When will the scene of Hanoi apartment residents lining up all night to carry water end?

One day, over a cup of morning coffee with a friend who lives in the Gemek 1 apartment building (An Khanh, Hoai Duc, Hanoi), he confided: Living in an apartment building is "cool" but there is nothing more frightening than having the water cut off. Unexpectedly, that very night, dozens of households in his apartment building lost water.

On the phone, he sighed: " Humanity is like God's will. Now I'm willing to trade my "prestige" just to get a bucket of water right in front of my house ."

Like his family, the households in the same apartment building spent the whole night calling each other, struggling to get in and out of the elevator to get water from the temporary water tank that was only used for fire prevention and fighting. Someone accidentally said that if there was an electrical short circuit or fire, where would they get water to put out the fire on the spot? The whole area immediately gathered around and scolded them.

The case of Gemek 1 (An Khanh, Hoai Duc, Hanoi) has added to the list of apartment buildings that have had their water cut off, forcing residents to struggle to carry buckets of water to higher floors regardless of day or night. Before Gemek 1, there were other cases such as Hanoi Paragon apartment building, Hateco Xuan Phuong, 361- Nghia Do apartment building, and most famously, Thanh Ha urban area.

Water outages in many apartment buildings, including high-end ones in Hanoi, especially in some areas of Hanoi, are no longer a rare occurrence. Water outages disrupt all activities and work. Some families are worried about finding a place for relatives to stay for a few days, while those without relatives have to consider renting a motel, hotel, or boarding house near their apartment or workplace.

Then there are countless tragicomedies to ensure daily activities take place: parents bathing with their children's bath water, taking out all the buckets and basins in the house to hold water, holding back as much as possible for personal hygiene, grandparents and parents taking "shifts" to get water... A person who used to live in the old quarter and had to queue up every night to get water at the public water tap at the beginning of the street lamented: " I thought I would never see the scene of pushing buckets and lining up again, but... ".

The reason for the water outage is often reported as “force majeure” while the time for water supply to be restored is often unclear and uncertain.

Everyone knows that clean water is a basic daily need, directly related to ensuring the needs of eating, drinking, hygiene and health. Water outages, even though unavoidable, have had a significant impact on the psychology and lives of apartment residents. Meanwhile, the responsibility for water supply is often unclear, local water supply plans are often passive, when water is cut off, residents mainly have to fend for themselves, even having to pool money to buy xtec vehicles just to have rare cases of water to maintain life.

Almost at the apartment opening introduction sessions, the "nice words" about the dream house for home buyers are usually for the beautiful view, near the market, near the school, near the traffic route, but there is almost no mention of backup plans for how electricity and water will be guaranteed.

Homebuyers themselves seem to care little about the two most essential things in life, electricity and water. How will they cling to them, who will they call to resolve them, the building management board, apartment building, or the investor when there is a problem with electricity and water? And if the water and electricity supply is not guaranteed regularly, do people have the right to sue?

Obviously, there are still many loopholes related to the responsibility of ensuring basic living needs such as electricity and water for people buying houses in apartment buildings. When those loopholes still have no clear answers, no clear solutions, the question of when the scene of working all night and taking shifts to carry water will end still hangs over apartment buildings, even when they are labeled as "high-class" but it is unclear what "high-class" means!
