On the morning of December 11, the 19th City People's Council, term 2021-2026, opened its 11th session - the regular session at the end of 2023. Attending the meeting were comrades: Nguyen Duc Toan, member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council; leaders of the Provincial People's Council, City Party Committee, People's Council, and People's Committee of Phu Ly City.
Taking place over 1.5 days, the Session will review and decide on a number of issues within its authority: Review and evaluate the results of the implementation of socio-economic development tasks in 2023, directions and tasks for socio-economic development in 2024. Estimated results of the implementation of the local State budget estimate in 2023, the city's local State budget estimate in 2024; Local defense work; Security and order assurance work; Inspection work, public reception and settlement of complaints and denunciations of citizens.
Review the report of the Standing Committee of the City People's Council on the results of the city in 2023, tasks in 2024; work reports of a number of sectors under the city's internal affairs sector; listen to the City Fatherland Front Committee announce on the work of the front participating in government building and summarizing voters' opinions and recommendations; listen to the City People's Committee and functional agencies report, respond to voters' opinions and recommendations and answer questions from City People's Council delegates.
Also at this session, the City People's Council will consider and decide on a number of important issues, such as: Socio-economic development tasks in 2024; State budget allocation estimates in 2024; adjustment of the State budget public investment plan in 2023... Investment policy for 11 projects in the city; City urban development program to 2030. In particular, the session will take a vote of confidence for positions elected by the City People's Council for 22 city officials. This is a particularly important monitoring method, demonstrating the City People's Council's recognition and assessment of the results of task performance, efforts and attempts since the beginning of the term until now of those who have been voted for confidence.
Speaking at the opening of the session, Comrade Nguyen Duc Toan, Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the People's Council of Phu Ly City, reviewed the socio-economic development situation of the city in 2023 in the context of mixed advantages and difficulties. With the determination and efforts of the entire political system, the City People's Committee has constantly innovated and improved the effectiveness of direction and administration, the city basically completed and exceeded the plan of 15/15 targets. Budget revenue exceeded 182.1% of the plan assigned by the province, exceeding 162.8% compared to the Resolution of the City People's Council.
Compared to 2022, total retail sales of goods and service revenue increased by 17.2%; industrial and handicraft production value increased by 9.5%; GRDP per capita increased by 12.4%, reaching 173.5 million VND/person/year. Urban planning and development management work has been focused on strengthening. The city has focused on directing the issuance of land use right certificates, compensation and site clearance, especially public investment projects, housing areas, urban areas, commercial centers, land auction areas, and resettlement. The fields of culture, society, national defense, security, anti-corruption, and negativity have achieved important results, social security has been ensured, and the material and spiritual life of the people has been increasingly improved.
On behalf of the Chairman of the session, Comrade Nguyen Duc Toan requested the City People's Council delegates to continue to promote their sense of responsibility, focus their intelligence, spend more time researching, discussing, and contributing many quality opinions to the session's contents, especially those with different opinions, so that the City People's Council can make correct decisions, close to the actual situation, meeting the trust, expectations, and hopes of voters and people.
For the leaders of the City People's Committee and heads of agencies according to their assigned functions and tasks, he requested them to proactively study the discussion opinions, clarify the issues that the City People's Council delegates are interested in; respond to voters' opinions and recommendations and answer questions from delegates about the contents mentioned frankly and clearly about the measures and completion time so that the People's Council delegates and voters can monitor and supervise the implementation.
