In recent times, farmers' associations at all levels in the province have stepped up propaganda and dissemination of laws, received citizens, resolved complaints and denunciations from farmers, and ensured the legitimate rights and interests of farmer members.
The province has 4,255/4,255 Farmers' Association branches with cadres participating in grassroots mediation teams, demonstrating the role of the association in mediating conflicts and disputes among farmers. Over the past 10 years, Farmers' Associations have directly participated in mediating 5,343/7,106 conflicts arising among farmers, reaching 75.18%. Cases with the participation of Farmers' Association members often have a high rate of successful mediation. Members of the mediation team actively stay close to the grassroots, grasp the situation and conflicts arising to promptly take effective mediation measures within the organization. Mediation activities contribute to maintaining and strengthening solidarity among farmers, maintaining social order and safety, promoting morality and fine traditions of the nation, raising awareness of respect for the law, living and working according to the Constitution and laws in the community; contributing to limiting the situation of petitions going beyond the level; contributing to stabilizing security, politics, and social order and safety in rural areas.
The Provincial Farmers' Association directs all levels of the association to build and maintain the model of Farmers' Association participating in receiving citizens, participating in resolving complaints, denunciations and mediation associated with the implementation of grassroots democracy regulations and participating in social supervision and criticism. Develop regulations for coordination with the government, establish a farmers' club with the law to propagate, disseminate, educate the law, participate in mediation activities and resolve complaints and denunciations of farmers, typical models of Nam Ngan ward (Thanh Hoa city); Thach Dinh commune (Thach Thanh); Dong Khe and Dong Thinh communes (Dong Son); Thieu Trung commune (Thieu Hoa)....
Chairman of the Farmers' Association of Thach Thanh district Nguyen Hong Van said: “Over the past 10 years, the Farmers' Association of the district has coordinated, mobilized, and guided 25/25 communes and towns to establish farmers' clubs with the law, with 615 members. With the motto of "grasping promptly, resolving early, from afar, and turning big things into small things, small things into nothing", the whole district has not had many petitions or complaints beyond the level of the people for many years. Through activities and doing a good job of resolving complaints, denunciations, propaganda, and legal education, the implementation of site clearance for many years in the district has been highly agreed and agreed by the people, contributing significantly to the implementation of local socio-economic development tasks".
Over the past 10 years, the Farmers' Association at all levels has received nearly 5,000 farmers, received 1,304 complaints and denunciations, of which 581 were under the authority of the association, and coordinated to resolve 704 complaints. The complaints were mainly related to land, site clearance accounting for 80%, site clearance compensation, issuance of land use right certificates, land disputes, food safety protection, environmental sanitation, and other social policies related to farmers.
The People's Councils at all levels also directed and supported the People's Council branches to organize for members to sign a commitment to build a model of "Members' families without anyone violating the law or engaging in social evils". The People's Councils at all levels have coordinated with relevant sectors to monitor the implementation of the Party's guidelines and policies and the State's laws; to monitor the implementation of citizen reception and the implementation of decisions to resolve complaints and denunciations by competent authorities.
The above results have demonstrated the role and position of the Farmers' Association at all levels in performing the function of representing and protecting the legitimate and legal rights and interests of members and farmers; promptly resolving difficulties and concerns at the grassroots level, contributing to maintaining security, politics, social order, and promoting local socio-economic development.
