The theme of the Red Flamboyant Festival – Hai Phong in 2024: “Hai Phong – Illuminating the Heritage Land” is associated with the event on September 16, 2023, at the 45th Session of the UNESCO World Heritage Committee, officially recognizing Ha Long Bay – Cat Ba Archipelago as an inter-provincial and municipal World Natural Heritage. This event has increased the inherent value of Cat Ba Archipelago; affirming the outstanding results and breakthrough developments that contribute to fundamentally changing the appearance of the city in the coming time.

The World Natural Heritage of Ha Long Bay - Cat Ba Archipelago is located in the area where tourism activities, seaport traffic, fishing and other activities of the community living and doing business on the sea and the archipelago take place. Socio-economic activities on the island and at sea are always vibrant, associated with the responsibility of protecting the environment, which has been and is being sustainably and effectively conserved with outstanding global values for today and future generations.
The Red Flamboyant Festival is a political, cultural and social event held annually and has become a typical traditional festival, the pride of Hai Phong land and people. The festival takes place in May every year, on the same occasion as the anniversary of Hai Phong's liberation (May 13, 1955).
