Workshop to provide comments on draft research report on Cultural Development Program for the period 2025

Comrade Nguyen Van Hung, member of the Party Central Committee, Minister of Culture, Sports and Tourism chaired the conference. Also attending were leaders of ministries, central agencies; leaders of units under the Ministry of Culture, Sports and Tourism.

At Tra Vinh bridge, comrade Thach Boi, Deputy Director of the Department of Culture, Sports and Tourism; representatives of the Department of Planning and Investment, Department of Finance, Provincial Ethnic Minorities Committee; leaders of specialized departments and units under the Department of Culture, Sports and Tourism attended.

The research report on the National Target Program on Cultural Development for the period 2025 - 2035 (the Program) is designed according to the standards of the Law on Public Investment. It includes an assessment of the current situation, analysis of urgent issues that need to be resolved, objectives for the period 2025 - 2035, scope, scale, components that need to be implemented, estimated total capital, estimated time, progress, solutions for program implementation, implementation organization and effectiveness assessment, and recommendations.

The investment policy of the Program approved by the National Assembly in Resolution No. 162/2024/QH15, dated November 27, 2024, is an important milestone for cultural development as one of the important pillars to become the driving force for sustainable socio-economic development of the country. The general goal is to create a strong and comprehensive change in cultural development and to build and perfect the personality, ethical standards, identity, mettle, and value system of Vietnamese people and families.

The program sets out 9 target groups for each period up to 2030 and up to 2035 along with 10 specific task groups. The scope of implementation of the program is nationwide and in a number of countries that have long-term cultural relations, long-term cultural interactions with Vietnam, and have a large number of Vietnamese people living, working and studying.

The program focuses on activities in specific cultural and artistic fields including: cultural heritage, grassroots culture, performing arts (music, theater, dance, etc.), literature, fine arts, photography and exhibitions, cinema, libraries, cultural education, training, ethnic culture (folk arts, ethnic minority arts, etc.), foreign culture, cultural industry, etc. The expected structure of resource mobilization to implement the Program in the period of 2025 - 2035 is 256,250 billion VND. Of which, in 2025 it is about 400 billion VND, in the period of 2026 - 2030 it is 121,850 billion VND, in the period of 2031 - 2035 it is 134,000 billion VND.

At the workshop, 12 delegates representing localities, ministries, experts and scientists participated in contributing ideas to complete the draft report. In particular, many comments were given directly and specifically, proposing and recommending solutions on allocating investment resources with key focus, prioritizing the development of cultural institutions, improving the quality of human resources. Policy mechanisms to encourage socialized capital to invest in the Program, mechanisms to support capital sources for localities to effectively implement the Program...

Concluding the workshop, Minister Nguyen Van Hung highly appreciated the delegates' discussion opinions. The Ministry of Culture, Sports and Tourism acknowledged and fully absorbed the delegates' valuable opinions, and completed the report before submitting it to the Government for appraisal and approval.

Minister Nguyen Van Hung noted that this is a national target program that concretizes the Party's guidelines on cultural development, the implementation process complies with the Investment Law, ensures the principle of Party leadership, State management, and beneficiary units are responsible for effective implementation towards building a civilized society, cultural people, enriching Vietnamese traditions and people; the implementation process needs to closely follow the Politburo's resolution on cultural and social development in regions, creating cultural highlights for each region.
