Before working with the District People's Committee, the delegation conducted field supervision at the New Urban Area project in Xuan Canh, Dong Hoi, Mai Lam communes, Dong Anh district.
Informing the Supervisory Delegation, Vice Chairman of Dong Anh District People's Committee Hoang Hai Dang said that the implementation of projects and works to change land use purposes in the district has been focused on and directed by the district, especially key projects of the Central Government and the City.
As a result, from the beginning of 2021 to April 2024, the total number of land acquisition and conversion projects for rice-growing land in the area was 258 projects with an area of 985.12 hectares. The acquisition and conversion of land use purpose for 695.24 hectares was completed, reaching 70.57%.
Regarding the projects included in 6 Resolutions of the City People's Council, from 2021 to April 2024, in the district, there are 251 projects with a total area of rice land approved by the City People's Council to change the purpose of rice land of 489.12 hectares. Up to now, land recovery and purpose change have been carried out with an area of 199.25 hectares, reaching a rate of 40.74%. Of which, the purpose change has been completed for 64 rice land projects with an area of 104.46 hectares.
Every year, the District People's Committee conducts an assessment of the implementation of the previous year's land use plan, based on the indicators on the number of areas of projects that have implemented the conversion of rice land purposes out of the total number of projects that have been approved for the conversion of rice land purposes in the annual land use plan.
In addition, the District People's Committee organized Land Inspection Teams to ensure the implementation of planning and plans to change the purpose of rice fields in a serious and strict manner according to the provisions of law. At the same time, the District People's Committee assigned the Department of Natural Resources and Environment to regularly work and urge investors and People's Committees of communes and towns to focus on the contents to implement in accordance with the resolutions of the City People's Council and the land use plan of the City People's Committee.
To do this work well in the coming time, the People's Committee of Dong Anh district requested the Department of Natural Resources and Environment to coordinate with the Department of Finance and related units to soon issue instructions to the People's Committees of districts on the procedures, order and implementation of the authorized contents according to Decision No. 2681/QD-UBND dated May 22, 2024 of the City People's Committee to speed up the progress of projects in the district.
Propose that the City People's Committee propose that the Government soon issue a document amending Decree 08/2022/ND-CP detailing a number of articles of the Law on Environmental Protection. This includes regulations on decentralization of authority at the district level in environmental impact assessment and environmental licensing for projects using rice fields. Propose that the City People's Committee soon issue a decision on land allocation for the first phase of the smart city project in the district.
At the meeting, members of the monitoring delegation were interested, discussed and requested the People's Committee of Dong Anh district to clarify the reasons for the prolonged projects. Results of monitoring, inspection, examination and solutions; carefully evaluate the implementation capacity of the grassroots organization in this field; propaganda work for people on converting rice land use purposes; results of publicizing the conversion of land use purposes; difficulties and obstacles in implementing the plan to convert rice land use...
Concluding the meeting, Head of the Economic-Budget Committee of the City People's Council Ho Van Nga highly appreciated Dong Anh district for its attention to implementing and directing this field in accordance with the law. In particular, the district has done a good job in proposing a list of areas for converting rice land purposes; proactively reviewing from the locality to report to the Department of Natural Resources and Environment to submit to the City People's Committee, serving the district's conversion needs.
Agreeing with some of the district's limitations, the Head of the Monitoring Delegation said that, although positive, from 2021 to now, the rate of land converted to rice-growing land use in the district is still not high due to many objective reasons regarding the State's policy mechanisms and regulations, which are not fully guided, and partly due to subjective reasons of the locality.
From that reality, the Head of the Economic-Budget Committee of the City People's Council requested Dong Anh district to report additionally, emphasizing the causes of difficulties and reasons for not completing each project, so that after monitoring, the Committee has a basis to synthesize, urge, and report to competent authorities to remove obstacles.
