2023 is an important year for Ho Chi Minh City when the National Assembly issued Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. Ho Chi Minh City identified the implementation of Resolution No. 98/2023/QH15 as an important task of the entire political system of the City. The Standing Committee of the City People's Council proactively advised and prepared plans to implement Resolution No. 98/2023/QH15 as soon as the National Assembly passed it, in order to soon bring the Resolution into the lives of the City's people.
The City People's Council issued specialized Resolutions to institutionalize and specify specific mechanisms and policies according to assigned authority and tasks, and at the same time, organized supervision of the implementation of the Resolutions... In 2023, the City People's Council held 5 sessions and discussed and passed 249 Resolutions; including 2 Resolutions on the organization of the administrative apparatus of Thu Duc city to meet the urgent requirements of the city's socio-economic development and accelerate the implementation of Resolution No. 98/2023/QH15 of the National Assembly.
It can be said that the adoption and implementation of the Resolutions of the City People's Council to implement Resolution No. 98/2023/QH15 is an extremely effective lever for the City to take advantage of opportunities for rapid and sustainable development, bringing practical results immediately after implementation. Specific mechanisms and policies are gradually promoting practical value, the City's leaders have been and are continuing to focus on implementing the contents to bring the mechanisms and policies into life to serve the people and businesses.
In the coming time, to effectively implement Resolution No. 98/2023/QH15, the Standing Committee of the City People's Council will continue to work with the City People's Committee to continue coordinating with relevant departments, ministries and branches to accelerate the work of advising on the issuance of Government decrees and circulars guiding the implementation of Resolution No. 98/2023/QH15 in order to promptly specify the mechanisms and policies assigned by the National Assembly to the Government and ministries and branches to prescribe.

Coordinate and share good experiences and valuable lessons
In 2024, the agencies including the National Assembly Delegation, the Standing Committee of the People's Council, the Provincial People's Committee and the Vietnam Fatherland Front Committee of Nghe An province agreed to sign a four-party coordination charter. The coordination work was carried out well; in which, good experiences and valuable lessons from the National Assembly Session were communicated by the Provincial National Assembly Delegation to the Standing Committee of the Provincial People's Council to study and learn from the sessions of the Provincial People's Council. The meetings of the Standing Committee of the Provincial People's Council were attended by the leaders of the Provincial National Assembly Delegation. Coordination work in law-making activities before the National Assembly Session, in which the National Assembly Delegation organized conferences to collect comments on draft laws, inviting the Standing Committee of the Provincial People's Council and the Provincial People's Council committees to attend.
Regarding coordination in monitoring activities, the Provincial National Assembly Delegation has developed its monitoring program, clearly defining the content of the monitoring topic from the beginning of the year. The Standing Committee of the People's Council and the Provincial National Assembly Delegation have agreed to coordinate monitoring activities to avoid overlapping content and reasonably allocate monitoring time and location.
For urgent issues that voters have repeatedly raised but have not been resolved or have not been thoroughly resolved, the National Assembly Delegation and the Provincial People's Council Standing Committee coordinated to organize supervision and surveys to collect information, and worked with the Provincial People's Committee to clearly determine the responsibilities and authority to resolve them. Therefore, some urgent recommendations from voters that have lasted for many years have now been addressed.

Monitoring creates strong changes in policy implementation
In 2023, the Provincial People's Council has clearly promoted its role and authority in performing the function of deciding on important and urgent issues in the locality. With 4 sessions, the Central and Provincial Party Committee's policies have been promptly concretized into 68 resolutions, which are practical and feasible solutions, mechanisms and policies, meeting the requirements of comprehensive socio-economic development of the province.
In addition, the Provincial People's Council has effectively promoted its supervisory function, contributing to creating strong changes in the implementation of policies and laws, improving the effectiveness and efficiency of state management in the locality. During the year, the People's Council, the Standing Committee, the Committees, and the Delegation Groups of the Provincial People's Council of Quang Ninh province conducted 7 thematic supervisions on the implementation of the Resolutions of the Provincial People's Council. At the same time, 32 regular and unscheduled supervisions and surveys were carried out with focus and key points, promptly providing information for the general leadership, direction, and administration of the province to serve the review of the contents submitted to the session.
The supervision activities of the Provincial People's Council have had positive impacts on ensuring law enforcement, contributing to practicing thrift, preventing corruption, negativity, waste, and group interests, contributing to the comprehensive socio-economic development of the province, and creating increasing trust among the people.

Improving questioning skills for People's Council delegates
In order to direct the People's Council Delegation Groups to strengthen their supervision activities, the Standing Committee of the Provincial People's Council has continued to direct the People's Council Delegation Groups to seriously and effectively implement Resolution No. 594/NQ-UBTVQH15 dated September 12, 2022 of the National Assembly Standing Committee. Strengthen inspection, monitoring, and urging to overcome the limitations and shortcomings recommended through supervision; continue to re-supervise or bring those contents to question at the regular session of the People's Council to clarify responsibilities.
Along with that, direct the implementation of good preparation of questioning content, issues that need to be focused on discussion, focusing on major, prominent issues that people are interested in. In particular, review and synthesize carefully the implementation of previous questioning and explanation conclusions to clarify the responsibilities of heads of units and the performance of duties of relevant agencies.
Notably, the Standing Committee of the People's Council regularly organizes training and experience exchanges to raise awareness of authority, responsibility as well as discussion, questioning and explanation skills for People's Council delegates, avoiding the delegates' fear of conflict.
In addition, the Standing Committee of the Provincial People's Council also focuses on directing the Provincial People's Council Delegation Groups and Provincial People's Council Delegates to improve the quality of synthesizing and classifying voters' petitions. Strengthening the monitoring and supervision of competent agencies in responding to and resolving voters' petitions; improving the capacity and responsibility of members of the monitoring delegation in the monitoring activities of the Provincial People's Council Delegation Groups and Provincial People's Council Delegates.
