When there is an official decision on the time of acceptance and implementation, the units under the Ministry of Transport will stop the procedures. At that time, the receiving agency, the Ministry of Public Security, will start working.
On February 18, a representative of the Traffic Police Department (Ministry of Public Security) said that the information that the police force will start receiving and processing applications for testing, issuing, and exchanging driving licenses from tomorrow (February 19) is incorrect.
"The transfer of this task depends on the decision of the competent authority. Currently, the process of receiving applications for driver's license renewal at the local level is still taking place normally, with units under the responsibility of the transport sector," the Traffic Police Department affirmed.
Traffic police will use existing police officers from units and localities to perform state management activities on testing and granting driving licenses.
This agency emphasized that after the handover process, when there is an official decision on the time of acceptance and implementation, the units under the Ministry of Transport will stop doing the procedures. At that time, the agency receiving the handover will start working from that time.
In response to concerns that the testing and issuance of driving licenses will be interrupted, the Traffic Police Department added that in preparation for the handover process, the Ministry of Public Security had previously coordinated closely with the Ministry of Transport to discuss, agree, and reach consensus on the content, form, and method of reception.
Currently, the police of units and localities are urgently organizing training to issue driving test cards to ensure sufficient quantity, meeting the qualifications and training on the use of testing management software, issuing driving licenses to ensure service to people immediately upon reception.
The process of handing over and receiving tasks between the Ministry of Public Security and the Ministry of Transport always ensures that all activities of agencies and organizations take place continuously, without interruption, and without affecting the normal activities of people and businesses.
Regarding the assignment, decentralization of tasks and arrangement of human resources at all levels of the police, the Traffic Police Department said that the Ministry will assign this unit to receive and perform tasks corresponding to the Vietnam Road Administration; the provincial level will assign the Traffic Police Department to receive and perform tasks corresponding to the Department of Transport; the commune level will perform the task of receiving applications for changing and re-issuing driving licenses to serve the people right at the grassroots level.
In the near future, people can submit applications for issuance or renewal of driver's licenses at the commune level.
According to the Traffic Police Department, the units will use the existing staff of police units and localities and have reasonable arrangements and assignments in terms of positions, jobs, and number of staff at each level, ensuring that the total existing staff is not increased.
In the coming time, when the Ministry of Public Security performs the task of state management of testing and granting driving licenses, people can submit applications to change their driving licenses right at their communes, wards, and towns and can register to take the test at any locality nationwide after graduating from driving training courses, regardless of administrative boundaries and training locations as at present.
In addition, people will automatically have their driving licenses when newly issued, renewed, or reissued integrated into the applications to facilitate the lookup and control process of authorities when participating in traffic.
