On December 27, a source from Dan Tri reporter said that the Hanoi City Police are continuing to clarify the case of a motorbike driver who blocked the Toyota Land Cruiser with license plate 80A of the Guard Command (sounding the horn and flashing lights, signaling that he was on duty), going into the opposite direction in Ba Dinh district.
According to the source, at the headquarters of Traffic Police Team No. 2, the motorcyclist said that because he saw a blue-plate car going in the opposite direction, he blocked the car and asked the driver to drive on the correct side of the road.

"In addition to handling and punishing the case of the motorbike driver who violated the law, the police and security agencies are continuing to investigate and clarify the motives and purposes of this man in order to continue taking measures to handle him," the source said.
According to the source, after initial verification of the identity, hometown and political ideology of the man on the motorbike, the police determined that this person was completely normal. However, the police are still clarifying some related details before making a final decision on handling and punishment.
As reported, on December 19, a clip was circulated on social media recording a scene of a motorbike blocking a Toyota Land Cruiser with blue license plate 80A, which was honking and flashing its lights, and going in the opposite direction in Ba Dinh district.
The clip shows the motorcyclist getting out of the car and approaching the driver’s seat of the Toyota to talk. He then pushes the motorbike in front of the car, forcing the 80A car to back up to the right side of the road.
The blue-plate car in the incident was confirmed to be a car of the Guard Command, on duty.
According to Article 22 of the Road Traffic Law, the following types of vehicles have priority when participating in traffic, in order of priority: Fire trucks on duty; military vehicles, police vehicles on emergency duty, convoys led by police vehicles; ambulances on emergency duty; dyke protection vehicles, vehicles on duty to deal with natural disasters, epidemics or vehicles on duty in emergency situations as prescribed by law; funeral convoys.
These vehicles have the right of way before other vehicles when crossing intersections from any direction. Except for funeral processions, when on duty, priority vehicles must have horn, flag, and light signals as prescribed; are not subject to speed restrictions; are allowed to enter the opposite lane, other roads that are passable, even when there is a red light, and must only follow the instructions of the traffic controller.
Clause 3, Article 22 of the Road Traffic Law also clearly states: "When there is a signal from a vehicle with priority, traffic participants must quickly reduce speed, avoid or stop close to the right curb to give way. Do not obstruct the vehicle with priority."
In case vehicles do not give way to priority vehicles, they will be fined 3-5 million VND, have their driving license revoked for 1-3 months for cars; fined from 600 thousand to 1 million VND, have their driving license revoked for 1-3 months for motorbikes (According to Decree No. 100/2019/ND-CP dated December 30, 2019, regulating administrative sanctions in the field of road and rail traffic; amended and supplemented by Decree 123/2021/ND-CP).
