In order to promptly auction land use rights for projects as proposed by the Department of Natural Resources and Environment, creating a source of increased revenue for the provincial budget in 2024, the Provincial People's Committee has issued a document on urgently implementing the process and procedures for auctioning land use rights for projects.

Specifically, the Department of Construction shall appraise and locally adjust the detailed planning at a scale of 1/500 within no more than 10 working days/project, from the date of receipt of the complete appraisal dossier of the Thanh Hoa Land Fund Development Center.
The Department of Finance urgently completes the determination of land use rights value, land rent, and remaining value of assets attached to land for the recovered land of Cam Truong Production and Trading Joint Stock Company in Dong Huong ward, Thanh Hoa city (new urban area project in Dong Huong ward, Thanh Hoa city), submit to the Provincial People's Committee for approval before April 20, 2024.
The Department of Planning and Investment shall promptly appraise the dossier for approval of the project investment policy within no more than 10 working days/project, from the date the Department of Natural Resources and Environment issues a document (with the prescribed dossier) requesting appraisal, and submits it to the competent authority for approval as prescribed.
The Department of Natural Resources and Environment is responsible for, after the competent authority approves the project investment policy, focusing on human resources, organizing the appraisal of auction plans, auction decisions, organizing the determination of starting prices of projects, ensuring compliance with legal regulations, submitting to competent authorities for approval according to regulations, ensuring the completion of the above-mentioned work contents within no more than 65 days/1 project; Directing the Thanh Hoa Land Fund Development Center to urgently supplement the list of auction projects in 2024 for the commercial center land area coded TM2 according to the zoning plan at a scale of 1/2000 of the urban area of the South of Thanh Hoa city (Area C6), submitting to competent authorities for approval according to regulations. At the same time, urgently carry out the procedures to organize the auction of land use rights of the above-mentioned land areas, ensuring full compliance with legal regulations, bringing in the highest revenue for the state budget./.
