On the evening of January 4, the Traffic Police Department (Ministry of Public Security) said that it had requested units and suppliers to coordinate in connecting, integrating, testing and transmitting data from journey monitoring devices and data recording images of drivers to the department, to be completed before January 25. The Traffic Police Department has assigned technical departments to guide units in completing the above content.
The above request is implemented according to the Law on Road Traffic Safety and Order, Decree 141/2024 and Circular 71/2024 of the Ministry of Public Security. Accordingly, traffic police are assigned to manage, operate and use the data management system of journey monitoring devices and driver image recording devices.
The Traffic Police Department explained that this is to serve the work of ensuring security, order, road traffic safety and handling violations, and state management of road transport.
Data will also be connected and shared with the Ministry of Transport through the Vietnam Road Administration, Departments of Transport of provinces and cities and relevant agencies according to regulations.
Previously, the trip data was connected to the Ministry of Transport and local Departments of Transport. Thousands of vehicles were detected for violations, mainly speeding, but traffic inspectors could only revoke the vehicle's badge. The authority to fine violations belongs to the traffic police.
In Circular 73/2024, the Ministry of Public Security stipulates that traffic police are allowed to exploit data from journey monitoring devices, driver image recording devices, and databases on road traffic order and safety to control, detect, and handle violations of laws on road traffic order and safety.
The journey monitoring device is installed on commercial vehicles, tractors, ambulances, and road rescue vehicles. The device that records the driver's image is installed on commercial vehicles carrying 8 or more passengers (not including the driver's seat), tractors, ambulances, and road rescue vehicles.
