At a press conference on the socio-economic situation on August 22, the Ho Chi Minh City Department of Information and Communications said it was coordinating with the authorities to invite Miss Phuong Le to work on the act of livestreaming a parody of the National Anthem.

"We will take legal measures to handle cases related to Ms. Le Thi Hau Phuong," said a representative of the Department.
According to the Department of Information and Communications of Ho Chi Minh City, the use of the National Anthem has been guided in writing by the Ministry of Culture, Sports and Tourism. The National Anthem is used in flag-raising ceremonies at state offices, schools, political ceremonies of the country, organizations, national festivals, and state and international sporting events.
Using the National Anthem in violation of the instructions may result in criminal prosecution. Article 351 of the 2015 Penal Code stipulates the crime of Insulting the National Flag, National Emblem, or National Anthem: "Anyone who intentionally insults the National Flag, National Emblem, or National Anthem shall be subject to a warning, non-custodial reform for up to three years, or imprisonment from 6 months to 3 years." There are no specific penalties for this act in the field of administrative violations.
In a recent livestream, Miss Phuong Le deliberately changed the lyrics of the National Anthem. The incident is being heavily criticized by the community.
Phuong Le was born in 1979, from Tra Vinh, known for winning the 2016 Miss Vietnamese Businesswoman World. In 2017, Phuong Le was crowned Mrs. World Peace.
In addition to opening a dental clinic, real estate business, hotels, resorts, office rentals... Phuong Le is also a food vlogger. She has her own YouTube channel, regularly making videos showing off her cooking skills of specialties from the Southwest region. In her personal life, Phuong Le had a broken marriage in 2022, is currently a single mother with three daughters.
