Improve the quality of grassroots cultural institutions

Currently, in the province, there are 2,170/2,206 hamlets and residential groups with cultural houses and sports grounds, of which 1,734 cultural houses and sports grounds meet standards. Notably, from 2021 to present, more than 600 cultural houses and sports grounds have been newly built and repaired and upgraded, ensuring conditions of area and safety for people to meet, practice sports and improve their physical strength.

In order to meet the needs of cultural institutions for people to meet and practice sports, Thai Nguyen province has approved the Project on developing the system of cultural and sports institutions for the period 2021-2025, with a vision to 2035. The Project's goal is that by 2025, 80-90% of cultural houses (NCH) - sports areas in hamlets and residential groups will meet standards; by 2035, 100% of cultural houses - sports areas in hamlets and residential groups will meet standards according to regulations of the Ministry of Culture, Sports and Tourism. The total cost of implementing the Project is more than 4,675 billion VND, of which the local budget is nearly 3,100 billion VND, other mobilized and socialized sources are more than 658 billion VND.

The 2021-2025 period is in the "final stretch". Many hamlets and residential groups are continuing to deploy and complete the construction of cultural houses and sports playgrounds according to the standards prescribed by the Ministry of Culture, Sports and Tourism. By early April 2025, the province had the 1,734th cultural house and sports playground supported by the State and built by the people to meet the standards.

Thus, the whole province has 80% of hamlets and residential groups building cultural houses and standard sports grounds, achieving the goals set by the province's Project.

Regarding the construction of a standard cultural house and sports ground, Mr. Ma Dinh Trung, Head of Coc Moc hamlet, Linh Thong commune (Dinh Hoa), was excited: Previously, the hamlet had 2 cultural houses, but they did not meet the standard in terms of area. After being propagated and mobilized, 109 households in Coc Moc contributed 2.5 million VND/household to build the cultural house.

Present there, Mr. Ngo Hoang, Deputy Head of the Department of Culture, Science and Information of Dinh Hoa district said: In the past 5 years, the whole district has more than 100 hamlets and residential groups building new or repairing and upgrading cultural houses. To ease the burden of contributions for the people, in addition to supporting 200 million VND/new house; 100 million VND/repaired house, based on the construction area, the State also supports from 30 to 40 tons of cement/house.

It is noted that most of the cultural houses in hamlets and residential groups have mobilized the combined strength of the people, including high consensus on planning and construction work. Along with that is the economic solution from mobilizing the participation and contributions of households, clans, cadres, party members, and children working away from home. Many people believe that: The State's support money is considered a boost, creating excitement for each household when participating in contributing.

In the newly completed village cultural house, the ribbon was cut at the end of 2024, Mr. Truong Van Cuong, Party Cell Secretary, Head of the Front Work Committee of Doc Co village, Co Lung commune (Phu Luong), said: This cultural house was supported by the State with 70 million VND and 29 tons of cement. To complete it, the people contributed an additional nearly 600 million VND. Children working far from home heard that the village was supported by the State to build the cultural house and sent money back to support.

Through research, we learned more: In the past 5 years, Phu Luong district has spent more than 2 billion VND to support hamlets and residential groups to build new and repair cultural houses. Not only Phu Luong, but localities across the province have mobilized their combined strength to build cultural houses and standard sports grounds. Cultural houses are likened to a new coat to beautify residential areas. Because they show the investment attention of the State and the consensus of the people through the contribution of money and labor.

Although many families are still struggling financially, everyone is excited and enthusiastic in contributing to make the “common home” of the residential area beautiful and decorated. Each completed cultural house in the hamlet or residential group also demonstrates the spirit of great national unity. Democracy is also promoted there; discipline and law are maintained.

Ms. Duong Thuy Phuong added: In just the past 2 years, the whole province has had 176 new cultural houses in hamlets and residential groups built, 258 houses repaired and upgraded with a total construction cost of more than 165 billion VND, of which more than 22 billion VND is supported by the National Target Program on New Rural Development; more than 9 billion VND from the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas; more than 10.5 billion VND from the district budget; 5 billion VND from other programs and projects and more than 120 billion VND from socialized sources. The level of support is based on the area of ​​the cultural house built, the highest is 250 million VND/house; the lowest is 30 million VND/house.

Although the amount of State support for hamlets and residential groups to build and repair cultural houses and sports grounds is still limited, it is an important psychological boost, mobilizing the strength of the entire population to participate in building grassroots cultural institutions, directly improving the cultural and spiritual life of the people, contributing to stabilizing security and social order.
