General Secretary attends National Conference to review Party building and organization work in 2024

According to the report presented at the Conference, in 2024 the entire Party building sector completed a large volume of work, most notably proactively advising on and implementing key tasks comprehensively, synchronously, and effectively.

On the morning of December 16th, in Hanoi , the Central Organizing Committee held a national conference to summarize the work of Party organization and building in 2024, implement tasks for 2025, and broadcast the conference online to locations across the country.

Politburo member, Central Committee Secretary, and Head of the Central Organization Department Le Minh Hung and the Deputy Heads of the Central Organization Department chaired the conference. Politburo members and Central Committee Secretaries Phan Dinh Trac, Head of the Central Internal Affairs Committee, and Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, along with Central Committee members and leaders of central departments, ministries, and agencies, attended the conference.

According to the report at the Conference, in 2024, the entire Party building sector completed a large volume of work, most notably proactively advising on the comprehensive, synchronized, and effective implementation of key tasks and issuing numerous Resolutions, Directives, Conclusions, regulations, and rules to concretize the 10 tasks on Party building, the 3 key tasks, and the 3 breakthrough solutions set forth by the 13th Party Congress; and organizing the synchronized implementation of all aspects of Party building work from the Central level to the grassroots.

Since the beginning of the term, 79 projects and tasks have been submitted to the Central Committee, the Politburo, and the Secretariat for approval, and 72 documents have been drafted, contributing to the completion of the Party's regulations on Party building and organization. In addition, the entire sector has actively advised on the preparation for Party congresses at all levels leading up to the 14th National Party Congress, ensuring a comprehensive and synchronized approach in terms of content, personnel, and organization to support the congresses.

The entire sector has implemented personnel work and personnel development in a synchronized and effective manner, linked to the preparation of personnel for Party congresses at all levels. Many policies, principles, and solutions regarding personnel work have been institutionalized and concretized through regulations, rules, and procedures, ensuring greater consistency, democracy, transparency, and rigor. The quality of personnel planning has improved. Personnel rotation has undergone many innovations; greater emphasis has been placed on training, fostering, and updating knowledge according to job title and position standards, closely aligned with task requirements.

Personnel policies have been fully and promptly implemented. The selection, placement, utilization, appointment, and nomination of cadres for leadership and management positions at all levels have seen many innovations; cadres who have been disciplined, have limited capabilities, or whose prestige has declined have been promptly dismissed or replaced according to the principle of "in and out"; "promotion and demotion." Cadre management has become increasingly systematic and rigorous, tightening discipline and order, emphasizing responsibility, and controlling power. Internal political security work has been carried out seriously and effectively, contributing to the protection of the regime and ensuring political security.

Timely advice was provided to consolidate key leadership positions in the Party, State, agencies, and units with a rigorous, democratic, objective, and compliant process and approach, ensuring the right person is in the right job. This clearly demonstrated the firm political resolve, steadfastness, unity, wisdom, intelligence, and high level of consensus within the Politburo, the Secretariat, and the Central Committee.

The entire sector has advised on and implemented decisively, actively, comprehensively, and effectively the resolutions on Party building and rectification, and the construction of the political system; in particular, it has promptly advised on the early summary of Resolution No. 18-NQ/TW of the Central Committee, reorganizing the organizational structure, streamlining personnel associated with restructuring the staff of cadres, civil servants, and public employees with the highest level of urgency and decisiveness, creating high consensus and unity among cadres and Party members, from the central to local levels. It has reviewed, supplemented, and perfected functions, tasks, powers, and working relationships; strengthened decentralization and delegation of power coupled with inspection, supervision, and control of power.

The work of consolidating and building grassroots Party organizations and improving the quality of Party members has received attention and achieved some positive results. The work of developing new Party members has yielded positive results; the annual rate of new Party member development nationwide has basically reached 3% of the total number of Party members. The leadership capacity and fighting strength of grassroots Party organizations have been enhanced. Emphasis has been placed on building a team of cadres and Party members in the Party organization sector who are firm in political ideology, possess good moral character, and work seriously and scientifically, meeting the requirements of the new period. There has been active innovation in methods, styles, and working practices; coordination and consultation in the implementation of tasks have achieved positive, high-quality, and effective results.

Based on the achievements and stemming from the practical demands placed on Party building and political system development, preparing the country for a new era of national progress, in the coming year and beyond, the entire Party building sector is determined to continue innovating, striving, and resolutely completing the 10 groups of tasks and solutions and 3 strategic breakthrough solutions on Party building work outlined in the Resolution of the 13th National Party Congress. Specifically, the sector will focus on advising on the development and implementation of the 2025 work program, ensuring progress and quality, in conjunction with the preparation and successful organization of Party congresses at all levels leading up to the 14th National Party Congress; strengthening internal political security, promoting propaganda, summarizing practical experiences, and conducting scientific research on Party building, with the overarching spirit of continuing to build a clean and strong Party building sector.

During the conference, many delegates shared practical experiences in Party building work at the local, ministerial, and sectoral levels. Delegates emphasized the importance of building a team of Party organization and building cadres with strong political convictions, a high level of self-awareness in cultivating character and ethics, exemplary conduct, objectivity, impartiality, and competence to meet the requirements of their tasks.../.
