriotic emulation movement in 2025 of that bloc are: Continuing to thoroughly grasp the resolutions and directives of the Party, State and localities on the patriotic emulation movement, especially Directive No. 34-CT/TW on "Continuing to innovate emulation and reward work" and Directive No. 41-CT/TW on "Strengthening the Party's leadership over emulation and reward work in the new situation" of the Politburo and documents and instructions of the superior sector.
Focus on promoting patriotic emulation movements, combining the study and following of Ho Chi Minh's ideology, morality and style, and campaigns and emulation movements of each sector and locality. Strengthen propaganda and education to raise political and ideological awareness for cadres, soldiers, civil servants and public employees; build determination, sense of responsibility, actively strive, proactively overcome difficulties to achieve and exceed the set targets and tasks, to create a widespread emulation movement, contributing to the successful implementation of the political tasks of agencies and units.
Strengthen leadership and direction to effectively implement inspection and supervision work, closely combine regular emulation with sudden and peak emulation; focus on breakthroughs in key tasks, weak links, and weak aspects, making solid and comprehensive changes in all aspects. Continue to promote the implementation of plans to build and replicate advanced models in agencies and units; promptly detect, foster, build and replicate many advanced models; maintain good models and effective methods to create strong changes in the implementation of political tasks of agencies and units.

At the conference, the units agreed to propose the Chairman of the Provincial People's Committee to award the Flag of the leading unit in the patriotic emulation movement in 2024 of Block 3 to the Provincial Border Guard Command unit and hand over the Block 3 Chief in 2025 to the Provincial Border Guard Command unit, and the Deputy Block Chief to the Ben Gia Prison unit.
