Pay attention to implementing poverty reduction and social security policies

DTO - In the period of 2021 - 2024, units and localities in the province have proactively developed plans, provided guidance, and organized the synchronous, timely, and effective implementation of poverty reduction and social security policies.

According to the assessment of the Provincial People's Committee, in the period of 2021 - 2024, the province has focused on implementing well policies to support education and training. The whole province has exempted and reduced tuition fees and supported learning costs for 112,899 students; of which, 62,652 students were exempted and reduced tuition fees, 50,247 students were supported with learning costs. The rate of children from poor households going to school at the right age is 92.52/90% and that of near-poor households is 98.01/90% (exceeding the set target); there are 4,197 workers from poor households, near-poor households, households that have just escaped poverty, low-income workers in need of support in training appropriate vocational skills, reaching 100% of the set plan.

Regarding health policy, the province has issued 330,081 health insurance cards to poor households, near-poor households, agricultural, forestry and fishery households with average living standards; of which, the poor have 106,638 cards, the near-poor have 194,820 cards, and the agricultural, forestry and fishery households with average living standards have 28,623 cards. Every year, socio-political organizations and professional social organizations have mobilized resources through organizations and individuals inside and outside the province; at the same time, they have organized delegations to support, provide health care and provide free medicine to thousands of poor patients and disadvantaged people, such as: medical examination and treatment, eye surgery program to bring light, heart surgery, etc.

The Dong Thap Provincial State Legal Aid Center (under the Department of Justice) has focused on communicating legal aid, implementing it through communication, dissemination, and legal education at the grassroots level to the poor, the elderly, the disabled, and people in difficult circumstances who are eligible for legal aid in order to improve their ability to access and benefit from free legal aid.

Regarding electricity policy, electricity support has been implemented according to Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister for over 36,400 poor households, with an average support level of nearly 60,000 VND/month. Through the policy, it has contributed to helping poor households have better access to basic social services, especially access to information.

Regarding preferential credit policies, support has been provided to 48,884 poor households, near-poor households, newly escaped poverty households, students, with loan turnover reaching VND 2,351,120 million, total outstanding debt as of December 1, 2024 reaching VND 2,568,693 million.

The above results show that the poverty reduction and social security policies in the province in recent times have received timely attention and direction from Party committees and authorities, and close coordination between departments, branches and organizations in implementation, thereby supporting policies have reached beneficiaries in a timely manner. During the implementation process, the guidance, planning and implementation at the grassroots level, especially at the commune, hamlet and village levels, have demonstrated flexibility; the work of mobilizing socialization to care for and help poor households has been paid attention to and implemented regularly and continuously, contributing to the poverty reduction work achieving many important results; sectors, levels, people, businesses, and philanthropists inside and outside the province have actively responded to the emulation movements: "For the poor - No one is left behind", the Campaign "Day for the poor", "Tet for the poor", "Eliminating temporary housing" has helped bring about many practical results. Reception and support work is public, transparent, targeted, and purposeful, creating trust and high consensus among the people.

In the 2026 - 2030 period, the province has identified the goal of striving to implement poverty reduction and social security policies in a multidimensional, inclusive and sustainable manner; reducing the multidimensional poverty rate in the 2026 - 2030 period (including the rate of poor households and the rate of near-poor households) from 0.5 - 1%/year.

The main targets to be achieved by 2030 are: reducing the number of poor and near-poor households by half compared to the beginning of the period; supporting the development and replication of poverty reduction models and projects; supporting the development of production, business, services, tourism, start-ups, and business start-ups to create livelihoods, jobs, sustainable income, and adapt to climate change and epidemics for poor households, near-poor households, and households that have just escaped poverty. At least 60% of poor households have members of working age who have jobs (excluding people with disabilities, illnesses, and students). 100% of people in poor households are supported to participate in health insurance in accordance with regulations; over 90% of near-poor households are supported and mobilized to buy health insurance cards. Poor and near-poor households are guaranteed safe and stable housing; temporary and dilapidated houses are basically eliminated.

To achieve and exceed the set goals and targets, it is necessary to have the determination, closeness, and proactive participation of the entire political system, especially the leaders in leadership and direction, and the support of the people to bring about efficiency and sustainability. At the same time, it is necessary to carry out propaganda work well, create correct awareness of the content, purpose, meaning, and implementation solutions so that cadres, party members, and people are aware of their responsibilities and proactively participate in implementation; in which, it is necessary to promote propaganda so that people are aware that State resources are the input factor, play a leading role, create a foundation, and motivate people to participate in poverty reduction projects, promote the spirit of self-reliance, self-awareness to escape poverty, and strive to become well-off.
