The Ho Chi Minh City Party Committee has just issued Directive No. 31-CT/TU on leadership and direction of the arrangement of district and commune-level administrative units in Ho Chi Minh City in the period of 2023 - 2030.
Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee requested Party committees at all levels, Party organizations, authorities, the Fatherland Front (VFF) and socio-political organizations to focus on leading, directing and effectively organizing the implementation of a number of contents.
In particular, thoroughly disseminate and propagate so that cadres, party members and people clearly understand the viewpoints, goals, principles and roadmap for the arrangement of administrative units at district and commune levels in the period of 2023 - 2030. At the same time, consider comprehensively, based on reality and related influencing factors, advantages, difficulties, and specific factors of Ho Chi Minh City. Do not carry out the arrangement to cause great disruption, affecting people's lives, the stability and development of the city.
Working groups of the Standing Committee of the City Party Committee direct, inspect, and supervise at the local level, directing districts, communes, and Thu Duc City to reorganize administrative units at the district and commune levels to ensure compliance with regulations, roadmaps, and practical situations.
The Directive also clearly states that the above agencies and units need to direct the review, assessment and advice on resolving the regime and policies for cadres and civil servants who cannot be assigned or reassigned to other jobs; resolve issues regarding assets, working offices... after the administrative unit arrangement in the 2019 - 2021 period.
In addition, arrange and consolidate the organizational structure of agencies and organizations after rearranging administrative units at district and commune levels, associated with promoting the implementation of streamlining the payroll, restructuring the staff, civil servants and public employees according to job positions; flexibly apply and implement policies for cadres, civil servants, public employees and workers in the local government sector.

Ho Chi Minh City requires that the arrangement does not cause major disruptions, affecting people's lives, the stability and development of the city.
The City People's Committee directs the Department of Home Affairs to receive, synthesize, and advise on handling issues related to the arrangement of administrative units at district and commune levels; promptly guide, update information, and take necessary measures to ensure synchronous and effective implementation of the arrangement, ensuring compliance with regulations and instructions of the Central Government and practical conditions of the locality.
The Party Delegation of the City People's Council leads and directs the City People's Council to promptly amend, supplement and issue documents within its authority to organize the implementation of the arrangement; consider and issue resolutions approving the arrangement policy according to the proposal of the City People's Committee and supervise the implementation process.
The Organizing Committee of the City Party Committee presides over reviewing, evaluating and advising on resolving the backlog of personnel work in the Party, Vietnam Fatherland Front and socio-political organizations in administrative units after the 2019-2021 reorganization; presides over advising the Standing Committee of the City Party Committee to appraise the overall plan and reorganization project of district and commune-level administrative units; guides the preparation for the congress for the 2025-2030 term for administrative units subject to reorganization; directs, guides and appraises the projects of the Thu Duc City Party Committee, district and county Party Committees on the arrangement and consolidation of the organizational apparatus, cadres, civil servants, public employees, workers and resolves the regime and policies for cases that cannot be arranged or reorganized...
