More than 300 teachers will be charged nearly 4.6 billion VND in insurance debt

Having their salaries reclassified 14 years ago but not having paid the difference in social insurance, more than 300 teachers in Nam Dan district, Nghe An were charged nearly 4.6 billion VND in arrears.

In recent days, many teachers in Nam Dan district, Nghe An province have expressed concern after receiving a notice from the district's social insurance agency about the collection of a total of nearly 4.6 billion VND from social insurance, of which the fine for late payment of insurance is more than 2.6 billion VND.

Teachers worried about insurance debt

One of hundreds of teachers who received this notice, Mr. Nguyen Ngoc Lam - 45 years old, teacher at Anh Xuan Secondary School, Nam Dan District - said that in 2000, he was signed a teaching contract by the Nam Dan District People's Committee. In 2011, Mr. Lam was recruited into the payroll.

At this time, he was given a salary increase to level 4, but was not notified about paying the corresponding insurance.

In 2024, 13 years after his salary was raised , Mr. Lam received information from Nam Dan Social Insurance that the school had teachers who had received back pay, and then he realized that he owed both principal and interest of more than 38 million VND.

Including 18 million VND in social insurance, health insurance, unemployment insurance and more than 20 million VND in late payment interest.

"If I had been informed from the beginning, I would have been willing to pay the required insurance premiums. However, we were not informed and did not know the above information," said Mr. Lam.

Not only Mr. Lam, many teachers also think that if it is a regulation, it must be implemented, and they will comply with the requirement that teachers pay social insurance. However, having to pay an additional interest of more than 20 million VND is unreasonable, because the fault is not theirs.

According to the review of Nam Dan District Social Insurance, by November 2024, there were 311 teachers who had not paid the difference (social insurance, health insurance, unemployment insurance) when their salary was reclassified, with a debt of nearly 4.6 billion VND. Of which, the principal was nearly 2 billion VND, the remaining more than 2.6 billion VND was interest.

Among the 311 teachers who were asked to collect arrears, the one with the highest debt was over 65 million VND, the rest owed about 50 million VND, of which interest accounted for 20-30 million VND.

Ensuring rights for teachers

According to Tuoi Tre Online 's research, more than 20 years ago, due to a severe shortage of teachers, many localities in Nghe An had to recruit teachers under "district contracts" to meet teaching needs.

These teachers only receive salaries and some allowances depending on the policies of each district, but are not entitled to salary increases. In 2006, the People's Committee of Nghe An province issued a document directing departments and branches to review and provide guidance for salary increases.

In June 2007, the Department of Home Affairs, Department of Education and Training, Department of Finance and Social Insurance of Nghe An province issued an inter-sectoral document guiding the rearrangement of salary levels for teachers.

In Nam Dan district, in 2011, many teachers, after being officially recruited, received back pay to compensate for the previous contract period when they did not receive a salary increase.

Depending on the number of years of service, these people will be raised from 1 to 4 salary levels, but will not receive back pay.

According to the representative of Nam Dan Social Insurance, in 2011, the People's Committee of Nam Dan district decided to allow employees in educational institutions on the payroll to receive back wages.

At this time, educational institutions should have worked with the Finance Department to have funds to resolve the issue, and at the same time required employees to complete the paperwork and send it to the District Social Insurance for resolution, but the school did not do so, leading to a long delay in paying insurance.

Ms. Nguyen Thi Thai Huyen - Head of the Department of Education and Training of Nam Dan district - said that the district organized a meeting between relevant parties to discuss solutions to the case of 311 teachers being charged nearly 4.6 billion VND in social insurance.

After the meeting, relevant departments continued to seek opinions from the Standing Committee of the District Party Committee, departments and branches in the direction of ensuring the rights of teachers.
