On the morning of December 1, in Hanoi, the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate and develop the socio-economy in 2025 and remove institutional bottlenecks and bottlenecks.
The conference was held live from Dien Hong Hall, National Assembly House and combined online to 14,535 district and grassroots connection points, agencies, units, military regions, military services, and army corps nationwide, provincial and municipal Party Committees directly under the Central Government with more than 1.3 million delegates attending.

At the provincial and municipal Party Committees' bridge points, the Conference was attended by Politburo members, Central Party Committee members, Secretaries, Deputy Secretaries, and Standing Committee members of provincial and municipal Party Committees.

According to Head of the Central Organizing Committee Le Minh Hung, summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", after 7 years of implementation, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of Resolution 18-NQ/TW have achieved some important results, initially creating positive changes in innovation, reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
However, the arrangement of the apparatus is still not synchronous, lacking in comprehensiveness, not associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The apparatus of the political system is still cumbersome, with many levels and focal points; the functions, tasks, powers, and working relationships of many agencies, units and organizations are unclear, still duplicated and overlapping; decentralization and delegation of power to localities are not strong, not synchronous, not reasonable, and do not meet the requirements and tasks of the new period...
The main reason is that the overall organizational model of the political system is not yet complete; the awareness and actions of Party committees, Party organizations, collective leaders, and heads of some agencies, organizations, units, and localities are not complete, not profound, determination is not high, and actions are not drastic.
Faced with the requirements and tasks of the new development period, the country entered a new era, the era of national growth, the Head of the Central Organizing Committee said that the Central Executive Committee and the Politburo have reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution 18-NQ/TW in the entire political system.
The Politburo determined that summarizing Resolution 18-NQ/TW and arranging and perfecting the apparatus of the political system to be streamlined and operate effectively and efficiently is a particularly important task, a revolution in streamlining the apparatus of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system. The review must be conducted objectively, democratically, scientifically, receptively, specifically, deeply, and urgently; seriously and comprehensively assess the situation and results achieved, clearly identify weaknesses, shortcomings, and causes; propose to the Politburo and the Central Executive Committee policies, tasks, and solutions to continue innovating and streamlining the political system's apparatus to be streamlined, efficient, effective, and efficient, ensuring comprehensiveness, synchronization, and connectivity.
Strictly implement the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility, thoroughly overcome the overlapping of functions and tasks, and division of areas and fields; agencies and organizations that have been initially arranged must also be reviewed and proposed again; resolutely eliminate intermediary organizations.
