With a proactive, urgent and decisive spirit, without waiting, Quang Ninh has soon made decisions on innovation, model arrangement, organization of training facilities, and political training at the provincial and district levels. Up to now, the model has brought about clear results, contributing to improving the quality of training and fostering cadres, successfully implementing the province's political tasks.
Nguyen Van Cu Cadre Training School is one of the first units in the province to reorganize its apparatus according to Project 25, Resolution No. 19-NQ/TU of the Provincial Party Committee. The school was established on the basis of merging 3 units, including: Nguyen Van Cu Political School, Provincial Center for Continuing Education and Cadre Training and Provincial Youth Union and Team Cadre Training School according to Decision No. 1798-QD/TU (dated January 5, 2015) of the Provincial Party Committee Standing Committee, restructuring the staff, building a roadmap to streamline the apparatus and staff.
Pursuant to Regulation No. 09-QDi/TW (dated November 13, 2018) of the Central Party Secretariat on the functions, tasks, and organizational structure of political schools of provinces and centrally-run cities and Regulation No. 04-QDi/TU (dated January 16, 2019) of the Provincial Party Standing Committee on the position, functions, tasks, organization, and structure of Nguyen Van Cu Cadre Training School, the school's organizational structure continues to be rearranged to ensure the model of 3 faculties and 2 departments as prescribed. Up to now, the whole school has reduced 3 focal points to 7 faculties, departments, and centers; reduced 25 staff, equal to 28.73% compared to 2015.
Principal of Nguyen Van Cu Cadre Training School Pham Thuy Duong said: The initial implementation of merging 3 training facilities of the province into one also encountered many difficulties and shortcomings, but up to now, the school has stabilized its organization and implemented activities according to the new model; overcoming overlaps and shortcomings in performing functions and tasks. All job positions have been arranged appropriately; teaching activities have become regular, the quality of the school's staff and lecturers has been significantly improved with more than 97% of lecturers having master's degrees.
With the spirit of solidarity, the efforts of the staff, lecturers and employees, Nguyen Van Cu Cadre Training School has been recognized as meeting level 1 standards. Following the direction of the Central Committee and the Standing Committee of the Provincial Party Committee on continuing to reorganize the apparatus, the Party Committee and the school have developed a resolution and issued a plan on reorganizing the apparatus and re-appointing cadres as a basis for implementation. In particular, focusing on building a team of civil servants with the courage, qualities, capacity and prestige equal to the task, meeting the requirements of smart management, actively contributing to the building of a team of cadres, improving the quality of human resources of the province, continuing to strive to soon reach level 2 standards according to the project objectives approved by the province.
Not only has the provincial political training institutions been consolidated, but the district level has also unified the position of head of the propaganda department and director of the political center. Specifically, 13/13 districts, towns and cities of the province have completed the implementation of the policy of head of the propaganda department and director of the district-level political center.
This policy has received positive feedback from localities, as well as high appreciation for its effectiveness in practice, enhancing the role of Party committees in political theory training at the grassroots level. The implementation of this policy has facilitated direction and administration, enhancing the leadership role of Party committees in political theory training and education for cadres and Party members at the grassroots level. Coordination in political training and education has been more favorable, and the role and responsibility of Party committees have been promoted.
Head of the District Party Committee's Propaganda Department, Director of the Binh Lieu District Political Center, Duong Ngoc Khoa, said: The implementation of the policy of the head of the propaganda department concurrently being the director of the district-level political center not only streamlines the apparatus, but also makes the implementation of tasks more convenient. The policies and directions of the Party Committee are understood and implemented by the head of the propaganda department, who is also the director of the political center, without having to go through an intermediary as before. Therefore, the work of orienting the activities of the Binh Lieu District Political Center in particular and other localities in the province is also more convenient, ensuring unity from leadership, direction to organization and implementation. In 2024, the Binh Lieu District Political Center coordinated to open 7 political theory training classes for candidates for party admission, new party members, a training class on Party work and 1 elementary political theory class with nearly 500 participants.
It can be said that the merger of agencies with parallel tasks at the provincial and district levels, including political training and fostering facilities, has created unity in leadership, direction, organization, implementation, and building of Nguyen Van Cu Cadre Training School as well as district-level political centers into "red addresses" for training and fostering cadres of the province and localities. Through this, it contributes to the task of building high-quality human resources to meet the requirements of socio-economic development of the province.
