Also attending the meeting were Deputy Prime Ministers, members of the Government, leaders of ministries and agencies under the Government, and Comrade Dinh Van An - Assistant to the General Secretary.
According to the program, the meeting discussed the socio-economic situation in February and the first two months of the year, the implementation of three national target programs, disbursement of public investment capital; key directions in March and the coming time.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh asked delegates to focus on discussing and assessing what was new and different in February compared to January as well as February and the first two months of 2023, especially the impact of conflicts in the world on logistics activities globally; highlights and outstanding points in February and the first two months of the year; organizing people to enjoy Spring and Tet, ensuring social security; implementing the basic goal of maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances; firmly protecting independence, sovereignty, unity, territorial integrity, maintaining political stability, social order and safety; preventing and combating corruption, negativity, and building the Party in the government system; Lessons learned in the leadership and direction process, such as assigning Government members to work directly with localities to receive and resolve difficulties, problems, proposals and recommendations.

The Prime Minister also asked the delegates to analyze and forecast the situation in March and the coming time, the difficulties and advantages; the work that needs to be focused on leadership and direction, the tasks that need to be implemented to accelerate the implementation of the goals of the entire term in 2024, including the work that needs to be done to attract and retain large and prestigious corporations and companies in the world in the technology field (such as continuing to improve the investment and business environment, reforming administrative procedures), promoting the implementation of Project 06...
The Prime Minister asked delegates to give their opinions on the draft Resolution of the meeting and assign specific tasks to ministries, branches and localities, with a focus on key points, concentrating on tasks with high spillover effects, creating motivation, reflecting policies more promptly... to complete the 2024 goals, contributing to the implementation of the goals of the entire term.
The Prime Minister noted the need to promote new growth drivers such as accelerating digital transformation, green transformation, developing circular economy, sharing economy, and knowledge economy; and renewing old growth drivers such as investment, export, and consumption.
The Prime Minister also said that the source of increased revenue and savings in 2023 is expected to be allocated to 3 groups of tasks (ensuring national defense and security; development investment; social security).

According to reports at the meeting, we have gone through the first two months of 2024 in a context where the world situation continues to develop complicatedly, with potential risks. In the world, the conflict in the Red Sea is complicated; the conflict in Ukraine and the Gaza Strip is prolonged and serious; affecting the global supply chain, threatening food and energy security; while crude oil and food prices are increasing, affecting global inflation...
Domestically, the 2024 Lunar New Year holiday (lasting 1 week from February 8-14, 2024) has affected the production and business results of a number of industries and fields; while natural disasters, unpredictable climate change, prolonged cold...
In that context, the Government, all levels, sectors and localities have resolutely implemented the tasks and solutions set out; focused on directing preparations to serve the people to celebrate Tet according to the Directive of the Secretariat and the Prime Minister, ensuring that the whole country celebrates Tet in a warm, joyful, healthy, safe, economical and affectionate manner, leaving no one without Tet.
The socio-economic situation in February and the first two months generally continued a positive trend, with better results than in the same period in 2023. The macro-economy was basically stable; inflation was controlled, and major economic balances were ensured.
Growth was boosted; agriculture, industry and services all showed positive signs, better than the same period last year. Public investment and social investment continued to achieve good results.
The work of perfecting institutions, laws, administrative procedure reform, planning, and digital transformation continues to be promoted. Cultural and social fields are focused on; people's lives continue to improve. Socio-political stability; national defense and security are maintained and strengthened; foreign affairs are promoted.
In addition to the basic achievements, our country still has limitations, shortcomings and continues to face many difficulties and challenges, such as high pressure on macro management, especially when the world's crude oil and food prices fluctuate strongly. Production and business in some areas have not yet recovered clearly. Administrative procedures in some places and areas are still cumbersome; discipline in some places is not strict; the spirit and attitude of some cadres and civil servants have not yet met the requirements...
