Impressive Highlights
The year 2024 has passed. Looking back on a journey, we can see that the efforts and attempts have been rewarded when the district's economy continues to maintain a fairly high growth rate in the context of many difficulties and challenges. The scale of the district's production value remains ranked 4th in the province and tops the district level (after Nghi Son town, Thanh Hoa city and Bim Son town).
Total budget revenue reached 3,378 billion VND, reaching 187.5% of the plan assigned by the province, of which the State budget revenue in the area reached 2,227 billion VND. Per capita income ranked 5th in the province and 2nd at the district level. The agricultural sector remained stable and effective. The industrial, tourism and service sectors have seen many improvements. There are currently 147 enterprises operating in the industrial sector in the area, including 27 enterprises in the textile, garment and footwear sectors, creating stable jobs for nearly 30,000 workers. In particular, the district's attraction of development investment capital is ranked 4th in the province. Total mobilized investment capital in the area reached over 8,100 billion VND, an increase of 5.8% over the same period (budget capital accounted for 19.5%; enterprise capital accounted for 28.7%; capital from residents and other economic sectors accounted for 51.8%).
2024 is also an important milestone for the district when the Prime Minister approved the task of the General Urban Planning of Hoang Hoa until 2045. This is also the year that the Prime Minister approved the investment policy, and at the same time approved the investor of the Project to build and operate the infrastructure of the WHA Smart Technology Industrial Park - Thanh Hoa with a scale of 178.51 hectares, with a total investment capital of 55 million USD (equivalent to 1,320 billion VND). The project is implemented in the communes of Hoang Quy, Hoang Quy, Hoang Xuyen and Hoang Cat. These are important documents, serving as a legal basis for the gradual development of Hoang Hoa district, from the leadership, direction and operation of the entire political system as well as the expectations and hopes of the people.
The development achievements of Hoang Hoa in recent years have affirmed many meaningful values, not only recognizing the tireless efforts of the local cadres, party members and people, but also showing great potential, opening up a period of acceleration and development when there are correct policies and solutions, arousing the spirit of solidarity, trust and potential among the people. The Standing Committee and the Executive Committee of the District Party Committee have persistently implemented solutions, made adjustments in policies, prioritized investment in dynamic areas, promoted development, and paid attention to areas with difficult conditions and few advantages. The locality has closely followed the strategic breakthroughs set out at the 27th District Party Congress, term 2020-2025, focusing on developing a synchronous technical infrastructure system in the direction of urbanization, especially inter-regional and connecting traffic infrastructure; planning and forming industrial parks and clusters; Strongly improve the business investment environment, carry out well the work of site clearance; develop human resources... The "sweet fruit" is that the economic - social infrastructure is increasingly completed in the direction of urbanization. Many important traffic routes have been formed, creating a "network" connecting developed areas. In particular, in the district, there are more than 50km of urban roads with 4 lanes or more with synchronous technical infrastructure, such as: Road from National Highway 1A to Gong intersection; Quy - Xuyen; Thinh - Dong; Kim - Quy... Some large projects with spillover effects have come into operation such as "Flamingo Linh Truong Eco-tourism and Resort Project"; industrial parks and clusters are planned and invested in infrastructure, which are favorable conditions to attract investment.
Steadfastly create breakthroughs
Thanh Hoa province planning for the period 2021-2030, with a vision to 2045, orients Hoang Hoa to be the gateway town of the inter-district region No. 1 - the central inter-district region. Decision No. 485/QD-TTg dated June 10, 2024 of the Prime Minister on approving the task of the Hoang Hoa urban master plan to 2045 has set the goal that by 2030, Hoang Hoa will be built and developed into a town, a type IV urban area, promoting the development of industry - handicrafts; tourism, trade services, agriculture - aquaculture; with a synchronous and modern socio-economic infrastructure.
The development orientation to become a coastal town is both a goal and a challenge. The important thing in the short and long term is that the district must continue to focus on improving the leadership and direction of Party committees and authorities, especially the leaders, in urban development work. Strengthen propaganda work, raise awareness for cadres, party members, civil servants, public employees and people in the area, create consensus in the whole district on building and developing rural urbanization associated with striving to complete the goal of building advanced new rural areas and model new rural areas. Party committees and authorities of communes must continue to review and adjust the content of programs and implementation plans, ensuring that they are suitable to the situation, and set out specific roadmaps and tasks in each locality and unit. It is necessary to pay attention to improving the quality of cultural and social activities; focus on solving pressing issues, and at the same time effectively implement social security policies.
To develop the urban area, Hoang Hoa needs to solve major problems in effectively promoting human resources, resources from enterprises, promoting potentials and strengths to attract investment in industrial development, creating new driving forces to promote growth. Regularly monitor and grasp the production and business situation to promptly remove difficulties and obstacles, create favorable conditions to improve the efficiency and competitiveness of existing enterprises and industrial production establishments; speed up the implementation of ongoing industrial projects, put them into operation soon to increase industrial production capacity in 2025.
In the New Rural Construction, implement democratic regulations well, promote the strength of solidarity among the people, strive to build 20 more villages meeting the criteria of a model new rural area, 7 communes meeting the criteria of an advanced new rural area, 4 communes meeting the criteria of a model new rural area by 2025. Mobilize maximum legal resources to invest in the construction of projects, technical infrastructure works, social infrastructure, improve the material and spiritual life of the people.
With great orientations, potentials, strengths and favorable factors of time, place and people, Hoang Hoa district has high determination, great efforts, puts responsibility and affection in every decision and action, firmly realizing the aspiration of becoming a town before 2030.
