Promote the dissemination of traceability activities for products and goods

Identifying traceability as an important tool to clarify product information, improve product quality and protect consumer rights, in recent times, the Department of Standards, Metrology and Quality (TCĐLCL) has actively coordinated with all levels, sectors and localities to deploy many synchronous and practical solutions to propagate, disseminate and gradually put traceability activities into practice.

In order to raise awareness and responsibility of people and businesses in ensuring product quality, all levels and sectors in Hoang Hoa district have promoted propaganda on product traceability. This is considered an important solution, contributing to transparency of product information, protecting consumer rights and enhancing the value of local products. Through various forms such as conferences, training, leaflet distribution, propaganda on grassroots loudspeaker systems and digital platforms, the district has helped people understand the role of traceability in the production and consumption chain of agricultural products. In particular, the District Department of Agriculture and Environment has coordinated with the Department of Standards, Metrology and Quality to organize technical training sessions on recording farming diaries, using QR codes, and traceability stamps for cooperatives and cooperatives producing vegetables, tubers, fruits and aquatic products. Many models have been initially applied effectively such as: Hoang Phong Agricultural Service Cooperative, Hoang Loc Safe Vegetable Production and Consumption Cooperative... Thanks to that, the products are trusted by consumers, making it easier to connect to the market.

Implementing the plan to deploy, apply and manage product safety inspection in the province, the Department of Standards, Metrology and Quality has chaired and coordinated with relevant departments and branches to strengthen propaganda in many diverse and rich forms. The content focuses on disseminating legal documents, technical processes, and instructions on applying safety inspection to production and business organizations and individuals. Along with that, media agencies in the province, People's Committees of districts, towns and cities integrate safety inspection content into propaganda work on food safety; launch mobile propaganda campaigns on holidays and Tet; hang banners and slogans on main roads; broadcast information on the commune-level radio system about the effectiveness of safety inspection activities. In addition, in order to support units and enterprises to gradually approach and apply TXNG in production and business, the Department of Standards, Metrology and Quality has coordinated to organize many training courses, providing technical guidance on building codes, barcodes, traceability management software, product information storage processes, etc. Some cooperatives in the province have proactively applied TXNG in product management.

According to Mr. Nguyen Manh Hop, Head of Thanh Hoa Department of Standards, Metrology and Quality: “Track and traceability is an important tool to help clarify product information, protect consumer rights, and is also a prerequisite for local products and goods to reach domestic and foreign markets. Currently, we focus on guiding and supporting businesses and cooperatives to apply electronic traceability systems; build QR codes for tracing on product packaging, especially for OCOP products, key agricultural products of the province”.

Thanks to the promotion of propaganda, public awareness of TXNG is increasingly enhanced. Many enterprises and cooperatives have proactively applied TXNG technology, contributing to enhancing the value and reputation of products, building trust with consumers. This is an important premise towards the goal of developing sustainable production, enhancing the competitiveness of local goods in the market.

In addition to the achieved results, the implementation of TXNG at the grassroots level still has many limitations. One of the reasons is that the awareness of a part of the people and businesses is still not fully aware of the importance of TXNG. Mr. Nguyen Van Cuong, director of an agricultural processing facility in Hai Binh commune (Nghi Son) said: "We have heard about TXNG but have not applied it because we are still hesitant. Because the facility is small, the workforce is thin, there is no specialist and we do not know where to start". Sharing the same opinion, Ms. Tran Thi Hanh, a trader at Tay Thanh market (Thanh Hoa city) shared: "Customers are often more interested in price and design. Few people pay attention to QR codes or TXNG stamps. Even traders like me do not clearly understand the origin of all the items we are trading".

In order for the TXNG activities to develop sustainably and in depth, in the coming time, all levels, sectors and localities need to continue to promote communication, raise public awareness of the role of TXNG, especially in the field of agricultural products and food - a field that directly affects the health of consumers; strengthen training, coaching, and improve the capacity of state management officials and enterprises. There should be policies to support enterprises and cooperatives in terms of technology, software, and equipment for TXNG. Encourage pilot models, apply digital technology to improve management capacity, promote and effectively retrieve product information. In addition, it is necessary to strengthen inspection, supervision and strictly handle acts of commercial fraud, violations of regulations on labeling and product origin. At the same time, commend and replicate typical TXNG models, creating motivation for other units to learn and follow.
