DTO - On the afternoon of April 9, Deputy Minister of Finance Bui Van Khang chaired a national online conference to implement the Conclusion of the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity. According to the People's Committee of Dong Thap province, with the efforts and determination of the entire political system, Dong Thap province has completed its tasks in organizing the implementation of Resolution No. 18-NQ/TW and achieved many important results.
Regarding the organizational structure, after the rearrangement, there will be 12 departments and equivalent units (6 fewer departments); 4 public service units under the Provincial People's Committee (4 fewer units); 120 public service units under the District People's Committee (24 fewer units).
The expected number of civil servants after the arrangement is 2,076 positions (currently 2,287 positions). Regarding the current civil servants, there are 26,660 people (including: the number of people working with salaries from the state budget in public service units (PSUs) whose regular expenditures are guaranteed by the state budget; the number of additional teachers from the school years 2022 - 2023; 2023 - 2024 and 2024 - 2025)...
It is expected that after the arrangement, the number of civil servants will be 28,994 people, of which 22,438 people will receive salaries from the state budget in public service units whose regular expenditures are guaranteed by the state budget; 6,557 people will receive salaries from career revenue (in public service units that partially self-guarantee regular expenditures, public service units that self-guarantee regular expenditures, public service units that self-guarantee regular expenditures and investment expenditures).
Through the results of reviewing and synthesizing reports from agencies, organizations, units and localities on the public asset inventory system, currently in Dong Thap province there are 2,548 houses and land. It is expected to reorganize commune-level administrative units to ensure that the country reduces the number of commune-level administrative units by about 50%, while maintaining the education and health service units and transferring to commune-level authorities the management of secondary schools, primary schools, kindergartens and health stations of the new grassroots units. Dong Thap Provincial People's Committee has deployed a review and planned a plan to arrange, allocate and handle houses and land.
The total number of housing and land facilities after rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model is expected to be 2,361 facilities (expected to decrease by 187 facilities) . Of which, at the provincial level, there are 345 facilities (expected to decrease by 30 facilities); at the district and commune levels, there are 2,016 facilities (expected to decrease by 157 facilities).
At the conference, representatives of central ministries, branches and provinces and centrally-run cities presented the advantages and difficulties in implementing the arrangement, layout, and handling of houses, land, and projects, works, and headquarters under construction or approved for investment policies that are affected by the arrangement and streamlining of the apparatus and administrative units...
Speaking at the conference, Deputy Minister of Finance Bui Van Khang highly appreciated the results that the central and local ministries, branches have achieved so far. The Ministry of Finance will establish an agency to act as a synthesis and coordination center to arrange and handle houses and land appropriately to meet work requirements. Deputy Minister Bui Van Khang acknowledged and accepted the opinions of ministries, branches and localities so that the Ministry of Finance can provide specific instructions to handle outstanding issues.
At the same time, it is requested that the heads of ministries, branches and localities must directly direct and lead the work of arranging, assigning and handling houses, land and projects, works and headquarters to implement this important task and must be carried out in parallel with the national inventory of public assets...
