On the afternoon of March 28, at the National Assembly House, the National Assembly Standing Committee held a conference to review the activities of the National Assembly delegations of provinces and centrally run cities in 2023 and deploy tasks for 2024; and a ceremony to launch emulation movements towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026).

This is the first time the National Assembly Standing Committee has organized a conference to summarize the activities of National Assembly delegations of provinces and cities.

Attending the conference were: Permanent Vice Chairman of the National Assembly Tran Thanh Man; Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai; members of the National Assembly Standing Committee, Heads and Deputy Heads of the National Assembly Delegation, full-time National Assembly deputies working at the central and local levels, representatives of the Office of the National Assembly Delegation of 63 provinces and cities across the country...

In his opening speech, Permanent Vice Chairman of the National Assembly Tran Thanh Man said that in 2023, with a high sense of responsibility and determination, the National Assembly completed a huge amount of work, which can be clearly seen in the 10 typical issues and events of the Vietnamese National Assembly in the past year.

Specifically, this is the first time in the 78-year history of the Vietnamese National Assembly that it has held the largest number of sessions in one year with 5 sessions, including 3 extraordinary sessions to consider and promptly decide on 84 major and important issues, meeting urgent practical needs, contributing significantly to stabilizing and developing the country, promoting international integration, creating conditions to promote the implementation of tasks in 2024 and the following years.

Supervisory activities have been strengthened and innovated, becoming increasingly flexible, sensitive and close to reality. The National Assembly has promptly issued many important decisions for the country.

The Standing Vice Chairman of the National Assembly emphasized that these results were achieved thanks to the active contributions of the National Assembly Delegations of provinces and cities; the close coordination of the Ethnic Council, the National Assembly Committees, the National Assembly Office, the agencies of the National Assembly Standing Committee, especially the active and central role of the National Assembly deputies, regardless of their positions, who are dedicated, responsible, courageous, and worthy of the trust of voters and people.

Standing Vice Chairman of the National Assembly Tran Thanh Man emphasized that 2024 is an important year in implementing the Resolution of the 13th National Party Congress and the Resolution of the Party Congresses of provinces and cities; continuing to implement Resolution 27 of the Central Executive Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period; at the same time, starting to deploy preparations for Party Congresses at all levels towards the 14th National Party Congress; preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Therefore, we need to have greater determination and greater efforts to successfully carry out the tasks of the National Assembly in 2024 and the following years. This conference aims to actively contribute to the realization of the above goals.

Reporting on the results of the activities of the National Assembly Delegation in 2023 and the direction and tasks for 2024, Head of the Delegation Affairs Committee Nguyen Thi Thanh said that 2023 is a year with a huge workload for the National Assembly, but with the innovation, proactiveness, flexibility, and responsibility of the National Assembly leaders, the National Assembly Standing Committee, and the National Assembly Delegations in directing activities to participate in legislative work, deciding on important issues of the country, and supervising, the intelligence, enthusiasm, and responsibility of the National Assembly deputies have been promoted, building a National Assembly that "proactively legislates, supervises effectively, and makes timely decisions."

Based on the resolutions of the National Assembly and the National Assembly Standing Committee on the program for building laws, ordinances and resolutions; the 2024 supervision program, the direction of the National Assembly Party Delegation and the National Assembly Standing Committee, Head of the Delegation Affairs Committee Nguyen Thi Thanh suggested that the National Assembly Delegations need to continue to innovate the content and methods of operation, closely follow the content of the Session program to prepare to develop plans early from afar, coordinate with relevant agencies, organizations and individuals to organize conferences, seminars and discussions to collect opinions on draft laws, ordinances and resolutions to be considered and approved at the 7th Session, the 8th Session of the 15th National Assembly and extraordinary Sessions (if any).

Regarding supervision activities, it is necessary to continue to innovate and improve the quality of questioning and supervision of legal documents, focusing on monitoring, reviewing and urging the implementation of recommendations after supervision; develop a supervision program based on the Resolution on the Program of supervision activities of the National Assembly and the National Assembly Standing Committee in 2024, focusing on issues that voters are interested in and concerned about and issues that need to be resolved in terms of mechanisms, policies and laws.

Along with that is the organization of supervision and participation in the National Assembly's Supervisory Delegation, the National Assembly Standing Committee, and National Assembly agencies according to the National Assembly's Resolution and the National Assembly Standing Committee's thematic supervision resolution...

National Assembly deputies continue to promote the spirit of active centrality in the activities of the National Assembly; fully participate in conferences to update knowledge, have lively and quality discussions, contribute many opinions at National Assembly sessions; fully participate in internal and external activities of the National Assembly, the Council of Nationalities, the Committees of the National Assembly, agencies under the Standing Committee of the National Assembly and the National Assembly Delegation; well implement the Regulations on the activities of the Delegation, the Rules of the National Assembly Sessions, fully participate in the activities of the Council of Nationalities and the Committees of the National Assembly, actively contribute to the development of the locality...

Speaking on a number of issues related to coordination work, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong agreed with the comments and assessments in the report of the National Assembly Standing Committee on the activities of the National Assembly Delegations of provinces and cities in 2023; directions and tasks for 2024.

To improve the quality and effectiveness of coordination work in the coming time, the Secretary General of the National Assembly and Head of the National Assembly Office hopes to continue to receive attention and direction from the National Assembly Standing Committee and leaders of the National Assembly; at the same time, he requested that delegations pay attention to effectively coordinating in developing and implementing the National Assembly session agenda, in which it is necessary to pay attention to the contents of evaluating the results of each National Assembly session.

In order to develop the 2025 Monitoring Program, as of March 19, 2024, the Secretary General of the National Assembly has received proposals from 57/63 delegations with 76 issues in 9 fields.

Mr. Bui Van Cuong suggested that the delegations continue to pay attention to good coordination, propose appropriate and correct contents to ensure the quality and timeliness of the development of the 2025 Supervision Program of the National Assembly and the National Assembly Standing Committee.

At the same time, the delegations proactively research and propose groups of questions and people to answer questions at the National Assembly sessions and meetings of the National Assembly Standing Committee, ensuring close adherence to reality and meeting the requirements and aspirations of voters and people; continue to closely coordinate to advise and help direct and harmonize the activities of the Ethnic Council and the National Assembly Committees in supervisory activities, ensuring to avoid duplication of supervisory delegations at agencies and units in the province...

Delegations of National Assembly deputies shall increase the provision of information to local voters about the activities of the National Assembly, its agencies as well as the contents of petitions that have been resolved and answered under the authority of the Secretary General of the National Assembly. Delegations shall prepare and submit reports summarizing voters' petitions on time, and send them via the email system after issuance for timely synthesis and reporting...

At the conference, delegates presented papers, discussed and evaluated the activities of the National Assembly Delegations in 2023 and deployed tasks for 2024; at the same time, proposed solutions to contribute to continuing to innovate and improve the quality, effectiveness and efficiency of the activities of the National Assembly Delegations, contributing to the overall achievements of the National Assembly and the National Assembly Standing Committee.
