In an analysis article titled “Samdech Thipadei Hun Manet’s official visit to Vietnam will bring great benefits to the people” on Cambodia’s Domrey News website, researcher Uch Leang said that the upcoming trip to Vietnam is the second official foreign visit since Samdech Thipadei took office as Prime Minister of the Kingdom of Cambodia in late August 2023.
The article was published ahead of the official visit to Vietnam by Cambodian Prime Minister Samdech Thipadei Hun Manet on December 11-12, in which scholar Uch Leang, Deputy Director of the Department of Asian-African and Middle Eastern Studies, Institute of International Relations, Royal Academy of Cambodia (RAC), highly appreciated the significance and importance of the trip, saying that this visit will bring great benefits to the Cambodian people, as well as the people of the two countries.
According to this scholar, this is a visit of great significance to further strengthen the good relationship between Cambodia and Vietnam in the spirit of "Good neighborliness, traditional friendship, comprehensive cooperation, long-term sustainability" which has always been preserved and nurtured, even in the context of Cambodia changing to a new generation of leaders.
The RAC researcher noted that this was confirmed before the upcoming official visit, and cited a series of high-level meetings between Prime Minister Hun Manet and Vietnamese leaders at regional and international forums in recent times.
These included a meeting and breakfast with Prime Minister Pham Minh Chinh, according to the traditional practice between the leaders of Cambodia, Laos and Vietnam, on September 5 in Jakarta (Indonesia), on the occasion of the 43rd ASEAN Summit; a meeting with President Vo Van Thuong on October 18 in Beijing (China) when they attended the 3rd Belt and Road Forum; as well as a meeting on October 20 with the Vietnamese Prime Minister on the occasion of attending the ASEAN - Gulf Cooperation Council Summit in Riyadh, Saudi Arabia.
At the meetings, Cambodian Prime Minister Hun Manet expressed his delight at the development of bilateral relations in all areas. In particular, bilateral trade turnover and the number of tourists between the two countries have grown steadily, while the fields of defense and human resource training have also seen many closely linked activities.
Prime Minister Hun Manet and Vietnamese leaders discussed many other important issues, including the early promotion of agreements to pave the way for connecting the Cambodian expressway (Phnom Penh-Bavet) with the Vietnamese expressway (Moc Bai-Ho Chi Minh City), facilitating trade and tourism activities between the two countries.
For his part, President Vo Van Thuong congratulated Samdech Thipadei on being trusted to hold the position of leader of the Royal Government for the new term, expressing his belief that under the leadership of Prime Minister Hun Manet, Cambodia will successfully implement all policies set out within the national and international framework; at the same time, affirming that Vietnam always maintains friendly relations and close cooperation with Cambodia, for the common interests of the two nations and peoples.
Meanwhile, Prime Minister Pham Minh Chinh highly appreciated the leadership role of Prime Minister Hun Manet in recent times, Cambodia has achieved remarkable stability and development in all fields. The two Prime Ministers also agreed to highly appreciate the progress and development of bilateral cooperation in all fields and at all levels.
In particular, the Vietnamese Prime Minister affirmed his support for Samdech Thipadei's initiative on trilateral tourism cooperation between Cambodia, Laos and Vietnam under the slogan "Three countries, one destination", as well as projects connecting the Phnom Penh-Bavet and Bavet-Ho Chi Minh City expressways and railways.
Researcher Uch Leang also mentioned the content of the meeting between Prime Minister Hun Manet and Vietnamese Ambassador to Cambodia Nguyen Huy Tang on October 11 at the Peace Palace in Phnom Penh. Accordingly, at the meeting, the Cambodian Prime Minister welcomed and said that the presence of the Vietnamese Ambassador at this time was an opportunity for the two sides to discuss continuing to strengthen and expand cooperation in the historical relationship between Cambodia and Vietnam.
For his part, Ambassador Nguyen Huy Tang expressed his delight at the continuous development of Cambodia-Vietnam bilateral relations in all fields in recent times, and affirmed that the Vietnamese Government is committed to expanding existing areas of cooperation at all levels, especially in the fields of trade, tourism, defense, security, as well as continuing to expand cooperation in other potential areas.
The article cited a press release issued on November 7 by the Cambodian Ministry of Foreign Affairs and International Cooperation, introducing the schedule of Prime Minister Hun Manet's visit to Vietnam, and stating that Samdech Thipadei's upcoming official visit to Vietnam will further deepen the long-standing relationship between the two countries and the close cooperation in the fields of politics, security, economy, culture and society.
According to scholar Uch Leang, through Prime Minister Hun Manet's upcoming visit to Vietnam, the traditional friendship between Cambodia and Vietnam will continue to be nurtured at the government and leadership levels, among the people and youth, in the spirit of the relationship of "Good neighborliness, traditional friendship, comprehensive cooperation, long-term sustainability" between the two countries, for the benefit of the people of the two countries.
Thereby, helping Cambodia gradually move forward on the basis of implementing the Royal Government's Phase 1 Pentagram Strategy, in which the human factor is identified as the number one priority, followed by the fields of roads, clean water, electricity and technology, to promote the country's economic growth in line with the medium and long-term vision, towards the goal of making Cambodia an upper-middle-income country by 2030 and a high-income country by 2050.
