On June 14, the Provincial People's Committee held a conference to provide comments on draft reports, submissions, and resolutions to be submitted at the 2023 mid-year regular session of the 15th Provincial People's Council. Comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the conference. Also attending the conference were leaders of relevant departments, branches, and sectors; representatives of the Provincial People's Council Committees.
At the conference, delegates listened to and commented on 5 draft reports to be submitted to the People's Council for consideration, including: Report on the results of anti-corruption work in the first 6 months of 2023, directions and tasks for the last 6 months of 2023; Report on the results of citizen reception and handling of complaints and denunciations in the first 6 months of the year, directions and tasks for the last 6 months of 2023; Report on the implementation of State budget revenue and expenditure tasks in the first 6 months of the year; directions and tasks for State budget revenue and expenditure in the last 6 months of 2023; Report on the use of Provincial Budget Reserves and the Provincial Financial Reserve Fund in the first 6 months of 2023; Report on thrift practice and waste prevention in the first 6 months of the year, tasks for the last 6 months of 2023.
Delegates also gave their opinions on 6 draft reports and resolutions, including: Resolution amending and supplementing a number of resolutions of the Provincial People's Council promulgating the Regulations on collection, exemption, reduction, collection, payment, management and use of fees and charges in Ninh Binh province; Resolution stipulating a number of policies to support tourism development in Ninh Binh province in the period of 2023-2030; Resolution stipulating the level of funding allocation for the work of building and perfecting the system of legal documents; expenditure levels to ensure the work of inspection, handling and reviewing, systematizing legal documents in Ninh Binh province; Resolution on amending and supplementing a number of provisions of Resolution No. 32/2022/NQ-HDND dated July 15, 2022 of the Ninh Binh Provincial People's Council stipulating policies to support the development of agricultural and rural economy in Ninh Binh province in the period of 2022-2025; Resolution amending and supplementing a number of articles of the regulations on the allocation norms of the regular expenditure estimates of the local budget of Ninh Binh province in 2022, issued together with Resolution No. 113/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council; Resolution on amending and supplementing a number of contents of the Land Price List for the period 2020-2024 in Ninh Binh province, issued together with Resolution No. 59/2019/NQ-HDND dated December 6, 2019 of the Provincial People's Council.
With a spirit of frank and responsible exchange, the delegates basically agreed and agreed on the draft reports, submissions and resolutions to be submitted at the upcoming Provincial People's Council meeting. The delegates also said that the contents presented for comments at the conference were very important, facilitating the socio-economic development process and people's lives in the province.
At the same time, delegates participated in discussions and clarified the legal basis, authority, order and procedures to ensure the issuance of documents in accordance with the provisions of law.
Delegates also contributed opinions and clarified a number of issues related to the allocation of resources and policies to support tourism development in the province; amendments to entrance fees at some tourist areas; fees for appraisal and issuance of land use right certificates; collection levels of fees and charges in performing administrative procedures through online public services, etc.
Concluding the conference, comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee highly appreciated the opinions of the delegates and discussed and clarified some contents related to the above draft documents.
He requested that the departments and branches assigned to preside over the drafting of reports, submissions, and resolutions should absorb and synthesize the opinions of delegates at the conference for consideration, supplementation, and completion before submitting them to the regular mid-2023 session of the 15th Provincial People's Council to ensure feasibility.
