This morning, November 25, Acting Chairman of the Provincial People's Committee Ha Sy Dong and Vice Chairman of the Provincial People's Committee Le Duc Tien chaired a meeting with Nam Tien Company Limited and Phonsack Vietnam Company Limited to complete a number of procedures related to investment projects in Quang Tri province.

A representative of Nam Tien Company Limited said that the company is currently implementing 3 projects including: Building a coal conveyor belt from Laos to Vietnam via La Lay International Border Gate; Warehouse for goods in A Deng village, A Ngo commune, Dakrong district; Dredging and clearing the flow of Dakrong river combined with collecting sand and gravel for common construction materials.
In addition to the work related to the projects implemented in the past, the company proposed to resolve some problems.
Regarding the project of building a coal conveyor belt from Laos to Vietnam through La Lay International Border Gate, the Provincial People's Committee is requested to direct relevant units to promptly approve the dossier for changing the purpose of forest use.
Regarding the A Deng Village Goods Warehouse Project, A Ngo Commune, Dakrong District, it is recommended that the Provincial People's Committee continue to urge and direct the Dakrong District People's Committee to speed up the appraisal and approval of the A Ngo Commune planning so that the company can carry out the next steps to ensure the project's progress.
Regarding the Dakrong River dredging project combined with the collection of sand and gravel for common construction materials, we propose that the Provincial People's Committee allow the unit to survey and explore to have a basis for assessment before implementing the project.
Phonsack Vietnam Co., Ltd. is implementing the following projects: Specialized Port, Warehouse Project at My Thuy Port. For these projects, the company proposes that the Provincial People's Committee work with the Ministry of Transport and the Vietnam Maritime Administration to consider and approve the addition of the My Thuy coal specialized port planning to the 2030 planning period so that investors have a basis for early implementation. As for the warehouse project, because this is a project with a very large scope, the implementation process takes a lot of time and costs, it is therefore proposed that the Provincial People's Committee consider and decide to allow the unit to research the new project to have a basis for implementation.
For the investment project to build National Highway 15D from National Highway 1 to the West branch of Ho Chi Minh Road (under the PPP investment form), the current problem is related to the procedures for changing the purpose of forest use.
A representative of Phonsack Vietnam Co., Ltd. also informed that the design consultant is currently researching and preparing a proposal for a coal conveyor line from A Deng village, A Ngo commune, Dakrong district to My Thuy seaport.
Based on the comments of Vice Chairman of the Provincial People's Committee Le Duc Tien, representatives of relevant departments, branches and localities, concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong emphasized: In the past time, under the direction of the Provincial Party Committee and the Provincial People's Committee, the projects have been actively implemented. However, compared to the requirements, the progress is still slow, there are still many problems related to legal procedures.
Regarding the proposals of the enterprise, the Chairman of the Provincial People's Committee basically agreed in principle. In the immediate future, the investor is requested to have a written agreement on the design of the 99-meter conveyor bridge intersecting the Vietnam - Laos border from the Lao Ministry of Industry and Trade to have a basis for approving the project's feasibility study report.
To promptly remove difficulties and obstacles in project implementation, it is recommended that departments, branches and localities be more active in guiding and supporting businesses in completing legal procedures.
Regarding the procedures for converting forest use purposes to implement projects, the Department of Agriculture and Rural Development is requested to promptly complete the documents.
The Department of Transport shall preside over and coordinate with the Provincial Economic Zone Management Board and investors to complete procedures for submitting to the Maritime Administration and the Ministry of Transport for approval of the specialized port planning, land allocation to implement the Warehouse project at My Thuy port, ensuring completion of procedures for early commencement of the project.
