Solving the shortage of land and housing among ethnic minorities

With the implementation of Project 1 in the National Target Program 1719, Lai Chau province has focused on supporting residential land, housing, production land and domestic water for ethnic minorities. From there, it has contributed to stabilizing life, especially in difficult localities, remote areas in the province.

To effectively implement the National Target Program 1719, from the sustainable development orientation of the Lai Chau Provincial Party Committee and People's Committee, Project 1 on supporting residential land, housing, production land and domestic water for ethnic minorities and mountainous areas received consistent direction from the province to the grassroots. In addition, the departments, branches and sectors of the Fatherland Front in the province play a key role so that all resources and policies are deployed on target and achieve the highest efficiency.

In addition, Resolution No. 04/NQ-HDND dated April 17, 2024 of the Provincial People's Council on the allocation of central budget capital in 2024. Accordingly, the province allocated a total of more than 52 billion VND from central and local budget capital and mobilized social capital. Of which, Project 1 alone invested more than 4 billion VND to solve the shortage of residential land, housing, production land and domestic water for ethnic minorities and mountainous areas.

Of which, Lai Chau city alone was allocated 80 million VND for housing support; Tan Uyen district was allocated 120 million VND for housing support and 27 million VND for production land. Phong Tho district received the largest investment with more than 1.5 billion VND for housing support and more than 1.3 billion VND for production land support. Sin Ho district, where many households are in difficulty, was allocated 680 million VND for housing land support; 1.8 million VND for housing support, 15 million VND for production land and 697 million VND for centralized water supply. In particular, border districts such as Nam Nhun and Muong Te were provided with large capital support with the goal of helping people live stably.

In implementing Project 1, Lai Chau provincial departments and agencies undertake important tasks such as planning, allocating capital and supervising the implementation process. Specifically, the Department of Planning and Investment coordinates with the Department of Finance in allocating capital; the Department of Agriculture and Rural Development is in charge of projects supporting production land and domestic water; the Department of Construction supervises housing support programs.

By September 2024, Lai Chau province had disbursed more than VND 353 billion in 2024, reaching 32% of the annual plan. In total, from the beginning of the period to September 2024, the province had disbursed a total of VND 1,185 billion, reaching 65.5% of the medium-term plan.
