National online conference between the Government and localities on the socio-economic situation in the first 6 months of 2023

Prime Minister Pham Minh Chinh chaired the Government's national online conference with localities on the socio-economic situation in the first 6 months of 2023.

Attending the conference at the Government headquarters were: Secretary of the Party Central Committee, Deputy Prime Minister Le Minh Khai; Deputy Prime Minister Tran Hong Ha; General To Lam, Politburo member, Minister of Public Security; General Phan Van Giang, Politburo member, Minister of National Defense; Vice President Vo Thi Anh Xuan; leaders of ministries, branches, and central agencies; Comrade Dinh Van An, Assistant to the General Secretary.

Attending the conference at local bridges were the Secretaries of the City Party Committee, Provincial Party Committees, and Chairmen of People's Committees of provinces and centrally-run cities.

In order to implement the results of the mid-term Central Conference and the resolutions and policies of the National Assembly at the 5th Session, according to the program, the Government conference with localities will focus on discussing and assessing the socio-economic situation in June and the first 6 months of 2023, the implementation of the Socio-economic Recovery and Development Program, the allocation and disbursement of public investment capital, the implementation of 3 national target programs, key tasks and solutions for the last 6 months of the year.

Delegates will also contribute their opinions to the draft Resolution of the Government on removing difficulties for production and business, continuing to promote administrative procedure reform, and tightening discipline and order.

In his opening speech at the conference, Prime Minister Pham Minh Chinh stated that we have reached the halfway point of 2023, and also the halfway point of the 2021-2025 term. The world situation continues to evolve in a complicated manner, facing many difficulties and challenges, with six headwinds emerging: (1) Global economic downturn, rising inflation...; people's lives face many difficulties; (2) The consequences of the Covid-19 pandemic are still lingering;

(3) Geostrategic competition, protectionism, separation, fragmentation, lack of close connection; (4) Conflicts threaten global food and energy security; (5) Developing countries have limited adaptability and resilience to external shocks; (6) Climate change, natural disasters, and epidemics are complex and unpredictable.

Domestically, difficulties and challenges outweigh opportunities and advantages; the economy is highly open but its scale is still modest, its competitiveness and resilience to external shocks are limited, and it is subject to dual impacts from external and internal factors; outstanding and long-standing problems are becoming more and more evident; many emerging issues need to be resolved; the resilience of businesses is eroded in the context of rising costs, decreasing orders, no signs of recovery in the international market, and increased competition.

In that context, under the leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong, the supervision and accompaniment of the National Assembly, the participation and synchronous and smooth coordination of agencies in the political system, the consensus and active support of businesses and people, the cooperation and support of international friends and partners, the Government, the Prime Minister, ministries, branches and localities have made efforts to direct, operate, manage and carry out assigned tasks more promptly and effectively in difficult situations.

In particular, we have focused on the most urgent and key tasks at present, removing difficulties for businesses and people, creating jobs and livelihoods for people, promoting growth, stabilizing the macro-economy, controlling inflation, ensuring major balances, maintaining national security and defense, promoting international integration, and stepping up the fight against corruption and negativity.

The Government and the Prime Minister highly appreciate all levels, sectors and localities for resolutely implementing the management motto of 2023, which is "Solidarity, discipline, flexibility, innovation, timeliness and efficiency"; focusing on performing increasingly frequent tasks with increasingly high requirements, overcoming shortcomings and problems that have existed for many terms and many years, and handling arising, unpredictable and difficult-to-forecast issues.

Thanks to that, the socio-economic situation in June continued to trend positively, better than May and the second quarter was better than the first quarter in many areas, contributing to the overall results of the first 6 months of 2023. Major goals were basically achieved, the macro economy was basically stable, inflation was controlled, growth was promoted, and major balances were ensured.

In addition, the Prime Minister pointed out that the socio-economic situation still has limitations, inadequacies, difficulties and challenges; in which, it is necessary to pay attention to 3 major groups of issues: Economic growth is lower than the proposed scenario; the production and business situation, labor market and employment face many difficulties, requiring more efforts; the situation of discipline is sometimes not strict, there is still a situation where civil servants and public employees are afraid of making mistakes and avoid responsibility.

It is expected that after the meeting, the Government will issue the Resolution of the meeting and the thematic Resolution on removing difficulties for production and business, continuing to promote administrative procedure reform, tightening discipline and order. Previously, the Government sent 26 working delegations to work with localities to grasp the situation, remove difficulties and obstacles, and orient major tasks and solutions in the short and long term.

The Prime Minister asked delegates to focus on objectively and honestly assessing the situation, especially the shortcomings, limitations, and difficulties, analyzing the causes, especially subjective causes, drawing lessons, proposing viewpoints, orientations, key directions, tasks, and solutions that are closer to the situation, feasible, and more effective in July, the third quarter, and the last 6 months of the year, and preparing for the Central Conference and the National Assembly session at the end of the year.
