The initial foundations
Resolution of the Dak Glong District Party Congress, term 2020 - 2025 sets the goal of striving to build Quang Khe commune to become a Class V urban area and become a district town by 2025.

Mr. Tran Nam Thuan, Chairman of Dak Glong District People's Committee informed that up to now, Quang Khe commune has achieved 73/100 points according to the criteria for evaluating a Type V urban area. Of which, 4/5 local scoring criteria have achieved a high rate.
These are the criteria: Location, function, role, structure and level of socio-economic development; population size; proportion of non-agricultural labor; level of infrastructure development and architecture, urban landscape.
Although there is still much work to be done, the above initial achievements have affirmed the district's determination to build Quang Khe commune into a district center.

The dream of Quang Khe town is not only the desire of the government, but also the expectation of the people here. "Hopefully, with the current efforts, Quang Khe will soon become a type V urban area, promoting the socio-economic development of Dak Glong and contributing to the overall development of Dak Nong", Deputy Secretary of the Party Cell, Head of Village 2 Nguyen Van Thuy said.
Along with the trend of integration and development, the urban development speed of the district in recent years has also increased continuously. The speed of urbanization and economic restructuring is gradually moving towards modernization.
In particular, the contribution of agriculture and forestry is reduced, and the proportion of industry, trade and services is gradually increased. In particular, the central area of the district is given priority for investment and has been shaped into an urban area.

Specifically, the rate of solid housing reaches 26-28m2 of floor space per person. Urban-level educational and training facilities reach 1-2 facilities. Urban-level physical education and sports facilities reach 1-2 facilities. Urban traffic density reaches 5-6km/km2. The rate of illuminated streets accounts for 80-90%...
The rate of concreted inter-village roads reached 100%. The rate of households using electricity reached 99.5%. The rate of households using clean water reached 98.5%... These figures show the positive development and potential of Quang Khe in becoming a type V urban area.
Planning challenges
One of the biggest challenges in realizing the goal of Quang Khe town is administrative boundary planning.
In 2014, Quang Khe was recognized as a Type V urban area, with an area of 1,200 hectares. However, according to the new regulations, the urban planning area has been increased to 1,400 hectares. Thus, with the new planning, Quang Khe urban area needs to adjust and increase the area to meet the new criteria.

Meanwhile, the total area of Quang Khe commune is currently over 11,000 hectares. This poses a difficult problem for the district in determining which area will become a town.
Mr. Nguyen Tien Duan, Chairman of the People's Committee of Quang Khe commune, said that at the beginning of the year, the district worked with departments and branches to get opinions on adjusting the town planning.
However, if the entire natural land area of the commune is taken, the locality will face many difficulties in achieving this goal. If only a part of the area is separated to establish a town, it will be necessary to reorient the administrative boundary planning.

Mr. Duan specifically said that the locality plans to transfer about 4,000 hectares from villages 2, 3, 4, 5, 6 and part of village 10 to the town area. Part of the land of village 9 will be transferred to Dak Som, while village 7 will be transferred to Dak Plao commune.
However, the area belonging to the Southwest and Southeast regions of the commune cannot be transferred to Lam Dong province or Gia Nghia city, but needs approval from the National Assembly Standing Committee.
Chairman of Dak Glong District People's Committee Tran Nam Thuan said: "To be able to become a town, we will have to recalculate the area. Separating part of the commune's area and combining it with neighboring communes to increase the population density for the urban area is necessary. However, this is also a complicated process, requiring consensus from many parties and more time."
The planning challenge has resulted in mandatory criterion number 3 on urban population density not being met compared to regulations. With about 14,000 people in the whole commune, if divided, the density will not reach the minimum level required to become a type V urban area. This requirement makes the goal of establishing a town in 2025 more difficult.
Despite many difficulties, Dak Glong district still holds out hope for the future of Quang Khe town. Completing the district planning and adjusting administrative boundaries will be important steps to realize this dream.
If successful, Quang Khe town will not only become an administrative center, but also improve the quality of life for local people, opening a new chapter in the development journey of Dak Glong.
