On December 21, in Van Don district, the Editorial Board of the Communist Magazine, the Central Theoretical Council and the Quang Ninh Provincial Party Committee co-organized the scientific workshop "Some theoretical and practical issues on promoting new growth drivers - perspectives from the practice of heritage economic development in Quang Ninh province". Comrades: Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Vu Dai Thang, Party Central Committee member, Provincial Party Committee Secretary; Associate Professor Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Editor-in-Chief of the Communist Magazine; Associate Professor Dr. Nguyen Ngoc Ha, Deputy Editor-in-Chief of the Communist Magazine; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, chaired the workshop.
Attending the workshop were comrades in the Standing Committee of the Provincial Party Committee, People's Council, Provincial People's Committee; leaders of central ministries, departments and branches; scientists, experts; leaders of departments, branches and localities in the province.
Speaking at the workshop, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized: Quang Ninh is considered as "a miniature Vietnam", the locality has many potentials, strengths, unique values, outstanding opportunities, competitive advantages from "natural" and "man-made" factors such as: Ha Long Bay, Bai Tu Long Bay, mining areas, geology, geomorphology, Yen Tu heritage associated with Truc Lam Buddhism, a network of 630 historical - cultural relics; factors related to the character and people of Quang Ninh, especially the tradition of "Discipline and Unity" of the heroic Mining Region... These factors not only create opportunities for the development of modern comprehensive services to increasingly play a leading role, developing tourism into a key economic sector, but also create the foundation for building a sustainable heritage economy. Not only contributing to the preservation of cultural and historical values, but also a strong driving force for economic, tourism and social growth.
Despite many achievements, in the process of development, Quang Ninh also faces many challenges, especially climate change, pressure from mass tourism and unsynchronized management affecting heritages. To overcome challenges and continue to promote potential and strengths, the Provincial Party Secretary said: Quang Ninh has set out sustainable development orientations and strategic solutions. In particular, focusing on sustainable heritage conservation; developing smart tourism, applying digital technology in tourism promotion and management, building creative tourism products based on cultural and historical foundations to enhance visitors' experiences; mobilizing and effectively using all legal resources to develop new and innovative products, improving existing tourism products; developing creative tourism types; building a green tourism ecosystem; training and developing high-quality human resources; promoting regional linkages and international cooperation.
The Provincial Party Secretary hopes that through the workshop, Quang Ninh will be supplemented with new visions, new perspectives, new understandings as well as valuable experiences in heritage economic development and orientations for heritage economic development in Quang Ninh province in the coming time. In particular, the opinions contributed at the workshop will also be valid arguments, vivid practices contributing to renewing traditional growth drivers and promoting new growth drivers of the province to supplement and perfect the documents of the 16th Congress of the Quang Ninh Provincial Party Committee, term 2025 - 2030 with the goal of building Quang Ninh rich, civilized, modern, happy, becoming a city directly under the Central Government before 2030, practically celebrating the 100th anniversary of the Party's founding, aiming to realize the goal by 2045 of being one of the locomotives promoting the national economy; creating a solid foundation with the whole country to enter a new era of national development.
Speaking at the workshop, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, emphasized: In recent times, cultural and natural heritages have played an important role in the country's development. Internationally, heritages contribute to spreading Vietnam's soft power to international friends. Domestically, heritages have contributed to socio-economic development, promoting foreign affairs and ensuring national defense and security. However, besides those great and proud results, it is also necessary to frankly point out the limitations and shortcomings that still exist. In some places, the role of heritage as a resource and driving force for development has not been fully recognized; the relationship between conservation and development has not been harmoniously handled, especially in regional linkages. The conservation and promotion of cultural heritage values is still considered a task of the cultural sector. Investment resources for the conservation and promotion of the value of cultural and natural heritage are still very limited. The economic value of heritage has not been adequately considered. The interdisciplinary approach of heritage economics to cultural and natural heritage has not received due attention.
From Quang Ninh, the province's experience in developing the heritage economy in recent times has shown the province's forward-thinking, leaving valuable experiences for localities across the country. Most clearly, the province has demonstrated a breakthrough mindset and strategic vision for a sustainable development model, clearly evident right from the province's strategic planning, associated with the transition from "brown economy" to "green economy". The province has pioneered in mobilizing resources and effectively applying public-private partnership (PPP) models to develop the heritage economy, especially in the field of developing transport infrastructure associated with tourism infrastructure and heritage conservation. The province has placed the local community at the center of the strategy for protecting, managing and exploiting heritage, creating a sustainable relationship between people and heritage. The province has pioneered the application of technology and promoted digital transformation in developing the heritage economy; creating a breakthrough in managing, promoting and communicating heritage values.
From the practice and experience of Quang Ninh province, comrade Nguyen Xuan Thang suggested that scientists and delegates focus on discussing to clarify the awareness of heritage economy as an important driving force of socio-economic development; promote the role of subjects in heritage economic development; build and perfect institutions and policies on resources for heritage economic development; deepen the experiences of heritage economic development of Quang Ninh province that can be replicated nationwide. He also suggested that scientists, leaders and managers, with their intelligence, responsibility and enthusiasm, will propose many recommendations to help Quang Ninh province continue to promote heritage economic development; draw many valuable lessons from different perspectives for localities nationwide, contributing to the drafting of documents to be submitted to the 14th National Party Congress.
With such importance, the conference received the attention and participation of many experts, scientists, leaders, and managers in different fields, with nearly 80 papers. The papers were evaluated as having been carefully invested, of good quality, rich in scientific content, rich in practical experience, and had profound and multi-dimensional interpretations of the conference's contents.
Discussing directly at the workshop, delegates all gave enthusiastic and quality opinions focusing on clarifying issues surrounding the concept, position, role, influencing factors and experiences of localities and countries around the world in developing the heritage economy - an important growth driver in the green development trend in the world. At the same time, delegates also analyzed the current status of heritage economic development in Quang Ninh province in recent times, in which, they assessed the achievements, limitations and causes of those achievements and limitations; at the same time, they clarified the issues raised, discovered bottlenecks, conflicts and obstacles in heritage economic development.
Based on clarifying the current situation, strengths, opportunities and challenges in the development of the heritage economy of Quang Ninh province, delegates proposed solutions and recommendations to remove bottlenecks, conflicts and obstacles in mechanisms, policies and in the implementation of mechanisms and policies so that Quang Ninh province can maximize the effectiveness of its heritage economic resources. In particular, it is necessary to strengthen the propaganda, dissemination and education of laws on the conservation and promotion of the values of cultural heritage and natural heritage; improve the effectiveness of state management on the promotion of cultural heritage values in socio-economic development; improve the quality and effectiveness of the conservation, restoration and promotion of intangible cultural heritage values; complete and supplement legal documents, regulations and rules at the national and local government levels to fully protect world heritage; develop appropriate management plans with the participation of relevant parties; Promote international cooperation in heritage economic development; innovate and develop products and services combining heritage; invest human resources and financial resources in preserving, maintaining and promoting heritage values; research and resolve inter-regional, inter-level and inter-sectoral relationships in local governance...
The opinions are extremely valuable experiences and enthusiasm for Quang Ninh to find institutional bottlenecks and specific policy mechanisms for attracting investment in the field of heritage economy; take advantage of transport infrastructure to build regional heritage linkages to create sustainable tourism products, closely linked to the preservation and further promotion of tangible and intangible cultural heritage values; create typical cultural products associated with the unique values of each region, the culture of the working class in the Mining Region and digital service delivery models to meet the requirements of digital transformation; gradually build the foundation of a cultural industry rich in identity, diversifying cultural products from traditional handicrafts to advanced, modern products suitable for the digital era, suitable for many subjects and components, making this industry a new driving force, a breakthrough spearhead in the development of heritage economy.
In his closing speech at the workshop, Associate Professor Dr. Le Hai Binh, alternate member of the Party Central Committee, Editor-in-Chief of the Communist Magazine, expressed his appreciation for the opinions of experts, scientists, leaders and managers. The contents of the presentations and the enthusiastic opinions and high sense of responsibility of the delegates will be filtered and sent to the relevant agencies to remove difficulties and obstacles, innovate mechanisms and policies so that Quang Ninh province in particular and the whole country in general can effectively develop the heritage economy; contribute to creating new growth momentum, and together with the whole country, enter a new era, an era of national development.
