Attending the conference at the Tuyen Quang province bridge were comrade Nguyen Manh Tuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of the departments of agriculture and rural development, finance, natural resources, planning and investment; leaders of Yen Son, Son Duong, Ham Yen districts, Tuyen Quang city and leaders of forestry companies and tea companies in the province.

The Ministry of Agriculture and Rural Development has appraised and submitted to the Prime Minister 41 plans for rearranging, innovating, and improving the operational efficiency of local agricultural and forestry companies, corporations, and general agricultural and forestry companies with 6 rearranging and innovating models: Restructuring and maintaining the model of 100% state-owned LLCs performing production and business tasks at 16 forestry companies and 3 forestry companies; restructuring and maintaining the model of 100% state-owned LLCs performing production and providing public services at 61 forestry companies.
Equitize 71 agricultural companies and 30 forestry companies; convert 18 agricultural companies and 20 forestry companies into limited liability companies with two or more members; convert 5 forestry companies into forest management boards operating under a revenue-generating public service mechanism; dissolve 12 agricultural companies and 16 forestry companies.
By April 2024, 161/256 (63%) agricultural and forestry companies had completed restructuring and conversion in 31 localities, 3 corporations, general companies and units under the Ministry of National Defense, including: 76 companies restructured, maintaining the model of a State-owned LLC holding 100% of charter capital; 54 companies equitized; 22 companies converted into LLCs with two or more members; 3 companies converted into forest management boards; 6 companies dissolved.
There are still 95 agricultural and forestry companies that have not completed the arrangement and renovation according to the approved plan and have not had their plans approved in 24 provinces, cities and 2 corporations.
At the conference, delegates expressed their opinions to clarify the causes and obstacles in the implementation of restructuring and innovation in some agricultural and forestry companies in localities such as financial issues, land, capital, etc.
Concluding the conference, Deputy Prime Minister Le Minh Khai, Head of the Steering Committee for Innovation and Development of Agricultural and Forestry Companies, requested the Ministry of Agriculture and Rural Development, relevant localities, ministries and branches to urgently submit to competent authorities for consideration and decision on a mechanism to support dissolved and insolvent forestry companies; supplement charter capital for agricultural and forestry companies that are 100% state-owned LLCs as prescribed in Decree No. 04/2024/ND-CP.
The Ministry of Natural Resources and Environment has completed the review, measurement, marking, issuance of land use right certificates, and definitive resolution of disputes, encroachment, and improper use of land. The People's Committees of provinces and cities have completed the approval of land use plans for local and central agricultural and forestry companies in their areas; completed the reception and development of plans for the use of land areas handed over by agricultural and forestry companies to local management, and definitively resolved disputes over land encroachment at agricultural and forestry companies.
At the same time, develop a plan for arrangement, adjustment plan, and continued arrangement plan and send it to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister for approval before June 2024.
