According to Head of the Central Organizing Committee Le Minh Hung, summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", after 7 years of implementation, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of Resolution 18-NQ/TW have achieved some important results, initially creating positive changes in innovation, reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
However, the arrangement of the apparatus is still not synchronous, lacking in comprehensiveness, not associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The apparatus of the political system is still cumbersome, with many levels and focal points; the functions, tasks, powers, and working relationships of many agencies, units and organizations are unclear, still duplicated and overlapping; decentralization and delegation of power to localities are not strong, not synchronous, not reasonable, and do not meet the requirements and tasks of the new period...
The main reason is that the overall organizational model of the political system is not yet complete; the awareness and actions of Party committees, Party organizations, collective leaders, and heads of some agencies, organizations, units, and localities are not complete, not profound, determination is not high, and actions are not drastic.
Faced with the requirements and tasks of the new development period, the country entered a new era, the era of national growth, the Head of the Central Organizing Committee said that the Central Executive Committee and the Politburo have reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution 18-NQ/TW in the entire political system.
