Solemn opening of the 9th Global Conference of Young Parliamentarians

On the morning of September 15, at the National Convention Center (My Dinh, Hanoi), the Vietnamese National Assembly, in coordination with the Inter-Parliamentary Union (IPU), solemnly held the Opening Ceremony of the 9th Global Conference of Young Parliamentarians with the theme: "The role of youth in promoting the implementation of the Sustainable Development Goals, through digital transformation and innovation".

General Secretary Nguyen Phu Trong, President Vo Van Thuong, and Prime Minister Pham Minh Chinh sent congratulatory flower baskets to the Conference.

The opening ceremony was co-chaired by: National Assembly Chairman Vuong Dinh Hue, President of the Inter-Parliamentary Union (IPU) Duarte Pacheco; Permanent Vice President of the National Assembly Tran Thanh Man; IPU Secretary General Martin Chungong; Chairman of the IPU Young Parliamentarians' Forum Dan Carden, Member of the House of Representatives, United Kingdom; Chairman of the Vietnamese Young Parliamentarians' Group Nguyen Anh Tuan; Ms. Emma Tangi Muteka - Member of Parliament of Namibia, member of the IPU Young Parliamentarians' Forum Executive Board; representatives of the IPU Secretariat.

Attending the opening ceremony were Politburo member, Permanent member of the Secretariat Truong Thi Mai, Head of the Central Organization Commission; representatives of leaders of agencies, departments, and organizations.

Also attending the Conference were Vice Chairmen of the National Assembly; Members of the National Assembly Standing Committee; former leaders of the National Assembly, former members of the National Assembly Standing Committee; over 300 young parliamentarians and delegates from more than 70 IPU member parliaments and representatives of international organizations; 124 members of the Vietnam Young National Assembly Delegates Group; 20 outstanding young people of Vietnam; 20 young provincial People's Council delegates; representatives of Vietnam's Friendship Associations with other countries; Ambassadors, representatives of embassies, consulates, foreign diplomatic missions and international organizations in Vietnam.

Speaking at the opening of the Conference, National Assembly Chairman Vuong Dinh Hue, on behalf of the National Assembly and the people of Vietnam, warmly welcomed the President, the Secretary General of the Inter-Parliamentary Union, the Chairman of the IPU Young Parliamentarians Forum, the delegations of member and observer parliaments, and invited guests attending the 9th Global Conference of Young Parliamentarians held in Hanoi - the City for Peace, the thousand-year-old capital of Vietnam.

The National Assembly Chairman said that Vietnam proposed the initiative and was honored and proud to be chosen by the Inter-Parliamentary Union as the host country to organize the 9th Global Meeting of Young Parliamentarians. Following the success of the 132nd IPU General Assembly (2015), the 26th APPF Conference (2018) and the 41st AIPA General Assembly (2020), the Vietnamese National Assembly hosting the Global Meeting of Young Parliamentarians this time continues to affirm Vietnam's active, proactive and responsible participation in the IPU; at the same time, it shows Vietnam's priority and special attention to youth and current global issues of young people.

After 37 years of implementing the Doi Moi process, since 1986, Vietnam has achieved important, quite comprehensive and historic achievements. Vietnam has achieved miracles in building new rural areas and sustainable poverty reduction, is a bright spot in implementing the Millennium Development Goals and the United Nations Sustainable Development Agenda SDGs by 2030, and has committed to achieving zero net emissions by 2050. Economic growth has reached a high level of about 6%/year. The GDP scale in 2022 at current prices ranks 38th in the world, if calculated by purchasing power parity (PPP), according to the IMF, ranks 10th in Asia and 24th in the world. Total import-export turnover in 2022 reaches nearly 735 billion USD, ranking in the Top 20 countries with the largest foreign trade turnover globally. Vietnam has also been very successful in attracting FDI, with more than 37,000 foreign investment projects from 143 countries and territories to date, with a total registered capital of nearly 450 billion USD.

Vietnam has identified two 100-year development goals for the country, striving by 2030 (the 100th anniversary of the founding of the Communist Party of Vietnam): Vietnam is a developing country with modern industry and high average income; by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: Becoming a developed country with high income.

“We are entering the third decade of the 21st century with countless unpredictable events. For the first time, the whole world has experienced a COVID-19 pandemic of unprecedented scale, with losses far exceeding all forecasts. It can be said that never before has the international political, economic and security environment faced so many difficulties and challenges at the same time as it does today. The persistent and complicated impacts of the pandemic, combined with political tensions and conflicts; competition, strategic separation, fluctuations and instabilities in the food, energy, financial and monetary markets, decline in investment, and disruptions in supply chains... have erased many achievements in poverty reduction and development over the past decades and are causing many enormous and multi-dimensional difficulties, both short-term and long-term, for many countries around the world; the implementation of the United Nations Sustainable Development Agenda SDGs is slowing down, making it difficult to achieve the goals. Besides, non-traditional security issues, especially the negative impacts of climate change, are directly affecting the people, security and development of every country," the National Assembly Chairman emphasized.

The National Assembly Chairman believes that we still have the right to be optimistic and hopeful about the future. Peace, cooperation and development are still the major flows and trends. The world has overcome the COVID-19 pandemic. “The pandemic does not make us collapse but makes us more united and stronger. The trends of digital transformation, green transformation, and innovation are being promoted and spread very widely. While globalization is facing difficulties, a series of new economic cooperation and linkage initiatives at both the regional and global levels continue to be accelerated. A world without war and a world without poverty is a desire and a common denominator of global cooperation efforts,” the National Assembly Chairman stated.

With the theme "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation" and thematic discussion sessions on Digital transformation, Innovation and entrepreneurship and Promoting respect for cultural diversity for sustainable development, the National Assembly Chairman asked the delegates attending the Conference to exchange and discuss some main contents.

Firstly, what needs to be done and how to comply with and ensure international law and the United Nations Charter is a key condition to maintain and foster peace, cooperation and sustainable development.

Second, the role of developed countries, international organizations, the business community and young people in solving global issues such as: sustainable and safe digital transformation; equitable energy transition, adaptation to climate change and strongly spreading the spirit of entrepreneurship and innovation.

Third, to make people and businesses truly the center of all decisions in the development process, both the goal and the driving force and the fundamental resource among all resources, what and how do we need to continue to do in planning, enforcing laws and organizing actions towards people's happiness?

Fourth, promote cultural and human values ​​in sustainable development, promote respect for cultural diversity in the context of the Fourth Industrial Revolution; strengthen cooperation in innovating economic operations, increase labor productivity, create new driving forces for economic growth, and at the same time, help state agencies operate more transparently and effectively on the digitalization roadmap, in order to narrow the development gap and ensure national sovereignty as well as personal privacy in cyberspace.

Fifth, the National Assembly Chairman suggested that the IPU consider establishing a global network of young parliamentarians on innovation to exchange and learn from each other's experiences.

The National Assembly Chairman shared that President Ho Chi Minh - the genius leader of the Vietnamese people, a world cultural celebrity, used the image of Spring - the most beautiful season of the year to talk about youth: "A year begins in Spring. A life begins in youth. Youth is the Spring of society." He affirmed: "Youth is the future master of the country. The country's prosperity or decline, weakness or strength depends largely on the youth." Youth, young people are the force that shoulder the mission and historical responsibility in the integration and development of each country and the common prosperity of the world.

Respectfully declaring the conference open, National Assembly Chairman Vuong Dinh Hue expressed his belief that each young parliamentarian from member parliaments will promote their intelligence, youth, creativity, responsibility and enthusiasm to actively contribute to the success of the conference.

President Vo Van Thuong sent a message to the 9th Global Conference of Young Parliamentarians.

On behalf of the State and people of Vietnam, the President warmly welcomed the delegations and distinguished guests attending the 9th Global Conference of Young Parliamentarians, organized by the National Assembly of Vietnam in coordination with the Inter-Parliamentary Union.

The President expressed his delight at the fact that the Global Forum of Young Parliamentarians, through eight conferences, has continuously developed and fulfilled its mission of promoting youth participation in parliaments, supporting young parliamentarians to maximize their role, ensuring that the voices of young people are heard in the decision-making process at the global level, and thereby making an important contribution to addressing global challenges.

The President wished the 9th Conference of Young Parliamentarians a success and issued a Statement on the role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation.

The President's message emphasized that young people have great advantages in taking advantage of opportunities, especially those brought about by the Fourth Industrial Revolution. They are the force holding the key to opening new doors, new ways of thinking and working to effectively handle common global challenges in the present and future.

The President highly appreciated the theme of “The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation” of this Conference because it reflects our common concern on how to take advantage of the remarkable achievements brought about by science, technology and innovation, strengthen international cooperation and linkages to further accelerate the implementation of the Sustainable Development Goals, and expand the participation of youth in solving global issues, contributing to peace and prosperity for all countries in the world.

In his message, the President said that in the new period, Vietnam will continue to consistently implement its foreign policy of independence, self-reliance, diversification, multilateralization, for peace, friendship, cooperation and development, based on the fundamental principles of the United Nations Charter and international law. The President believes that the Vietnamese National Assembly will continue to cooperate with parliaments of other countries to turn the recommendations and resolutions of the Inter-Parliamentary Union in general and the Global Conference of Young Parliamentarians in particular into concrete actions, thereby making practical and effective contributions to peace, stability and sustainable development in the region and the world.

Wishing delegates the opportunity to experience and understand more about the country, culture and people of Vietnam, President Vo Van Thuong hopes that each young parliamentarian will be a dynamic and creative ambassador of friendship, connecting parliaments and people of countries for a better world for everyone.
