Authorities unanimously decided to administratively sanction beauty queen Phuong Le for changing the lyrics of the national anthem during a livestream on social media.

On August 27, the Department of Information and Communications of Ho Chi Minh City, the Department of Internal Political Security (PA03) under the Ho Chi Minh City Police, and the Department of Culture and Sports of Ho Chi Minh City worked with Ms. Le Thi Hau Phuong (Miss Phuong Le) about the provision of information on social media accounts. At the meeting, Phuong Le said that while being attacked by anti-fans, she acted impulsively while livestreaming without thinking or prior intention to change the lyrics of the National Anthem. Realizing that this was inappropriate, she removed the video and posted an apology on her personal page on August 16. The authorities considered the factors of purpose, motive, content, awareness of the violation and attitude of Ms. Phuong Le and unanimously decided to impose an administrative penalty for the act of distorting a work that harms the honor and reputation of the author as prescribed in Clause 2, Article 10 of Decree 131/2013/ND-CP dated October 16, 2013 of the Government regulating administrative penalties for violations of copyright and related rights. In addition, the Department of Information and Communications of Ho Chi Minh City also fined Ms. Phuong Le for the act of providing and sharing information that is not in accordance with the national traditions and customs as prescribed in Point b, Clause 1, Article 101 of Decree 15/2020/ND-CP dated February 3, 2020 of the Government regulating administrative penalties for violations in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions. According to the provisions of Clause 2, Article 10 of Decree 131/2013/ND-CP dated October 16, 2013 of the Government, a fine of VND 5 million to VND 10 million shall be imposed for the act of distorting a work that harms the honor and reputation of the author. The provisions of Point b, Clause 1, Article 101 of Decree 15/2020/ND-CP dated February 3, 2020 of the Government, a fine of VND 10 million to VND 20 million shall be imposed. The Department also requested that if Ms. Phuong Le re-offends or continues to commit administrative violations, the Department of Information and Communications will coordinate with the City Police and relevant agencies to consider handling aggravating circumstances according to regulations.
Previously, on August 14, Ms. Phuong Le livestreamed on social media accounts. During the livestream, she changed the lyrics of the National Anthem ( Tien Quan Ca ), causing many mixed reactions on social media. After that, Phuong Le apologized to the audience on her personal page for the mixed reactions when she sang the National Anthem with a joking attitude. She wrote: "First of all, let Phuong Le apologize to everyone if Phuong Le's words have caused misunderstanding, upset and discomfort". At the same time, Phuong Le affirmed: "I did not change the lyrics or insult the National Anthem . For a long time, Phuong Le, like every Vietnamese person, has been proud and moved when singing the sacred National Anthem , as well as aware that changing and changing the lyrics is an unacceptable act". However, many viewers did not accept Phuong Le's apology.
