Construction of Cao Lanh Expressway begins

DTO - On the morning of June 25, 2023, the groundbreaking ceremony of the Ring Road 4 Construction Investment Project (Hanoi Capital Region) and the Cao Lanh - An Huu Expressway Construction Project, Phase 1 (Component Project 1) were simultaneously held. Prime Minister Pham Minh Chinh attended and directed at the Hanoi bridge point . Attending in Dong Thap were Deputy Prime Minister Tran Luu Quang and leaders of central ministries, branches and sectors; leaders of provinces and cities in the Mekong Delta region.

Speaking at the groundbreaking ceremony, Chairman of the Provincial People's Committee Pham Thien Nghia said that the Cao Lanh - An Huu Expressway Construction Project belongs to the Socio-Economic Recovery and Development Program. This is an important route in the traffic network of Dong Thap in particular and the Mekong Delta in general, forming an inter-regional strategic traffic infrastructure, serving the socio-economic development goals, security and defense of the whole region, contributing significantly to the implementation of the goal of developing a synchronous and modern traffic infrastructure system according to the Resolution of the 13th National Congress of the Party.

According to Chairman of the Provincial People's Committee Pham Thien Nghia, this is the first time Dong Thap province has been assigned to implement a project with a large investment scale, requiring high technical requirements and urgent implementation time. In that spirit, Dong Thap urgently established a Steering Committee to implement the Cao Lanh - An Huu Expressway Construction Project, with the Provincial Party Secretary as Chairman and the Provincial People's Committee Chairman as Deputy Head. Along with the determination and urgency of the Central Ministries, Branches and localities in the process of coordination in implementation, the preparation for investment in component project 1 was completed on schedule.

The Cao Lanh - An Huu Expressway project is invested from the socio-economic development recovery fund and public investment capital for the period 2021-2025 and after 2025. Accordingly, phase 1 of the project is divided into 2 component projects with a total investment of 5,886 billion VND. Of which, component project 1 is implemented by the People's Committee of Dong Thap province, with a length of 16km, with a total investment of 3,640 billion VND and component project 2 is implemented by the People's Committee of Tien Giang province, with a length of 11.43km, with a total investment of 2,246 billion VND. The starting point of the Cao Lanh - An Huu Expressway intersects with the My An - Cao Lanh Expressway in Cao Lanh district, Dong Thap province. The end point intersects with the Trung Luong - My Thuan Expressway, in Cai Be district, Tien Giang province.

On the Cao Lanh - An Huu Expressway, component 1, there are 19 bridge works; intersections; service roads, return roads; drainage systems; other works such as traffic safety systems, fences, lighting, slope reinforcement... In the completed phase, the Cao Lanh - An Huu Expressway meets the standards of a 4-lane expressway, with a roadbed width of nearly 25m, and a design speed of 100km/h. In phase 1, the investment phase is limited to 4 lanes, with a roadbed width of 17m, and an operating speed of 80km/h. The implementation period of the Cao Lanh - An Huu Expressway Project, phase 1 is from 2022 to 2027.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh highly appreciated the sense of responsibility in site clearance and completion of documents and procedures for implementing the expressway by the authorities and organizations of localities with expressway projects. Prime Minister Pham Minh Chinh said that in the coming time, to complete the expressway routes on schedule, the sectors and localities still have to carry out a huge amount of work. Therefore, the units need to continue to closely follow the project progress, decentralize and review the work to arrange time and resources reasonably to continue to accelerate the progress according to the requirements and set goals.

Prime Minister Pham Minh Chinh also noted that localities need to pay special attention to the issue of resettlement arrangements for people to new places, with living conditions equal to or higher than the old places so that people can settle down and continue to develop the economy. At the same time, continue to complete the site clearance work to return the site to the construction unit.

Regarding the issue of preparing construction materials, waste dumps, sand, rocks, etc., Prime Minister Pham Minh Chinh directed the Chairman of the Provincial People's Committee and relevant units to pay close attention to implementation, avoiding corruption and negativity in the exploitation of common raw materials to serve the project.... Ministries, branches and localities, "must overcome the sun and rain", need to focus all their efforts on implementing expressway projects to complete on schedule.
