Construction of the first package of Ho Chi Minh City Expressway started

As planned, the Ho Chi Minh City - Moc Bai Expressway will start construction of component project 2 "Investment in construction of residential access roads and overpasses across the expressway" on September 2.


On March 5, information from Mr. Luong Minh Phuc, Director of the Traffic Construction Investment Project Management Board (Traffic Board, investor of the Ho Chi Minh City - Moc Bai Expressway project) said that Ho Chi Minh City and Tay Ninh province are urgently preparing to start construction of component projects.

Accordingly, in February and March 2025, Ho Chi Minh City and Tay Ninh are focusing on marking and crossing boundaries to serve the compensation, support, and resettlement work of the Ho Chi Minh City - Moc Bai expressway project (phase 1) under the public-private partnership method (BOT contract).

With a total length of 51km, the entire route has 3,029 markers. Ho Chi Minh City and Tay Ninh will deploy the marker planting in two phases.

Phase 1 installed 2,102 stakes on a total length of 36.4km (about 70% of the workload). Of which, Ho Chi Minh City side has 1,083 stakes, Tay Ninh province side has 1,019 stakes).

Mr. Phuc said that in the first phase, two units will set up markers from February 2025, to be completed before March 15. These are straight sections, not technically complicated, and not related to the adjustment of zoning plans.

In the second phase, there are a total of 927 piles on the 14.16km long route (about 30% of the workload). Of which, Ho Chi Minh City has 126 piles and Tay Ninh has 801 piles. These are sections with intersections, complex technical factors, related to the adjustment of zoning plans... the two localities will implement from March 15 to March 31.

The work of planting landmarks and handing over compensation boundaries for land acquisition and clearance in 11 communes in Cu Chi district (HCMC) and 3 wards in Trang Bang town; 5 communes in Go Dau district; 2 communes in Ben Cau district, in Tay Ninh province will be carried out in parallel, as a basis for localities to mobilize people to support the work of measuring, counting, collecting legal documents... in the next step.

Mr. Phuc added that the completion of the marker planting and boundary demarcation before March 31 to serve the compensation, support and resettlement in 21 communes and wards of the two localities of Ho Chi Minh City is an important turning point in the progress of the Ho Chi Minh City - Moc Bai expressway; creating interest, support, consensus and excitement among the people. From there, it will create conditions to speed up the progress of the next steps of the project.

Regarding progress, it is expected that the two localities will complete the counting and measuring work before April 30; approve the resettlement compensation project before June 30; start construction of component project 2 "Investment in construction of residential access roads and overpasses across the expressway" (construction packages using budget capital) on September 2 and start construction of component project 1 "Investment in construction of Ho Chi Minh City - Moc Bai expressway (phase 1)" in January 2026.

In addition, the Traffic Department is also focusing on coordinating with Tay Ninh province to start the mine clearance package in Ho Chi Minh City and Tay Ninh, scheduled for April 25.

Previously, the investment project to build the Ho Chi Minh City - Moc Bai Expressway (phase 1) under the public-private partnership (BOT contract) method was approved by the Prime Minister in August 2024 with 4 component projects.

Specifically, including: Investment project to build Ho Chi Minh City - Moc Bai expressway (phase 1) under the public-private partnership method (component project 1); investment in building residential roads and overpasses across the expressway (component project 2); compensation, support, and resettlement of Ho Chi Minh City - Moc Bai expressway section through Ho Chi Minh City (component project 3); compensation, support, and resettlement of Ho Chi Minh City - Moc Bai expressway section through Tay Ninh province (component project 4).

The project is 51km long (the section through Ho Chi Minh City is 24.7km, the section through Tay Ninh province is 26.3km). With a scale of 6 lanes, in phase 1 the project will invest in 4 standard lanes and 2 continuous emergency lanes. Land clearance will be done at once according to the scale of 6 lanes on the entire route.

The total project investment (including interest) is 19,617 billion VND, implementation period from 2024 to 2027.

It is expected that component projects 2, 3, 4 will have their feasibility study reports approved in April 2025; component project 1 will have its feasibility study report approved in May 2025.
