On the morning of December 16, in Hanoi, the Central Organizing Committee held a national conference to review Party building work in 2024 and deploy tasks for 2025, and broadcast online to connecting points across the country.

Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission Le Minh Hung and Deputy Heads of the Party Central Committee's Organization Commission chaired the Conference. Politburo members, Party Central Committee Secretaries: Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee members, leaders of central departments, ministries and branches attended the Conference.

According to the report at the Conference, in 2024, the entire Party building organization sector completed a large amount of work, notably proactively advising on the comprehensive, synchronous and effective implementation of key tasks and issuing many Resolutions, Directives, Conclusions, regulations and statutes to concretize the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Party Congress; synchronously organizing the implementation of all aspects of Party building organization work from the Central to the grassroots level.

Since the beginning of the term, the Central Executive Committee, the Politburo, and the Secretariat have approved 79 projects and tasks, and advised on the issuance of 72 documents, contributing to the completion of Party regulations on Party building and organization. In addition, the entire sector has also actively advised on the preparation of Party Congresses at all levels towards the 14th National Party Congress, ensuring synchronization and comprehensiveness in terms of content, personnel, organization, and service for the congress.

The whole industry synchronously and effectively implemented personnel work and built a contingent of cadres associated with preparing personnel for Party congresses at all levels. Advised on institutionalizing and concretizing many policies, principles, and solutions on personnel work through regulations, statutes, and procedures to ensure greater synchronization, democracy, transparency, and strictness. The quality of personnel planning was improved. There were many innovations in the rotation of cadres; more attention was paid to training, fostering, and updating new knowledge according to the standards of job titles and positions, closely following the requirements of the tasks.

The personnel policy is fully and promptly implemented. The work of selecting, arranging, using, appointing, and introducing candidates for leadership and management positions at all levels has many innovations; timely dismissing and replacing disciplined cadres, those with limited capacity, and those with reduced prestige according to the motto "some in, some out"; "some up, some down." The work of managing cadres is increasingly disciplined and strict, tightening discipline, promoting responsibility, and controlling power. The work of protecting internal politics is carried out seriously and effectively, contributing to protecting the regime and ensuring political security.

Timely advise on perfecting key leadership positions of the Party, State, agencies and units with strict, democratic, objective, and regulated processes and methods, right people, right jobs, clearly affirming steadfast political will, steadfastness, solidarity, wisdom, intelligence and high unity in the Politburo, Secretariat and Central Executive Committee.

The entire sector has advised on the drastic, active, comprehensive and effective implementation of resolutions on Party building and rectification, and the building of the political system; in which, promptly advising on the early summary of Resolution No. 18-NQ/TW of the Central Executive Committee, rearranging the organizational apparatus, streamlining the payroll associated with restructuring the team of cadres, civil servants and public employees with the highest sense of urgency and determination, creating high consensus and unity among cadres and party members, from the Central to the local level. Reviewing, supplementing and perfecting functions, tasks, powers and working relationships; strengthening decentralization and delegation of powers along with inspection, supervision and control of power.

The work of consolidating and building grassroots party organizations and improving the quality of party members has been directed with attention and achieved some positive results. The work of developing new party members has achieved positive results; the annual rate of developing new party members nationwide has basically reached 3% of the total number of party members. The leadership capacity and fighting strength of grassroots party organizations have been improved. Focus has been placed on building a contingent of cadres and party members in the Party building and organization sector who are steadfast in political ideology, have good moral qualities, and a serious and scientific working style, meeting the requirements of the new period. Actively innovating working methods, styles, and manners; coordinating and advising on the implementation of tasks has achieved positive results, quality, and efficiency.

Based on the achieved results and from the reality that sets higher requirements for the work of organizing and building the Party, building the political system, preparing the country to enter a new era, an era of national development, next year and the following period, the entire Party organization and building sector determined to continue to innovate, make efforts, and be highly determined to complete 10 groups of tasks, solutions and 3 strategic breakthrough solutions on Party building work in the Resolution of the 13th National Party Congress. In particular, the entire sector focused on advising on the development and implementation of the 2025 Work Program to ensure progress and quality associated with the preparation and successful organization of Party Congresses at all levels towards the 14th National Party Congress; strengthening internal political protection, promoting propaganda, summarizing practices, and scientific research on Party organization and building with the consistent spirit of continuing to build a clean and strong Party organization and building sector.

In their speeches at the Conference, many delegates shared their practical experiences in Party building work at localities, ministries and branches. The delegates emphasized the importance of building a team of cadres doing Party building work with strong political will, raising awareness of self-training in qualities, ethics, being exemplary, objective, impartial, competent, meeting the requirements of the task.../.
