Support farmers to accumulate land

In order to support farmers in accumulating land to form large-scale concentrated production areas, in recent times, farmers' associations at all levels in the province have promoted emulation movements associated with the implementation of resolutions on supporting land accumulation and concentration. Thereby, large-scale model fields and modern agricultural models in the direction of concentration and large scale have been gradually formed, contributing to improving the lives of farmers.

Mr. Bui Van Trac, a farmer member of Viet Thuan commune (Vu Thu) invested in building a drying kiln to improve production efficiency.

Mr. Le Hong Son, Chairman of the Provincial Farmers' Association, said: In the past time, the Standing Committee of the Provincial Farmers' Association has developed a plan, directed the organization to thoroughly grasp and disseminate in a timely and complete manner the contents of Resolution No. 29/2021/NQ-HDND, dated December 10, 2021 of the Provincial People's Council promulgating regulations on mechanisms and policies to support land accumulation and concentration, purchase of transplanters, and drying equipment systems to serve agricultural production in the province for the period 2021 - 2025; Resolution No. 08/2023/NQ-HDND, dated July 12, 2023 of the Provincial People's Council promulgating regulations on mechanisms and policies to support land accumulation and concentration to develop the agricultural economy of Thai Binh province for the period up to 2028 to cadres and farmer members in the province. Along with that, the Provincial Farmers' Association promotes propaganda and commends typical examples and effective models of cadres and farmer members in accumulating and concentrating land to develop agricultural production.

In recent years, farmers' associations at all levels have focused on propagating and mobilizing farmers to actively participate in land accumulation and concentration associated with crop restructuring, building advanced new rural areas, and model new rural areas. The association has coordinated to guide members to complete application documents for support and appraise documents to ensure the right subjects, in a timely and effective manner. Since the implementation of the resolutions, the area of ​​land accumulated and concentrated in localities in the province has increased significantly. Promotional activities, attracting businesses to invest in agriculture and production linkages have been promoted, contributing to the formation of many large-scale commodity production models, linking production according to value chains with high efficiency. By July 2023, the whole province had over 1,920 organizations, households, and individuals implementing land accumulation and concentration with a total area of ​​accumulation and concentration in crop production of over 8,045 hectares. In 2023, farmers' associations at all levels built 120 skillful mass mobilization models on land accumulation, including 98 collective models and 22 individual models. The accumulation and concentration of land for agricultural production has brought economic efficiency and reduced input costs thanks to the application of mechanization in large-scale production.

In 2012, thanks to the support and facilitation from the local government and the Farmers' Association, Mr. Bui Van Trac, Viet Thuan Commune (Vu Thu) boldly rented and borrowed 0.1ha of ineffective rice-growing land and fallow land from local people to invest in building a chicken and pig farm. After facing difficulties in raising livestock due to disease, Mr. Trac was determined to accumulate land for rice production.

Mr. Trac shared: Every year, I rent or borrow more rice fields from local people to expand the rice growing area. Up to now, I have about 10 hectares of rice growing varieties. To increase productivity and reduce labor, at the end of 2019, I invested over 300 million VND to build a rice drying oven with a maximum capacity of 18 tons/batch. In 2022, I will continue to invest nearly 1 billion VND to buy new machines for production. Currently, my family is operating 1 large harvester, 2 tillers and 2 transplanters. Thanks to accumulating a lot of land and applying science and technology, rice production is highly effective.

Successfully growing 2 rice crops in 2023, after deducting expenses, Mr. Trac earned a profit of 300 million VND. This spring crop alone, his family harvested 70 tons of rice. Along with that, he also created jobs for 15 regular and seasonal workers with an income of about 7 million VND/person/month.

As for Mr. Nguyen Huu Lam, An Dong commune (Quynh Phu), although he has only participated in land accumulation for more than 2 years, he has accumulated 36 hectares of fields in 3 communes: An Hiep, An Thai, An Cau for agricultural production. According to Mr. Lam, in the past, people abandoned their fields a lot, the fields were fallow for many years, and the grass grew as high as a person's head. Production is not easy, but Mr. Lam still boldly invested with the desire to "awaken" the fallow fields.

Mr. Lam shared: I have invested about 1 billion VND to buy machines for production. Because most of the fields are flooded, I invested about 100 million VND to build high banks and improve the irrigation and drainage system. I mainly grow BC15 and TBR225 rice varieties. In the 2023 crop, I harvested 1.7 - 1.8 quintals of rice per sao. In the near future, I hope to build an experiential tourism model for students to visit and learn about agriculture.

Farmer Nguyen Huu Lam, An Dong commune (Quynh Phu) invested in mechanization in production.

Mr. Pham Minh Tuan, Chairman of the Farmers' Association of An Dong Commune, said: In 2018, the land accumulation movement developed strongly. To support farmers in accumulating and concentrating land, the Farmers' Association of the commune has consulted with the Party Committee and the government to support households to rent and borrow uncultivated land from the people. The whole commune currently has 18 farmer members participating in land accumulation for agricultural production with a total accumulation area of ​​141 hectares. The members have developed a variety of models with 10 hectares of cassava; 3 hectares of chrysanthemum and chives; 10 hectares of corn and vegetables; 7 hectares of water caltrop and fish farming on semi-floating ponds. Along with that, in August 2023, the Farmers' Association of the commune established a medicinal plant growing cooperative in Dao Xa village, attracting 18 households to participate in planting 3 hectares of locust trees and initially showing positive results.

Mr. Le Hong Son, Chairman of the Provincial Farmers' Association, added: To improve the effectiveness of the movement of land accumulation and concentration among members, the Provincial Farmers' Association proposes and recommends to the Provincial People's Committee to continue directing the research, review, and adjustment of support mechanisms and policies according to Resolution No. 08/2023/NQ-HDND of the Provincial People's Council in accordance with the current production situation; direct to accelerate the progress of granting agricultural land use right certificates to farmers. At the same time, there are mechanisms and policies to support the construction of transport infrastructure, intra-field irrigation, canals, power lines, warehouses, etc. to meet the requirements of large-scale commodity production areas. Develop mechanisms and policies to attract large enterprises to invest in production linkages according to the value chain; have solutions to improve the operational capacity of cooperatives to meet the requirements of cooperation and production linkages. Along with that, continue to support training funding, transfer of science and technology, build OCOP products, VietGAP certification, growing area codes and promote and introduce products to farmers. Continue to have investment policies, support the construction and evaluation of the effectiveness of new, highly effective crop variety models, suitable for market demand for replication, linking production according to the value chain, helping farmers feel secure in investing in production.
