Why did Bac Binh, a long-time agricultural district with the second largest rice growing area in the province, become the district with the highest budget revenue of all other districts and towns in 2023, second only to Phan Thiet city?

These days, the construction unit of Binh Liem Bridge, the bridge across the Luy River connecting the two communes of Phan Hoa and Phan Ri Thanh with the development area south of the Luy River, Bac Binh, is rushing with the plan to open to traffic before the Lunar New Year 2024, even though it only started construction at the end of November 2023. Is there any bridge with a budget of more than 11.4 billion VND that can be built in 2 months? The story is that this bridge was started in 2014, with a company offering to sponsor 50% of the cost and take on the construction of the bridge. However, after building 2 piers and 5 pillars, this company left it there, doing nothing for nearly 10 years, making people in the area anxious and frustrated. It was not until 2023, after completing the necessary procedures and compensation for clearance, that the bridge was rebuilt from the budget of Bac Binh district.
This is one of the projects that in 2023, Bac Binh responded to the direction of the Provincial Party Committee on "Urban beautification, preserving and protecting the environment, green, clean and beautiful landscape" and also to celebrate the 40th anniversary of the re-establishment of the district. Not only building bridges, Bac Binh also implemented the construction of many meaningful social security projects such as 2 parks in Cho Lau, Luong Son, market... In addition, along with hundreds of other projects and works that have been completed and put into operation since the beginning of the 2021 term until now, it has helped to gradually improve the infrastructure in many areas from transportation, schools, cultural institutions... in Bac Binh.
According to information from the Bac Binh District Construction Investment Project Management Board, by the end of 2023, most of the public investment projects in the 2021 - 2025 period had been completed, with only one project in Luong Son town set to start construction in 2024. Bac Binh's investment results were completed 2 years early due to many reasons, but the main one is that the district has capital to invest and coordinate with the province's capital to build key and urgent projects in the area.
Over the past 3 years, Bac Binh has increased its budget revenue every year, with the following year being higher than the previous year, and notably, the increase is very high, from 50% to more than 140%. Thanks to that, the total revenue for 3 years has reached 1,122,449 million VND, while the 5-year plan (2021 - 2025) according to the Resolution of the District Party Congress is 1,007,340 million VND, so it has exceeded the 5-year plan.
Thanks to the bustling project
Why did Bac Binh, a long-standing agricultural district with the second largest rice growing area in the province, become the district with the highest budget revenue in 2023, second only to Phan Thiet city? When analyzing revenue sources in 2023, we realized that the main problem is that the district is bustling with projects coming into operation and implementation. Prominent are large-scale investment projects and works such as the North-South expressway, Song Luy reservoir, Song Luy station, Phan Thiet airport, inter-district roads, etc. Thereby, the district has revenue sources accounting for a large proportion from basic construction investment. In addition, there are revenue sources through the inspection of value-added tax, corporate income tax, temporary basic construction and handling of tax arrears. This is reflected in 6 revenue sources that reached and exceeded the whole year's estimate, including: Non-agricultural land use tax collection, reaching 425%; Revenue from the non-state economic sector reached 236.71%; fee and charge revenue reached 162.5%; other budget revenue reached 126.89%; land and water surface rent revenue reached 105.88% and revenue from public land fund and other public property benefits reached 100%.
Meanwhile, there were also 4 revenue sources that did not meet the estimate, including: Registration fee, reaching 90.56%; personal income tax, reaching 59.62%; land use fee collection, reaching 30% and mineral exploitation right fee collection, reaching 7.50%. This shows that the real estate market is sluggish, leading to a decrease in the transfer of land use rights among the people, so personal income tax revenue is 21,000 million VND less than the estimate, reaching only 59.62%. Even lower is land use fee collection, the budget revenue is 49,000 million VND less, reaching only 30% of the estimate, when residential land plots in some residential areas in the district also have to wait for specific land prices to be approved to have a basis for auctioning land use rights. But this step is stuck, not only in Bac Binh. The collection of mineral exploitation license fees is even lower, with a shortfall of VND 3,700 million, only reaching 7.5% of the estimate. Because in 2023, there will be no additional revenue like in 2022 with the issuance of a one-time mineral exploitation license to build the North-South Expressway Project, the section through the district on the Vinh Hao - Phan Thiet route.
However, the above unachieved revenue sources do not represent or greatly affect Bac Binh's budget revenue. Evidence is that in 2024, the province assigned a state budget revenue estimate to Bac Binh of VND 395,000 million, an increase of 33.89% compared to the 2023 estimate. Thereby, Bac Binh is also the district with the second highest budget revenue in the province, after Phan Thiet City.
If in 2021, Bac Binh collected 234,876/155,000 million VND in budget revenue, reaching 152%, then in 2022, the revenue increased to 437,573/180,000 million VND in plan. This is the year Bac Binh collected 243% of the assigned budget and 186% of the 2021 performance, despite just emerging from the Covid-19 pandemic. In 2023, the revenue was 450,000 million VND/295,000 million VND, reaching 152.54% of the assigned budget.
