Livelihood support for the poor
Coming to the mountainous district of An Lao, traveling on straight concrete roads to remote villages, we could not help but be surprised to see the spacious and well-built houses surrounded by lush green orchards. An Vinh is one of the poor communes of An Lao district, with 98% of the population being Hre ethnic people. Since the end of 2022, thanks to the effective implementation of capital under Content No. 1 on Supporting the development of production according to the value chain (Sub-project 2, Project 3, National Target Program 1719), the People's Committee of the commune has supported cows and black pigs, creating livelihoods for many families.
The family of Mr. Dinh Van Nen (born in 1994, in village 7) is a poor household. In early 2023, he was supported with 3 black pigs worth 10 million VND. After nearly 8 months of raising pigs, the herd gave birth to the first litter of 11 piglets. After a short time, his family sold the breeding pigs and made a profit of about 15 million VND.
Mr. Nhen said: Currently, my family is raising a new herd of 8 black pigs. If we raise them properly and feed them well, they will give birth to about 2 litters a year. My family will have a good income, enough money to take care of the children's education and rotate new capital to rebuild and multiply the herd.
Dinh Van Khuya's family in village 4, An Dung commune has 4 members, including 2 children, one of whom is born deaf. In previous years, his family's life was very difficult, having forests but lacking capital for production. In 2018, Khuya boldly borrowed 40 million VND from the Social Policy Bank to take care of and expand 4 hectares of acacia plantation.
After 5 years, his family harvested acacia once. With capital to rotate, he continued to invest in buying a tractor to sow and plow for hire for people; opened a small grocery store for daily business. Thanks to his business skills, each year, his family earns nearly 80 million VND, pays off bank debt, and buys more items and means of life.
Eliminate the idea of not wanting to escape poverty
In the period from 2021-2024, An Lao district was allocated nearly 200 billion VND from the Central and the province from the National Target Program 1719 and sustainable poverty reduction. From this capital source, the district has invested in projects to complete inter-commune traffic infrastructure, serving people's lives, production, goods circulation, and socio-economic development. Thanks to that, the district's rural infrastructure is increasingly improved, the appearance of the countryside has changed clearly and spaciously.
Mr. Do Tung Lam, Vice Chairman of An Lao District People's Committee, said: From 2022 - 2023, implementing Content No. 1 on supporting production development according to the value chain (Sub-project 2, Project 3, National Target Program 1719), the District People's Committee has allocated nearly 6.1 billion VND to communes and towns to buy and support people with 35 buffaloes and cows for breeding, nearly 800 breeding pigs, 4,700 free-range chickens, 800 fruit seedlings... Since then, localities have implemented 80 projects and community models, supporting livelihoods for 1,000 households with conditions to develop production, moving towards escaping poverty.
According to the plan for the period of 2024-2025, An Lao district aims to reduce multidimensional poverty sustainably; limit re-poverty and poverty; support the poor to overcome the minimum living standard, access basic social services according to the national multidimensional poverty standards... By 2025, the district's poverty rate is expected to be below 6%.
In addition, it was determined that some of the reasons why people cannot escape poverty are due to lack of land for production, lack of capital for production, business or lack of labor. Therefore, in the period from 2024-2025, An Lao district will allocate land for production to 379 poor and near-poor households (An Vinh commune 374 households and An Toan 5 households) out of a total of 402 households lacking land, the remaining 23 households in the communes will be supported to change jobs and implement support for production development projects. Organize job introduction through mobile job counseling sessions for 586 workers in some main occupations such as garment, driving, electrician, restaurant service, motorbike repair...
According to Mr. Do Tung Lam, Vice Chairman of An Lao District People's Committee, although poverty reduction has achieved many remarkable results in recent years; however, in general, the lives of people in An Lao District still have many difficulties, the poverty rate is still high. But the biggest gain is that the mentality of not wanting to escape poverty has been eliminated. Ethnic minorities no longer have the mindset of waiting for support from the State, but have mobilized themselves, determined to do business to escape poverty and move towards becoming rich.
“In the coming time, the District People's Committee will accelerate the disbursement of capital for National Target Programs; focus resources and effectively invest in projects and works for comprehensive socio-economic development in ethnic minority areas; focus on job conversion, livelihood support for disadvantaged groups, increase income, stabilize people's lives; invest in infrastructure construction to try to gradually eliminate the gap with other localities...”, Mr. Lam added.
